Major events, provide a summary of planned activities and events occurring since a previous meeting. This will include a brief overview of any unplanned events or activities occurring in San Francisco having an impact on Public Safety. Commission discussion on unplanned events and activities that the chief describes will be limited to determining wedding to whether to calendar for a future meeting. Presentation of the departments collection and analysis of Sexual Assault kit evidence and reporting of results to Sexual Assault victims report. Good evening, chief. Good evening, commissioners. I will start off the report this week with the crime trends and talk about significant incidents that are happening over the past weekend since the last commission meeting. Starting off with the general crime trends, our overall part one crimes are down 12 from this time last year. Our total viable crime is down 15 . We had a homicide overnight, early this morning, so that puts us at 23 for the year. We were at 23 the same time last year. We have lost some ground on homicide. During the past week, we have had three homicides and i will go into a little bit more detail on those. Looking at gun violence, we are down 19 over 2018 and our total property crime, we are down 11 over this time last year. Auto burglaries are still down at 13 compared to 2018. In terms of other property crime , burglaries are down 17 . We are up 1 in Motor Vehicle theft and overall, larceny is down 12 . As i stated, we had a busy week and a bad week in terms of homicides. We had three in the past week. I will go briefly over a synopsis of these ones. There was one on july 6th at 3 30 a. M. , approximately 330 in the morning. Im sorry, july 7th. A little after midnight. We had a homicide in the southern district. The victim and a witness left a nightclub in the area, walked to their perk parked car, and they were approached by a gunman , actually, 12 to individuals. One which had a gun who demanded their wallets. We believe this was an attempt to rob the victim. Our witness ran away from the seen and heard three gunshots. The vehicle sped past him, and at that time, he noticed that our homicide victim was lying in the street. Our victim was pronounced deceased at the scene. We do not have the suspect in custody on that particular case and we need to the publics help on that one. Again, this was at right after midnight. Fortyfive minutes after midnight. It was at the scene of a nightclub. There were witnesses and we believe that we believe were present. If anybody knows anything, please call in to our tip line. Our second homicide of the week was all around the 8th of july , right after midnight. This is at the 3200 block of mission and 24th street. Twentyfourth and mission. Our officers responded to a spot shutter activation. When they arrived, they saw a vehicle that they believed to be involved and they followed it. At the same time, witnesses in the area called for reports that a person was down at the location down in the street. The officers followed the vehicle and the passenger of the vehicle fired one round from the vehicle at an unknown car. The officer then lost sight of the vehicle right off of the freeway. The victim, a juvenile male, was found deceased at the scene. We did not locate any other victims from the second shooting from the vehicle. This was earlier this morning just around midnight. Two victims were located at the location with gunshots. We dont know at this time what the motive is for the shooting. One of the victims succumbed to his injuries and was pronounced deceased at the scene. The other victim was transported to San Francisco general with gunshot wounds. We dont have the motive, as i stated, so theres a lot of investigation that we have to do on this one. This is a pretty fresh case because it happened earlier this morning. Again, if there were any other witnesses that have information that would help us solve this case and get to the bottom of it , please call us on that. The location was yosemite and jennings in the Bayview District additionally, we had two other shooting cases this past week. One was a spot shot or activation. We had a victim who was with a group of friends. They ended up in the Candlestick Park area. They believe they were followed by a second vehicle that contained our suspects. The victim fell asleep and awoke with a group of guys attacking the group that he was with. The victim saw one of the males and had a gun, and tried to run. He was shot as he tried to enter the vehicle from the location. That victim is expected to survive, and there are no lifethreatening injuries there. The suspect in this shooting is still out there as well. The last shooting was at the 300 block of high street in street in the tenderloin. Our victim self transported, or was transported by a private individual to the hospital with gunshot wounds to his arm. Our officers located a vehicle and observed what appeared to be gunshots into his vehicle out of the rear window. That investigation is also still ongoing. We do have some leads on that one, but again, if anybody has any information regarding this shooting, please call us. This occurred on july 5th at a proximally 10 00 a. M. In the morning. For major events, we have the biggest event this week that is the sin con convention. We expect approximately 80,000 in attendance and that will be tuesday, july 8th. No issues expected. We will be deployed to address the crowds there, but again, no issues anticipated for that event. In terms of significant events, i wanted to talk a little bit about our participation in pride the pride parade. It was very well attended. I know many of you attended. There was a protest there that got a significant amount of coverage from the news media. I will read our statement on that and make a few comments on that. At approximately 11 00 a. M. , a group of protesters blocked the San Francisco plight pride parade at Market Street near sixth street. The protesters broke down barricades and through Water Bottles that officers as they rushed onto the parade route. San Francisco Police officers attempted to contact the protesters at least once and we actively fought with they actively throughout fought with officers. Our officers took two people into custody during that incident. A. 21yearold individual from oakland who was arrested and charged with battery of a Police Officer and resisting arrest and interfering with the parade route. Theres also a 27yearold male was arrested and charged with resisting arrest and interfering with the parade route. Prior to that, organizers made contact with the protesters, many of whom were sitting in the roadway and blocking the parade route and were peaceful. A proximally 12 00 p. M. , the protesters agreed to leave the streets and reopen the parade route. There were some complaints filed in this incident. The department of Police Accountability has several, if im not mistaken, investigations that they will be investigating on this case. Officers were able to locate the Body Worn Camera footage and there is over 40 in total. Theres a lot of evidence to review in this case and this investigation as this investigation unfolds, we will be in contact with d. P. A. To give them what they need to investigate this case. That concludes the chiefs report. Okay. Vice president taylor . Hi, chief. I have a couple of questions for you. One, you beheld full to know if the 23 homicides, just to give us some sense of how many of these homicides have cases pending, how many have resulted in convictions, where are we . We are at 23 now and we are roughly mid july. It be nice to have a sense of where we are on those. The second question, i know i have asked you before, sex trafficking. For a while you were updating the commission with those stats, and as i understand it, they are somewhat difficult to tally or calculate but it would be nice to know, you know, at some point , i want to have that conversation because it is a problem and it is something that i think a solution should be kept uptodate on. Yes, maam. With the homicide, it is the if the commission is okay with this at our next meeting, i can give a detailed report on the clearance rate for the year and our clearance rate for last year prior to the three over the past week, we actually were somewhere around 80 . I know the deputy chief is here. We were actually doing really well. Hopefully we will follow these three as well, but we have had some really good fortune with our clearance rate. A lot of community support, and we hope that these three we will be able to solve. Again, when he the publics help i will have a more detailed report for the clearance rates at the next Police Commission hearing. I am glad you brought up the pride parade and a demonstration there are pictures there is pictures of officers with time some type of weapon, but people were saying they are pointing it at the demonstrators and people in the parade and i just dont know what that depicts. I thought i would share that with you. That is a sudden range impact webbing that the officer has. That is the beanbag type of gun . Yes. I dont know the context but it definitely looks like it was at the parade and the officers look like they are taking somebody in custody behind the officers. If i could just say this, the situation, strictly for their spontaneous protests with that many people, well one of the things on Public Safety perspective is we dont really know what we have one somebody, you know, reaches barricades and whether they will protest, block of parade, and we dont know how me people are involved. It is a situation where we had to take Public Safety perspective very seriously. There is a lot of people there just trying to enjoy the day and the officers have a responsibility to take action. Im not saying that anybody here is saying we didnt have responsibility to do that, but it is a very volatile situation that can go down very quickly. When you have that many people involved, the last thing we want to do is create a situation where it gets worse by the way we handle it. But we had to get, number 1, a sense of what we had their whether this was just a protest, a peoples protest, or whether it was something worse than that in this particular case, i think the parade was delayed at least an hour. From the other side of managing the crowd and the situation, people were starting to get a little restless with the delay in the parade. We had to keep the crowd peaceful and make sure that the situations dont turn violent. In this situation, there were Water Bottles thrown at the officers, although the majority of the folks that were protesting were very peaceful, there were some people who were not in terms of their actions. I thank you misunderstand. A lot of people, the average person, people with children there and stuff, they dont know what that gun is. To them it looks like an ak47 being pointed at the people. They were alarmed. I got calls about guns being pointed at people. I think it is something to make a statement about, that they didnt have any guns and this is a particular part of weapon type of weapon. If you dont inform the public, people are really alarmed. They thought they were pointing it at the crowd. Yes, maam. That is a beanbag. No guns, beanbag or otherwise were pointed at the crowd. Those officers were called, and the reason i went into that long explanation is those officers were called at the onset. We really didnt know what we had. We knew that people reach breached the barricades, but we didnt know how many initially. We took precautions to make sure that everybody was safe. The officer holding the weapon had it pointed towards the ground but there was no use for it in terms of extended range or impact weapons, or any other weapons that were pointed at any individuals. It is important to make it available to the public so they dont think there are ak47 weapons pointed out people at people. Thank you for that clarification. Thank you. Next item please. Next item is a presentation of the department of collection and analysis of Sexual Assault kit evidence and reporting of results to Sexual Assault victims reports. Good evening, commissioners, chief and director henderson. I am the deputy chief of the Police Departments investigations bureau. Im here tonight. I brought with me a captain from the special victims unit and director john sanchez from the Forensic Services division. We are here to give you the semiannual report that you get every six months in relations to the collection and submission in testing of the Sexual Assault examination kits. You should all have in front of you the information that we have provided to you. I will go over it briefly and then we i will be happy to answer any questions. This is for the period of january first through june 30th of 2019. During that time, there were 165 , 161 kits that were collected and submitted to the crime lab within five days of the incident occurring. They were four additional which would make it a total of 165, that were submitted to the crime lab but were not submitted in the last five days. Those were submitted from collections from outside jurisdictions. Those were Sexual Assaults that occur in other jurisdictions, and once it arrives at our Property Control division, it is then transported to his to the clock crime lab for testing. This next line, line three on the report talks about the number of Sexual Assault kids processed by the crime lab within 120 day period. That is what is mandated by law. That number is different then the 165. That shows 174. What that means is they were Sexual Assault determination kids that arrived at the crime lab in the prior waiting period late in december of 2018. Those were tested during that period. There is an additional nine that were tested during that time that were counted as the last waiting period, but were tested during that time. The average time for the Sexual Assaults kits completion is 38 days. As you know, it is mandated that they be completed in 120 days. During the last waiting period, the average was 45 days. We have repeated that improved that by one week. We are happy about that. We did not outsource any Sexual Assault kids to any other agencies and looking at the number of Sexual Assault kids that were obtained in some d. N. A. Profiles, the number that had a foreign d. N. A. Profile that was entered in codes within 120 days was 84. The foreign d. N. A. Codes, naturally there were 30 of them. In a and apollo foreign d. N. A. Profiles with no code match was 54. The number of Sexual Assault not resulting in a foreign d. N. A. Profile was 90. When you look at the last three numbers, 68, six b. , and seven, that total is the 174. When you look at the outcomes and notifications, and this is part of the reporting that we gave to you, of the 165 cases, that is lines eight, nine, ten, and 11, 107 of them, the number of victims, there were 107. There were a number of survivors that refuse notification that we had information prior to. That was 34. The number of attempted notifications where we were unable to notify the survivor was five and the number of outsized outside agency cases totalled 19. Moving on to the second page, and this is the results of the cases during the sixmonth period, of the 165 total cases, that would be lines 13, 14, and 15 combined, there were 86 that became inactive. Fortyseven that were cleared or closed, and 32 that remain open. When the last two numbers are, of those cases, the number that were charged by the d. A. And the number that the District Attorney discharged and that was a total of 20. With that, i am more than happy to answer any questions that you might have. Could you go through the definitions to start with with inactive cases and clear cases . So the public knows what those mean. Inactive cases, theres a couple of components to it. The first is that theres a result when there is an unknown suspect or no d. N. A. Uploaded for later identification, so there is no evidence that helps us in the case. Another reason that a case of the inactivated is there as an unknown suspect or d. N. A. Uploaded that has not yet been identified. That case will remain inactive until it becomes identified and then it will become an active case. That case could stay active if there is other information pending. The victims can become uncooperative or refuse any other further contact after the Sexual Assault evidence is collected at a rape treatment center. The last reason for an inactive reason would be for the known suspect and victim where cooperative and the suspect through the sex was consensual and there is no other corroborating evidence to show that there was Sexual Assault. And then when it comes to cleared cases, sometimes theres four ways in which we make the case is clear. The first is that they are adjudicated, you can make an arrest in those instances. Sometimes there is an outside jurisdiction investigation, so it is completed at San FranciscoGeneral Hospital where the crime occurred in the city, but is an outside jurisdiction that investigates it. A victim Terminates Investigation and signs and agreements that they no longer want an investigation to occur, and the statute of limitations reached a case that it was formerly closed up. I think the other thing to add is there has been discussions in the past about backlog of Sexual Assault. As the commission knows, back in 2014 and 2015 the department had all of our backlog Sexual Assault dating back to the 1990 s tested completely. That was completed in early 2015 and we have not had a backlog of any Sexual Assault cases since then. There are no backlogs in the cases that do come in. For example, in this period, all of them tested with an average turnaround time of about 38 days thank you. Vice president taylor . Of the 47 cleared cases, is that right that only 20 of those are presented to the d. A. s office to prosecution or am i misreading this . I will have captain chin come up and he will talk to you more specifically about those numbers and remember these are only the cases that actually had a Sexual Assault kids that was completed. There are somewhere there was no kit and so those numbers arent included in this but i will add captain chin into clear that up for you. Good evening, commissioners, chief. Yes, you are correct. Out of the 165 cases, 20 were only presented to the District Attorneys office. That was made by the arrest for the sixmonth period. That is an incredibly low number. If you could give us some sense of why this is. Was this all for a lack of evidence . You can prosecute a Sexual Assault case without necessarily a d. N. A. Evidence and obviously want that, but give us some context so we are not just left with an incredibly low percentage, 20 out of 165, if you have it. Yes, maam. Out of the 165 that the jet bt chief beauty chief said, 86 were inactive, but we have cleared 47 out of those 47, 25 were cleared , 21 were out of county, which is one that was unfounded. Two of the 25 victims find a termination of investigation. Two of them stated that they made it up, so that makes 25. So the 20, like i said, 12 were filed and eight of them were discharged and there were two that were cleared exceptional, which means that we presented a warrant and the d. A. Declined to issue that warrant. So 47 of them actually were cleared out of the 165. Okay. I am just trying to do the math, and im no mathematician. So you have 86 inactive cases and that means all source of things, but including i am assuming that is a hybrid for insufficient evidence. But that 86 out of 165, and then you have 47 of those cleared, 86 plus 47 still does not get us to 155. And the 32 of open cases. There are some we are still investigating. Perfect, okay. And then within that, the d. A. s office charges approximately half of what you presented us. The d. A. Charge, 12 out of 22 is 60 and they discharge about 40 of the time. Do you have any sense of the basis of these charges . White were they discharged, generally . Seven of them were 24 l, which is lack of corpus. One of them was 95, which is motion to revoke probation. Rather then coming forward with a new charge they revoked the persons probation . That is correct. Thank you. I want to thank you. When this first came up several years ago, the commissioner deserves credit for this. He was the first to learn that there was a backlog and there were numerous kids that had never been tested. For us, we became the basis of what is the state law, but the time required by state law is 120 days. Were down to 38 days. We think members of the public need to know that prior to this we wouldnt test kits when there was a known assailant. If they identify the assailant by someone by name, they would not tested. We test every kid now whether it is known or unknown, and i have to tell you, some of the work that the commissioner and i were just talking about, the commissioner gets credit for this. I do want to thank you. I know the former chief is one that paid for an analyst and found out some of the testing. It is important for members of the community to know that these are serious crimes. We look at these numbers and how many cases are charged or not charged and it is important. I want to thank you for your work and this is just good news. I want to, in case he is watching, i want to think commissioner hammer for bringing this to our attention. I want to echo that. We were here when the backlog was huge and we were all over the press about not dealing with this issue. I think that is us and another department. Im really glad to see that there is no backlog, that we are on it, and i do agree commissioner hammer was in the forefront of this. I think the department for all the hard work that you have done i have a quick question. I am just wondering, one of them is a number of intent of notifications and it looks like wrong number, relocation, no call back. Looks like they are not notified its a zero and i just want to say ten and 12 are kind of the same thing, even though you made an attempt to notify, or am i misunderstanding that . What we want we want to realize we want to get to you the attempt. What we are saying is we attempted to contact every person that we could. We also wanted to give you a context and the number for those that we did try to attempt, we were unable to contact them. We want to give you both numbers but when it comes to 12 and it says people who are not notified say zero, even though you attempted it, there is an asterisk there, we attempted. Something like that. I think we have something we can look at for the next reporting period and adjust that thank you, both. Anything else, chief on your report . Commissioner, i wanted to add , i neglected to bring Vice President tail thank Vice President taylor for the human trafficking. We will report back on that as well. Thank you. Next item, please. Item three b. , d. P. A. Directors report, report on recent d. P. A. Activities an announcement pick the report will be limited to a brief restriction of activities and announcements. Commission, it will be limited to determine whether to calendar any of the issues raised for a future commission meeting. Good evening, director henderson. Good evening. A couple of things, our c. M. S. System just started, finally. We are converting all of our old systems into the new system, but because of that, the numbers i have are a little bit off. They all have been migrated. These are numbers from july 2nd because all the numbers are being moved into the new system. But we are at 375 open cases now versus 377. We still have a significant number of cases, more cases this year than we have had in quite a long while. In terms of cases closed, were at 336 cases versus 257 cases. Last year, our open and pending cases, 327 versus 302. In cases sustained, we are at 39 cases so far this year versus 16 last year. In cases that are 270 days, they are still within the 34 range, we are at 34 and of those, 18 of those are cold cases. Some of these numbers, for the cold cases are affected by the migration of the system. Cases that are mediated, 19 this year versus seven this time last year. The system was kind of a big deal, but i just want to walk you through a little bit and tell you why it is important that we are doing it. The new system is called insight we have been working on this for over a year to get it done, but the biggest thing is having a new system will allow us to analyse and report from the data that we are connecting. Every time we have made these presentations, even after i have read on those reports, most of that was done by hand. It did not allow us to sort our data in realtime to figure out what was going on with our work. The new system now will have thousands of pages being printed and duplicated that doesnt need to take place anymore. The old way that had been done in the past with the occ and with the d. P. A. Typist would have to type in all of the allocations allegations into three different systems. Those forms would be handcarried to two different departments to be reentered by investigators and the attorneys and to new data systems. All of that its consolidated is consolidated into one public bank where the errors will be taken out and monitored by the new system. It is going to be much more efficient. For the first time we will be able to share directly with they did it data s. F. , his all of our redacted data can be shared with the city and reviewed from our department. As i said, our monthly, quarterly, and annually reports now no longer have to be done. They will all be available and in the system. My suggestion is at some point in the fall, maybe not immediately, but i would like to have the team come into walk you through all of the new system and what it is able to do if we could schedule that for a future date. It is a big deal that this system is up and we have been live now for two days trying to work out the kinks and get it started. It is a big deal for us to bring the agency and its data into the future to help with our investigations, to make investigations more efficient and the data that we disseminate more efficient, as well. That is my big news. In terms of the mediation is also doing really well. Ive made a commitment that i wanted to do and expand and do broader communication. Mediations are at over 70 this year. That is a big deal, as well. Like i said, we doubled to the amount of people that were working in the mediation team. They have been working collaboratively with the department, going to the stations individually to talk to people more about the program, and we have been putting it front and center with the community and for the public, as well. The Mediation Program is one of the highest rated programs that we have, so we are trying to feature it more prominently for the public to use it when they come in and interact with our agency. In terms of outreach, we made a big presentation last week. We were asked to participate and testify and present information on the hearing for the unified school district, the board of supervisors asked us to come into talk about the Police Departments m. O. U. In light of some of the incidents involving the Balboa High School incident from 2018. We presented our new pamphlet on the know your Rights Campaign brochure that is now being adopted and disseminated throughout the city, and also made a couple of recommendations about the pending m. O. U. , mostly for specific things. One to have training for the s. R. O. , the School Resource officers, two, for the individuals who are detained and arrested to have access to an attorney, three to have clear definitions defining what exited circumstances are, which outline when the Police Departments take action, and then four, suggestions about Data Collection and reporting for custodial incidents at the school. So that was last week. We also got, a lot has been happening in the past few weeks. We had a permanent injunction, a temporary injunction was granted on some of the cases that had been in front of the commission related to the text cases, you know, that has been just under 300 hours. It is just one, but i presume that some other cases may try and join, even though they will have to file their own motions for it. We have put a lot of work into those cases so i will keep you guys updated, but for now, that injunction is likely. The indicated that at the ruling they probably should indicate a ruling. I think that is what is likely to happen. Also, we had a really good meeting with captain steve ford and with commander flaherty on some of the d. O. J. Accountability section recommendations. I think it will be moving very quickly over the next few months and then the final thing is the pride complaints that we have had as well. I know the chief spoke about it. I would like to see some of the documents if you have them. We have more than one investigation going on under those things. Moreover, i have met personally with the Pride Organization that reached out to me to talk about their concerns and like i said, that will be part of they have information that they have shared with my agency and with investigators as well that will be part of the investigations. They are ongoing for my agency. We have a case this evening that is in closed session, and here in the audience, and case issues come up, where my agency can be helpful, i have my chief of staff, sara hawkins, a senior investigator, steve ball, and interns, as well, that are still here for the summer in the middle of their program. Okay. , thank you. Any questions . Thank you. Director henderson, you have said the number of complaints are up. Is that a result of what im hearing is that you are actually adding additional allegations against officers and adding officers for supervisorial ones. What percentage of your increase in complaints as a result of what youre doing in terms of bringing forward your own separate actions against supervisors . I dont think that has anything to do with it because the public dont know that. These are the people that come in the door that make the complaints. I think the numbers are up do to the outreach that we have been doing in community groups. I dont think a lot of people knew what the agency was or how we operated. I think the secondary thing is the resolving of the technology issues. So now when people people can contact us to the internet and make complaints. That is a convenience, you know, there were some articles about that not being operating efficiently in the past, and then the third thing i think is the access to the Language Access lines that my staff has been trained on now so that people from other communities can communicate with my staff to make complaints. That was very difficult, if not impossible in the past, just because it wasnt connected and working well. Is that a result of adding charges and adding other individuals . I would say, no. I would say that most of those increases are due to Body Worn Cameras, which is a new category of violations that are being sustained. That is where a majority of those come. I would say that would be the explanation for the increase. Thank you. I wanted to commend you about your outreach efforts and your efforts to make the process easier and more userfriendly. I can recall instances where clients would get very frustrated and would often times not file or go to the occ because of the onerous process of filing a complaint and all that was required as you had to actually, physically write out on a piece of paper, you couldnt do it electronically. Kudos to you for making the process easier and streamlining it. Thank you. I will say in the future, what i plan on doing is, because now that we have opened the floodgates such at it is such as it is, were getting complaints about a lot of things that we dont have jurisdiction over, but people want to tell us about things that are going on on their block or in the jails, what they saw on t. V. , what they see on youtube channels. Ultimately, i would like to get us to a place, staffing permitting, where we are able to make more direct references to other agencies, to partner with and feel field some of our calls for folks who do not know who to contact so that we can share information and get them to the right places, but it is very important to me. I think our agency will continue to be defined by how userfriendly the agency is and how responsive we are to accept and investigate the complaints that come from the public. I have seem some of the materials that are glossy and beautiful. It makes me wonder, with the increase of complaints, i dont want to add work to your plate, but a be nice to know how me of these complaints are being sustained, how much of it is, you know, people calling about things that have nothing to do with d. P. A. s function, or things that ultimately dont result in sustained charges, just putting that on your to do list somewhere. Sarah will follow up. [laughter] thank you. Dont you give us quarterly reports on sustained complaints . I do. And results, right . Yeah. I would imagine, because the outreach effort has been so tremendous that you are getting a lot of stuff. How much of it is junk mail, how much of it is a real . Just a little bit more information on that. That will all be in there. And that speaks to the question that i think the commission was asking about the added allegations and context to the actual complaints because none of the complaints that come in reflect added allegations at all that is not part of what gets measured, but having the breakdown i think is really convenient and i have been trying to make those quarterly reports more relevant so you can see with a breakdown of not just to his complaining, but what they are complaining about, what the results are, in each quarter i try to add more and more layers as i get more and more information and i am able to pull out the new system and im able to pull out. The new system will help, but you will continue to see better and baiter better data and our work becoming more and more transparent. I always want to have more feedback if there are more directions or mirror layers that i can add. It will only continue to improve you reports have gotten better in terms of giving of detail as to what the complaint is and whether it was sustained or not. I think it is important and it gives us all an idea of what really is coming in and out and how credible it is. We are in the zone right now of trying to move beyond just a data dump and trying to do actual analysis that is clear, both to the commission, and the public as well, so that they can see some of the things were talking about, including every time i present, you guys give me input about things you would like added that make perfect sense when you say it, so now you will see, i think in our next annual report, we are not just going to have information on there that is not defined so that people can understand because they dont understand the police terminology, they dont understand the investigation terminology or the d. P. A. Terminology d. P. A. Terminology. It is broken down into ways that people can understand and can track what kind of complaint they are and where they are coming from and what the results are from the complaints that are coming through the agency. Thank you. Thank you. Next item, please. Item three c. , Commission Report. Reports will be limited to a brief description of activities and announcements. Commission discussion will be limited to determining whether to calendar any of the issues raised for a future commission meeting. Commission president s report, then commissioners report. I just want to report, i did it i followed up on something that director henderson said. The court has issued a polemic injunction. We had a hearing set for next week in our session that was going to be closed disciplinary session. The court hasnt joined us for proceeding with that so we will not meet next week. We are not ready to fill in the agenda with other items. Our next meeting will be august 7th. Is that right . Okay. Thank you. Any other reports . I attended the lapd meeting and on tuesday and chief, i want to thank you for letting officer car attend that. The portland trainee brought back a lot of great information and we will learn more as we go forward, but one of them is there is an online dictionary for multiple languages for legal language, like the difference between consent and permission, you know, what the legal term is and stuff. That is Available Online and available to our officers, available to interpreters. There is a lot of things that she has learned. Also, mr. Stevenson, did he leave already . He gave a presentation on the departments new website, and asking and seeking input from the meeting about how to improve it, and one of them for the different languages, they will put flags next to it but they also want icon so they can show people where, you know, quickly where they need to go and they also want to have, putting icons or tabs that they can hit and the brochures will be there in different languages, how to fill forms out, so they had a lot of information to add. It was great to have mr. Stevenson there. That is my report. Thank you. Thank you. I just wanted to talk about the working Group Meeting that we had on 1421. It was a really productive meeting. We had a lot of stakeholders there with respect to the protocol that the commission is drafting and we will hopefully be adopting which would sort of give us an outline of how the department, how d. P. A. , and how the commission all release records under 1421. So it was a really great meeting we are in the process of obtaining feedback from the community and getting their input on the protocol that we have so far. We werent able to get through the whole document today. We got through half of it, but we did invite people to submit briefs and or letters or whatever it is that they felt with respect to their comments, and its, or suggestions regarding the protocol that has been drafted thus far, and we intend to have another working group within the next few weeks to address the rest of the document, and be on the lookout. We do not have a date yet for the working group, but it should be within the next three weeks. So just Pay Attention to the Commission Website which would have the documents and information of the meeting. Thank you. I want to echo what she said. We had a very productive meeting today. It was actually very nice. It was refreshing, we actually had a dialogue. People spoke with each other as opposed to people coming to the podium, making allegations, people appear not being able to respond, but we had an incredible dialogue involved with the attorneys from aclu, the Public Defenders Office had great input. It involved the Police Officers association council, they had great input, involve the Police Officers peg groups, the employee groups, we had a lot of folks there. I tell you, we had a dialogue and we talked about things. We requested a briefing and i think it was very riffraff it refreshing. I think we were quite pleased with the results. We didnt finish what we needed to finish and we will get briefings from folks. Obviously we will follow the advice of our City Attorney because they are our council, but again, it was excellent. I have to say it was excellent. I want to thank the members of the public and the Public Defenders Office, aclu, the p. O. A. Earlier in the day, i attended over the phone, for quite a while, the task force on staffing. That was quite interesting. Thank god the deputy chief was there. There was a lot of it is very data driving data driven as opposed to realistic, lets put our officers where we need them in the community. I cracked a joke with a commissioner. I think after this meeting we will end up with 800 officers assigned to the tender line, anyway, it is good, we are learning and we will hopefully get an idea of where we stand in terms of staffing our investigative bureau, our patrol bureau, and needless to say, being part of this a long time, i think our numbers are much lower than they were supposed to be in the first study with comparable cities and our department is a very understaffed and one of the reasons they gave us way back when is you are okay because you were such a small city, it is easier to get from one call to the next. That is not the case. I want to think the commissioners. I think we had a very productive day. Thank you. Thank you. First i was fortunate enough to take part in the pride parade, which i have done many years before. For those of us i didnt see the protesters and the things that ultimately happened, but the parade was delayed for a long period of time, over an hour. But one thing that is always remarkable and that i really love about pride is that it is essentially just a love bomb in San Francisco. Even after, you know, everyone waited for more then an hour for the parade to be able to continue, everyone in the crowd was just tremendous and supportive and loving and positive and pride is just probably my favourite day in San Francisco. And even with the unfortunate events, that did not change this year. It was really a wonderful day and, you know, everybody who participated in it is part of what makes this such a wonderful city. And then also, the commissioner and i participated in the bias working group. We made a lot of headway with respect to d. G. O. 1107 which governs the harassment protocols within sfpd and hopefully we will have a product that we will be able to release to the public soon. We are still working out details of 5. 03 and 5. 17, but hopefully two of those will be on not too long a course and we will be able to present those to the commission, as well. Thank you. Next item, please. Item 3d, commission announcements and scheduling of items identified for consideration of future commission meetings. One of the things i wanted to one of the things we should talk about, maybe we should put on the agenda is something we really need to reflect on. Now that we have 1421, which has changed the use of force and officer involved shootings, i think we really should put on the agenda and have a discussion on the firearm discharge review board. I have had some concerns about that for a long time because d. P. A. And the Police Commissioner sits on that review board, but we have no votes. And just the department has the vote. Just by sitting there and by these meetings coming out, it is like we sanction whatever vote that is there even though we dont have an opportunity to vote. What im thinking, since 1421 has come down, maybe we should talk about restructuring that and having Community Members, at least with the use of force, portions that are susceptible to 1421 and have Community Members sit on these review boards in terms of assisting and bringing their ideas to the table. I think that would be really helpful. I would like to put that on agenda and talk about restructuring this firearm discharge review board. Okay. Thank you. Any other items . Okay. I would note that the budget is appropriated, a proposal is a christmas list. When you conflate your 1920 proposal with your 1819 or your 1920 proposal with your 1819 prior year appropriation, you are making a material misstatement and for those of you who saw chair fewer read chiefs got the riot act regarding this, it seems that some folks didnt understand the import of this. We issue bonds. This is important and i know you want to game it and say, hey, i asked for all of this and i didnt get my pony or my baby sister for christmas, but that is not a budget cut and it is important to know the difference so far president hurt hirsch requested them regarding interactions with the press. I would like to know if anything is moving forward on that or if there is a public component to that that you envision. The extended range weapons comments, as he described in his earlier meeting, i know that we arent committed to have a discussion here, but those comments, they greatly improve understanding of what we saw between the chief and the commissioner. The select verbalizations sometimes exhibit the hallmarks of discussion, but they can usually be packaged and i think that helps all of. Thank you.
