Migrate grandfather started the first chain nose produce station. Rose pak is not responsible for china or hong kong. She is not responsible for the what is happening with whatever. She is just not. Rose pak, the woman i know is tough as nails. Dropped a lot of f bombs that can be intimidated. One thing in her heart she always fought for chinatown. This idea that she recruited political people for china she has never once asked my opinion for china she did ask me to protect chinatown. She spent her life doing that. She was not a rich woman. She live dna small lives in a small apartment on jackson street. She lived humbly. She was tough. I want to remind you during her time in fighting for chinatown she was fighting a political war, political with really the power in white men. She was a chinese woman from hong kong. She was tough and powerbroker fighting for chinatown. I want be to say rose pak knew chinatown would be vulnerable to. Com and she played the central subway. It was a long game. I know the city well and you know it, too. The city would never invest 1 billion to make sure chinatown was alive so the store owners would continue to have commerce and economic stability that chinatown will remain a cherished destination . San francisco forever. It was a transit destination. She was caring about the people and the livelihood. I know you have a hard decision ahead of you. I dont envy you in this oven. I am here to remind you this is the board of supervisors voted unanimously to urge you the m. T. A. Commissioners to vote to name the central subway station the chinatown rose pak station. Before we do that i want to thank my fellow directors for patience, i want to thank the wonderful secretary and City Attorney for their patience today. I thank the sheriffs deputies who are probably in overtime and we will probably get work orders for that. You have behaved professionally, shown respect for the process politically and from Law Enforcement perspective. Please thank your colleagues on our behalf as well. We really do appreciate your ability to live and work and speak in a democracy, also, it is important to know i knew rose pak personally and worked with her for many years when i represented chinatown in los angeles and in San Francisco. It is my honor to move we name the central chinatown station as the china town rose pak station. There is a motion and second. Other directors wish to speak . Briefly i will say there are a lot of people who spoke that i respect tremendously. I respect everyone and the fact that you came out. I dont know a lot of you but the persecution of religion is not right. I am a descendent of slaves. I cant say that i love robert e. Lee. One could say it was treason but he led the south in a war to maintain my people being slaves. Did he accomplish great things for the south . I have to acknowledge that. There are many monuments nobody on the side of history is a winner when it comes to slavery or civil rights. The people we named things after dirt have those things. Hopefully, they deserve the names they got because they worked hard to make those happen. More often the names came because people were moment business people. We have an opportunity to name something for a person who worked hard to make this happen. She didnt want the freeway torn down. When she realized it was coming down she said i dont want to see chinatown taken down like chinatowns all over the country. Did people like it . No. Every year we have the process two people that faceoff at president ial election depending on what side you are on you hate that other person. That means we all can disagree but we have to be able to acknowledge when people do something significant. We are not saying name it for a person who lived in chinatown and did great things. This is a person were it not for her effort this subway would not be built at all. In said it should be in her mon nor. The truth is she is responsible for that happening. It wasnt priority. I see worked at the board of supervisorses in the late 1990s. I am aware what handed. I am not criticizing anyone. I dont know rose. She was not my friend. This is about me as a woman of color seeing we dont acknowledge people for great works. We hold them to a higher standard than we hold many of the white men. Ultimately if she hadnt worked to make subway a reality because she was trying to preserve china town we would be in a different position. She did thinks in a way i wouldnt do those things. If we named something after me people would saythings about that. I want to honor it. It is still the chinatown station. There are airports around the country named after people that people dont say their names. It opens up dialogue about history and who the Significant Players are. I am surprised when the street is named after an africanamerican person. If they question tactics isnt it a valuable debate. The conversation around the historhistory makers is being ao acknowledge good people do good things. We have to acknowledge the achievements. We cant take that away no matter how bad they are. The reason i supporting this is not for negative things. I see it a way to elevate a person of color of a Significant Community in the city who fought against all pop position. Chain no town north beach were opposed the only way to get done was excludes them. I am talking what happened and what i experienced. This is not personal. I am not paid. I dont know rose. She is deceased. All the harm she may have done is no more because she is not alive. It is a nice way to honor that legacy. Director eagan. This is a difficult decisionir want to thank all of you for staying with us today. I want to thank those who expressed opinions. I have listened and i am weighing them carefully. Three points very briefly. First, we are not starting from scratch here. When we have to weigh a tough policy decision we have to figure out the right answer. We are not starting from scratch we have a station naming policy that says name a station after a geographic location. It also says if you read all of the words it says in noteworthy circumstances an area of a station or plaque may be placed to honor an individual who or group of individuals who made a special contribution. It seems to me the decision before us today is exactly what the board anticipated when they adopted that policy a couple years ago to say we do not name stations after people we can name an area or plaza or plaque after a person. I would be supportive of that approach. The policy clearly says do not name stations after people. Second point diversity, equity and inclusion. These are themes we heard a lot about today. In San Francisco in 2019, we celebrate a diversity of youth. We strive to be a city that is inclusive of all people. Naming any public asset after one person is likely to make some people happy and other people very unhappy. I was struck by one speaker who said this renaming in some ways symbolize this one person symbolizes chinatown. This is probably why the policy says do not name a station after a person. Finally i will share this comes down to a cost and a benefit. We are on the board to weigh the potential benefit with the potential cost and make very difficult decisions. If this renaming was essential to the sfnta reaching the gelling then i would consider it. This renaming bears no relation to the ability to achieve the Strategic Plan goals. It is very offensive and divisive. The costs clearly out weigh the benefits. I would echo the speakers who said pick the name not offensive to anyone which is chinatown station. Thank you. I love going after the director because she said much better what i was going to try to say. I support what she said. That was my view the first time this came to us. I wanted to thank everyone who spoke. I respect so many people who spoke passionate leo the other side of the issue. I want to thank everyone for efforts and voices. I have not heard anything to change my opinion. We do need to name more things after women, people of color. We have a lot of things to rename. We are renaming some things. Still come on chinatown station. We need to look at the neighborhoods and rename things particularly in chinatown. We have so many fantastic people to name things after. I support that. I cant support naming this rose pak. Director heminger. This got to the board before i did. Today is my First Impression even though i did watch the tape of the whole meeting last time. I have heard from a lot of people on this subject. People whom i respect and admire on both sides of this question. I do appreciate the opportunity to explain my vote because i think whichever way it went, it was going to make somebody angry. I come down to 3 three basic points. Tivfirst istiveviciveness. In her day she was divisive. She remains so today after her death. I dont think that is disqualifying from civic recognition. If that were the standard we would have to stare down half the street signs in San Francisco, probably some numbered ones. The second point emphasized by visits today from members of the board of supervisors past and present. This item is on the agenda at the request of all 11 elected members of that body. Now, i am aware the charter gives this body certain independence from that body. I think in some instances it makes sense to exercise that independence. In other instances where they are making a reasonable request we should honor the request. The third. Is maybe too nuance for this debate. I would like to speak to opponents and proponents of the change. Maybe offer consolation. For proponents words of caution. I think what we tend to see with the passage of time is that it may be as difficult for future generations to remember who rose pak was as it is for us to recall who is jose castro or henry hate. History remembers who it wants to in the way it wants to with plaques or signs or not. I am going to vote in favor of the name change that is before us in the motion today. Very good. Thank you. My position will remain is same. I appreciate the input at the meeting to address a few points. I agree with the speaker who said the name chinatown rose pak is a compromise. For transit reasons i feel it has to be chinatown first for the reasons discussed here today. We cannot have confusion among visitors or residents where the station is and by having the name chinatown first that makes clear the geographic location of the station. There are questions raised about the policy, good questions. Iny this is a different situation. The reason for the policy is two fold, one to prevent the requests to change to names of popular people and put us in a situation where number two we would create confusion. If we change the name of powell street to the willie brown station, joe montana station or pick your favor it san franciscan. Popular people, we create confusion because people are used to the name powell street station, the maps are drawn. This is a new station. This is a new station that will bear the geographic name followed by rose pak. I dont see an obstacle. I found very moving the comments about the need to honor more women, more asianamerican women and to honor rose pak for the role she played in this specific project. Who [ ] homelessness in San Francisco is considered the number 1 issue by most people who live here, and it doesnt just affect Neighbors Without a home, it affects all of us. Is real way to combat that is to work together. It will take city departments and nonprofit providers and volunteers and companies and Community Members all coming together. [ ] the product homeless connect Community Day of Service Began about 15 years ago, and we have had 73 of them. What we do is we host and expostyle event, and we were the very force organization to do this but it worked so well that 250 other cities across the globe host their own. Theres over 120 Service Providers at the event today, and they range anywhere from hygiene kits provided by the basics, 5 to prescription glasses and reading glasses, hearing tests, pet sitting, showers, medical services, flu shots, dental care, groceries, so many phenomenal Service Providers, and what makes it so unique is we ask that they provide that Service Today here it is an actual, tangible Service People can leave with it. I am with the hearing and Speech Center of northern california, and we provide a variety of Services Including audiology, counselling, outreach, education, today we actually just do screening to see if someone has hearing loss. To follow updates when they come into the Speech Center and we do a full diagnostic hearing test, and we start the process of taking an impression of their year, deciding on which hearing aid will work best for them. If they have a smart phone, we make sure we get a smart phone that can connect to it, so they can stream phone calls, or use it for any other services that they need. San francisco has phenomenal social services to support people at risk of becoming homeless, are already experience and homelessness, but it is confusing, and there is a lot of waste. Bringing everyone into the same space not only saves an average of 20 hours a week in navigating the system and waiting in line for different areas, it helps them talk, so if you need to sign up for medical, what you need identification, you dont have to go to sacramento or wait in line at a d. M. V. , you go across the hall to the d. M. V. To get your i. D. Today we will probably see around 30 people, and averaging about 20 of this people coming to cs for followup service. For a participant to qualify for services, all they need to do is come to the event. We have a lot of people who are at risk of homelessness but not yet experiencing it, that todays event can ensure they stay house. Many people coming to the event are here to receive one specific need such as signing up for medical or learning about d. M. V. Services, and then of course, most of the people who are tender people experiencing homelessness today. I am the representative for the volunteer central. We are the group that checks and all the volunteers that comment participate each day. On a typical day of service, we have anywhere between 40500 volunteers that we, back in, they get tshirts, nametags, maps, and all the information they need to have a successful event. Our participant escorts are a core part of our group, and they are the ones who help participants flow from the Different Service areas and help them find the Different Services that they needs. One of the ways we work closely with the department of homelessness and Supportive Housing is by working with Homeless Outreach teams. They come here, and these are the people that help you get into Navigation Centers, help you get into shortterm shelter, and talk about housing1st policies. We also work very closely with the department of Public Health to provide a lot of our services. We have all types of things that volunteers deal do on a day of service. We have folks that help give out lunches in the cafe, we have folks who help with the check in, getting people when they arrive, making sure that they find the services that they need to, we have folks who help in the check out process, to make sure they get their food bag, bag of groceries, together hygiene kit, and whatever they need to. Volunteers, i think of them as the secret sauce that just makes the whole process works smoothly. Participants are encouraged and welcomed to come with their pets. We do have a pet daycare, so if they want to have their pets stay in the daycare area while they navigate the event, they are welcome to do that, will we also understand some people are more comfortable having their pets with them. They can bring them into the event as well. We also typically offer veterinary services, and it can be a real detriment to coming into an event like this. We also have a bag check. You dont have to worry about your belongings getting lost, especially when that is all that you have with you. We get connected with people who knew they had hearing loss, but they didnt know they could get services to help them with their hearing loss picks and we are getting connected with each other to make sure they are getting supported. Our next event will be in march, we dont yet have a date set. We typically sap set it six weeks out. The way to volunteer is to follow our newsletter, follow us on social media, or just visit our website. We always announce it right away, and you can register very easily online. A lot of people see folks experience a homelessness in the city, and they dont know how they can help, and defence like this gives a whole bunch of people a lot of good opportunities to give back and be supported. I am here today to tell you about an two events, oneofakind inaugural event that i want you all to come to that i all wanted to spend the word about. Its called getting there together, celebration of all ages and abilities. It is taking place on september 8th, here from 11 00 a. M. Until 4 00 p. M. It is a program the coalition of agencies serving the elderly in collaboration with liberal livable city, department of aging and adult services, and the Dignity Fund Coalition. My understand is that kate has been wanting to put on this big party for years. Hey party, a resource fair that is for and by seniors and people with disabilities. I am thrilled to be able to work on this. I am managing the event in partnership with case. The fair will include a resource fair area for exhibitors that will have government agencies, Service Providers will all be there for folks to come and get information from. We are going to have a stage with performers, singers, dancers and again all of those performers will be seniors on folks with disabilities. We are going to have the third section, open air all abilities gymnasium. In the open spaces of the civic center plaza, we are going to have exercise classes, seated meditation and hopefully some ball he would performances. And maybe even power chair soccer match. That is a im trying to organize. This is a super exciting event. This is just the first year case would like to have this event every year. We are going to get this event on the ground. It will be super fun, and i think it will only grow from here. I will share information with staff, the Mayors Office on disability staff about the event that they can send you all. We will have flyers, accessible information. What we are looking for is for people to come. If you want to help turn out folks. Today i have two of my colleagues who will be assisting me in this report. I should say that we are dealing with a number of very important issues with the Mayors Disability Council. I think that seems to be kicking up into higher gear. Since our last meeting, we have had the passing of joanna quigley, who was a mod staff member for a very long time. Her presence will definitely be missed. We had a special celebration of her life, i think it was last month, it was on a thursday evening. At the asian museum. It was well attended. Lots of very eloquent speeches, a few tears being shed. It was really a grand time. Of course, i remember joanna quite well. I can remember one time, i was a rookie cochair, a couple of years ago when i came into one meeting, it was about 1230ton time and she goes jim, i need to coach you. We spent a few minutes with me . I did. And i never regretted it. We have a certificate in her honor i would like celie to read it. Yeah, i would just read the certificate. The Mayors Disability Council award for excellence is hereby granted to joanna for her passionate advocacy and commitment to disability rights and excellence in the server to the Mayors Disability Council dated july 19 and signed by the cochairs and the director of the Mayors Office on disability. I will just add the certificate is lovely, but it doesnt begin to address what joanna did for the Mayors Office and this council, she will be missed tremendously. Okay. Now, lets move to our next certificate yes . Yeah, that is where im going. What would i do without denise to remind me . We have a second certificate for tatiana. She has been a member of the mdc forever. She came on board before denise and help. She has been around a long time. I dont want to know quite how, maybe when denise speaks in a moment with her part of the reports, she can tell us a little bit about her. Anyway i remember tonya quite well. What i will say is that she was a very kind, compassionate, understanding and just an intelligent woman. I learned a lot from her. I stand on her shoulders. She served three, three year terms. Nine years total on the Public Authority governing board. She will definitely be missed. So here is her certificate. Yes. This is a certificate of appreciation. Tonya has retired and moved away. This will be sent to her, i presume. The Mayors Disability Council certificate of appreciation is hereby granted to tatyana for her many years of service, outstanding work and contribution to the Mayors Disability Council. Again, signed by the same three individuals. I wish her well in her retirement. Yes, thank you for clarifying yes she is retiring and in southern california. Now i want to bring on denise, my colleague, and she is going to talk about a subject matter concerning bart and she might have a few words to say about these two people. Thank you. There were several issues of the Mayors Disability Council that we have been working on. One of the highlights we have heard from the Disability Community and im sure everybody has seen in the media is the design of the new fare gates at the richmond station. And some of the problems i have been causing. The council got together, how to meeting put together, a letter, sent it to the board to address the safety issues with regard to the design of these dates and the concerns that we had. The first thing around safety, and since then there has been a report of people with disabilities, blind and visually impaired have had difficulties going through those gates. One, because of the timing of the safety area that is impacted , the gate just seems to shut on them. They cannot get completely through. The second thing with regards to the timing, someone in a mobility device, wheelchair, there is an instance where the gate actually shut on somebodys headrest. These are concerns. Our letter went to the bart board. The most important thing besides the safety issues, is on the new art express they would like to hear from the community on ideas on how to make these gates safer and their input. we really appreciate that. We would like bart to consider people with disabilities, and seniors as part of shareholders to get that input, as they implement or change their design, or go forward to please include these stakeholders. We are dependent on public transportation, and we appreciate, you know, the problems of the fair jumpers. Again we are talking about Public Safety and the people that need access to transportation. Please consider that. We do not want to hear stories of people getting hurt before something is done. We are here to help and advise. Please include us in those discussions or correspondence in the Disability Community. Have focus groups. That is the first thing. The second thing with regards to the individuals have artie been said how incredible that joanna was an advocate and we will miss her and her years of service with us. I met her a week after she joined the Mayors Office on disability. Her friend chip our friendship was invaluable to me. I will miss her. I would have to say the same about tatyana. She was here before me, i think about maybe two years before i came on board. It was a pleasure working with her. I also miss her. Shes a an amazing amazing advocate. She did have some health issues. No matter how sick she was she managed to come to meetings when she could. She would have focus groups. She would have counseling sessions for people with disabilities to discuss issues that were happening. So, she will be missed and i wish her good health. Thank you for my report. Thank you. The issue with the bridge line has been resolved and we have a person who would like to speak for the Public Comment portion. The person on the bridge line, you are on for the next three minutes. Im speaking as loud as i can into my microphone. I havent spoken before about how useful these meetings are and how grateful i am to the staff of the work that they do for people with disabilities. I do have some recommendations for improvements and things that could be improved not the least of which is the technical difficulties with the bridge line. With recorded audio to let people know theyre still on the line, its really confusing calling into these meetings, even someone who has done it multiple times in the past. Im also concerned that these meetings are only happening bimonthly now. They used to happen monthly last year. Ive spoken on this before. I think it is a poor expression of this new mayors feelings for the disabled community and the important of those things we need access to. I am also a little concerned that the agenda, for this meeting was only emailed less than 72 hours ago. I think at a minimum, the amount of time agenda should be notified to the public should be at least a week. Especially that is the only way i can spread the word. I know we all want to spread the word and get people to these meetings which are not very well attended. I spoke to people at the coalition of homelessness today about this meeting, they did not even know about the existence. That is a problem i have noticed multiple times talking with different people. People that are very active in local government and state politics they do not even know these meetings are happening prayed they do not know that mod exists. At the last meeting i put suggestions forward about noting fine people at are getting more efforts to notifying people. Dot these meetings are happening. They are very useful in good meetings. Your staff does great work. I just want to get the word out that people can come and attend. Last but not least, i want to say that i have emailed a couple of issues, one is the accessibility or lack of accessibility for notification of when our public trees are being cut down by the bureau of urban forestry. The notices are only imprint and small font for those of us sick in bed, we come out, you know, weeks later when we are able to go outside and we find out half of the trees in our neighborhood are gone. And that is somehow supposed to be okay. People with vision impairments have no way of knowing when trees will be cut down in our neighborhood. I believe the mod should work with a concrete plan to include disabled people in the notification and the process of tree removals in our neighborhood. Thank you. Thank you for your comments. As we know, Deputy Director presents is deeply missed. Some other staff news in mod. Our Deputy Director for architectural access has transitioned to the department of public works. I also want to express my thanks as we are now working to fulfill vacancies in the Mayors Office of disability. All of those positions have been approved and i are in stages of recruitment. I really appreciate everyones thoughts and patience as we are in this time of significant transitions for this department. With that said, i want to express my thanks to everyone who is still there. We are doing a phenomenal job keeping everything moving and to that end i have a lot that i want to announce today. Im going to move to that next. Switching gears. For those of you who might not know, today is the last day of the formal central acknowledgment of Voter Registration week. I just want to encourage anyone who is a person with a disability, especially who has not yet registered to vote to do so, National Data suggests while Voter Registration, people with disabilities is increasing, disabled voters are still underrepresented according to the last election cycle. There are lots of ways that you can register. You can register online, in person at the department of corrections which is in this building, city hall room 48. You can also register to vote at most u. S. Post offices, San Francisco Public Library branches. The department of Motor Vehicles , or you can contact the department of elections, and a Voter Registration application will be mailed to you. Those numbers are 4155544375. Or tty 4155544386. Next we will be hearing a presentation, in a bit, during this meeting about the importance of disability Stakeholder Engagement in census 2020, which is just around the corner. I wanted to announce that there will be an informational workshop in addition to what we will hear today as part of this meeting about census 2020 efforts on thursday, july 25 from 11 15 a. M. Until 3 30 p. M. At Golden Gate Park area just so you know, i will be sending out, following this meeting, a list of all of the announcements that i am making today, as part of this report. The next opportunity for public engagement, the bikeway separation material testing, as you may recall, in a recent meeting where we had our colleague speak on the status of market streets and the pedestrian levels bikeways, the separation material has been been installed and although the formal testing is complete there will be some open houses if youre interested in looking out the potential materials that the city is considering selecting to identify bikeway separation. Those are all going to be at pier 38, which is 801 in embarcadero. There are several dates that are Still Available for open houses. On july 23, july 24, and next friday, july 26. I will send out that information as well. So you can learn more about that if you would like to go down to the embarcadero and check that out. My next announcement is another event that is being cosponsored by the office of economic and workforce development. The Dignity Fund Coalition Community Living campaign, and jobs now, which is an older adult hiring fair. On monday, august 5, 2019 at the war memorial green room at 401 venice on the second floor. This job fair is an onsite interview job fair. Bring your resume with you. The time is between 10 00 a. M. And 2 00 p. M. On that day, monday august 5. The getting there there together celebration has already been announced through Public Comment, just a reminder that it is september 8. Mark your calendars for that. My final item for today is awareness items for the council. That you may want to consider for a future public meeting. The first is the mobility permit harmonization process that is being led by mta. That is looking to make sure we are strategically looking at how we are permitting devices on our public rightofway especially mobility scooters. There will be more coming forward about that, but the mta has asked the council to participate and provide feedback in this process. For your information we will be following up about that. Another item that i wanted to announce today, this past friday, july 12, the San Francisco hazards and climb resilience plan workshop for Community Leaders who work for communitybased organizations was held on friday july 122 really start to look at how our long longterm hazards and resiliency plan is addressing the needs of many populations including people with disabilities. I just wanted to highlight that one of the items of concern that was addressed, in that meeting, was the Public Safety power plant that is coming forward from pg e. I know this directly impacts, along with many hazard and climate concerns, but especially power degeneration impacting people with disabilities. This is to let you know that there will be followups specifically on this issue. I highly encourage council to prioritize learning more about this process and what we can do as a city to support informational efforts, in the event to an unanticipated power shut off. That i a
