If you turn to the directors report tab, i have a couple of items that will go along with the report. I want to update within our legislative and people update that on thursday june 13th, last week, supervisor haney hosted a press conference at mezzanine. It was the save mezzanine press conference. President bleiman was emcee, said some words as well as the producer of dirty bird. It was a great press conference. It brought together people from the community to discuss the legislative announcements that supervisor haney made to save and protect mezzanine and other venues in soma from displacement. Right behind the article youll see is resolution file number 190689. I received after publishing this agenda. Otherwise i would have included that. If you go to page 2, youll see in more detail what this announcement was making. This is essentially interim control, changing the planning code to allow for nighttime entertainment use and protecting the use from changing to anything else. It was about the conditional use authorization from the Planning Commission would be required for any changes of use from the nighttime entertainment use. That is pretty huge. It actually extends beyond just the location of mezzanine to other areas in soma to protect other venues that maybe at risk for displacement. This is going to go to land use next and were hopeful it will appear next week, potentially it would have to be extended into july due to the budget season right now. Then it would go before the full board hopefully some time in july. If it passes, it could be extended beyond the 18 months that it currently has. I will keep you apprised of that. If requested, you would bring this before the full commission here for you to make a decision to support this legislation. If you feel strongly about it. Otherwise, i will keep you in the loop. Moving on, i do not have an update at this time about our streamlining legislation theyve been working on. Unfortunately, it was moved off of calendar yesterday when it was supposed to be at land use. Supposed to go to land use next monday. Hopefully well have another update around that soon. Ill be happy to email you something. Moving right along. I wanted to jump into staff and office updates. We just released our annual report. We havent done a big splash about it yet because we wanted you to see it first. Deputy director Kaitlyn Azevedo has been managing this project. Deputy director, take it away and let you know more about the report. Im sure you found it in your binder. This is our annual report for fiscal year 1617 and 1718. Its highlight of our accomplishments and the work weve done and changes in our personnel for staff and commissioners that occurred over those two years. I will be hitting the ground running to get our current annual report for fiscal year 1819 going and i want to thank commissioner perez for all your work hard. Thank you so much. The majority of the women that are in our office as well as on our commission, attended mayor breeds be invincible womens summit this past friday. I wanted to bring that up to the commission because it was really inspiring experience for all of us. I think it sparked some drive to push our initiatives around entertainment forward. We heard from some really amazing speakers including Valerie Jarrett who was senior policy person for president obama as well as Speaker Pelosi and we heard from the mayor and it was a full day. It was really great. I actually had to a few women from the industry who were in attendance as well. It was a great day. Looking forward to next year. Finally, i do have a minor update for you on our hiring process for our Senior Inspector. I was hoping to announce their name this evening. They are on vacation and unable to give their notice to their employer until thursday. I want to give them the opportunity to do that before i have the big reveal. We have sent and confirmed employment of this person. They are going to begin on july 8th. When they begin i will send a nice announcement and you will meet them on july 16th. Thats all i have for this evening. You have any questions . With regards to the resolution, if it passes will it retroactively cover the mezzanine or is it just moving forward . It wouldnt be retroactive necessarily. They have a lease until beginning of october. Were hoping this is adopted prior. My second question, the new staff for the Senior Inspector . This is filling seans vacancy. We have kind of reworked the role to do couple of things as well. New resolution, will it pass in time . Will it still help the mezzanine . Is it too late for mezzanine . I dont know if thats were hopeful that it will pass. I have no idea whats going to happen with full board. In terms of timing, i would be hopeful that there will be decision made prior to october. Thats far away at this point. Its been introduced. It has to go through the legislative process. They have until october . October is their current lease. Yes. The landlords went back on their promise to extend that lease for the three months until the end of this year. Thats where were at. That could potentially change. Im not sure. I wanted to acknowledge the great work done on the annual report to our Deputy Director and commissioner perez. I havent gone through it thoroughly. I do have to do a plug to an exsfpd employee who i saw quoted who is rose meyer. Rose got a plug. I want to acknowledge that. It really looks very well done. Report from deputy directo direr azevedo. I have items highlighted in yellow. Starting on page 1. We have seen this place come up couple of times for complaints. I wanted to let you know that these Business Owner is eager to come in to compliance. I sat down with them for a limited Live Performance permit, which is all they are zoned for. They have been receiving complaints. Its been when they are closed. I want to put that on the record that we have been following up with them via our inspector going out to the field. When we receive complaints and the bids is closed for the evening. Maybe the complaints arent all valid. Just keep that on your radar. On page 2, the bottom here is orange. Dont mind the color. This is about arena at best. Which has been on our radar for quite some time as well. Just letting you know we did issue a verbal and we did issue a notice of violation for arena since their last hearing. The inspector has been responding to sound complaints. When he took a sound reading, they came in at 112d. B. C. Which is over their sound limit. They were issued notice of violation. On this thursday the 14th complaint when he went and he could hear the sound coming from outside the venue. When he went in the sound dropped. It did just have a conversation with the operating manager today who i was unaware was an operating manager. He called me. Were ironing out wrinkles here. I have been in contact with Business Owners and new operating manager who maintains they want to be in compliance and we hope to see that. On page 3, those are orange for no reason. Let keep going. Page 4 here, raven. Director weiland received an an receive from supervisor and knee regarding patrons flooding the bike lanes on folsom street. Im not sure what bars were the this first note from the seventh inspector farantino speaking with the security and the manager about the problem. He went back this past weekend and they had four to five staff outside trying to handle the folks leaving. He said that the only solution was to create a barrier because folks were just going into the bike lane looking for uberers and they are intoxicated. Director weiland is made aware of this. Were looking at a Bigger Picture for it. On page 5, i briefed you on arena s. F. This is just a note, valencia room is the old elbow room theyre operating under a temporary permit. Their sound limit is 80. We received a sound complaint. Inspector farantino he took a sound reading and they were operating above that. They were issued a verbal warning. Ive been trying to get on the phone with the owner and have been unsuccessful. The rock, we received a Police Report from the rock from saturday the 8th. There was a fight that occurred outside of the premises. We received. We sat down with the venue managers last week. We discussed the incident. We heard their side of the story. Director weiland determined that they were in accordance with their security plan and they do the best they could to prevent the altercation. It sounded like it was a thought out attack on a certain patron done by another patron. We will keep an eye on that and continue to monitor their security. We go to page 9 im happy to answer any questions that you have about the report. How many times have we seen arena show up in our report . Often. Am i reading your mind . Im really curious at this point. Feel like they just they have a new operator. It feels like theyre in every report. Feels like its double digits. I would agree they have been on every report. The complaint is the same person. The anonymous complaints we get i cant track. But the complaints are the same person. Inspector farantino works with that person individually. The complaints has reduced. It seems to be the same complaints. Were still responding to that and they make the report. Youre talking to an operations manager. This is the first time that this person is engaging in these complaints . As of today, i was made aware theres an Operation Manager overseeing their entertainment. Their sound and their compliance with their Entertainment Permit. I was made aware of that 3 00 today. The other operating manager still in the picture, i guess managing different part of the business. Thats only Contact Information i had. At this point, youre working with both of them . Lot of the issues that weve been receiving complaints around have been anything from like line management, the crowds outside, sound issues. I feel like were kind of hearing everything. I get it. Its a new venue. Im hoping that because you have a new person youre working with, that theyll kind of get around this. We dont have to see arena highlighted multiple times in these reports. I think the feedback that i received from inspector farantino and permit officer emmanuel from sfpd mission station, their outside line control is women well managed. Theres lot of people all the time. In general they are following security plan and they are doing good job monitoring their lines as well as their inside security is also well managed. Its the sound complaints. I did have an indepth conversation with the new Operation Manager about their sound limit and monitoring that and what compliance means. My other question regarding the valencia room, what is the programming coming out of there . Are they using the second story of the space for live music . Im under the impression that they are using the second story. I really need it talk to the owner. I would love to able to answer that more. I havent been able to get a call back. Thank you. I did have a question. Im curious about the rock. It seem like the incident we kind of determined that the incident wasnt there was discrepancies between the information were getting about the incident and in the end it was difficult it tell what happened. It seem like rock managed it. The main key factor was in regards to the perpetrator and their location. The Police Report we received alluded to inferred, the security knew where that person was. When they came in and explained their side of the story, they described that the person was hiding. Yes, the information seems to not be the same consistent. Having them coming in and tell us in person gave their side of the story more fair. Vice president caminong were there discrepancy what they were saying and our own inspector were saying in some cases . Thats sort of the separate issue. Because the inspector went out the following weekend to see if theyre in compliance of their Vice President caminong okay were going to continue to monitor them. They know that we have eyes on them. Tonight im going to be continuing conversation about how is our commission improving efficiency in Customer Experience for event permitting and producers. I want to give an update to transition to screen door and transition to the new sf. Gov website. Weve received feedback from different producers saying they like the efficiency and clarity of the new tool. Were all becoming more fluent and using it more now. This is a new digital end to end process for entire permitting approval process. Next up we are currently refining the drafts of permits for the onetime indoor events and sound track permits. We are doing a soft launch and user testing by end of this month, if not by the early part of july. Were working closely with Digital Services agency on that as well as ill be reaching out to user testing candidates tomorrow. In terms of transitioning to the new sf. Gov. These services are a lot more searchable on google now and they are more linked to the Central Services of sf. Gov. The text is shorter. You can see the language has been simple fye fy simplifieo a fifth grade reading level. In the interim, were will be crosslinking with these new pages with our current pages. Its not completely everything all at once. Were developing Service Pages for the indoor event permit and the sound track permit. Updates on that. In terms of making the industry martyr for smarter for events. Our panel for network. That is going to be from 5 30 to 8 00. They applied to have entertainment everyday of the wake until 2 00 a. M. Indoors and everyday of the week until 10 0. Sfmoma receives support from two neighboring hotels, southern station approved this permit with the conditions listed below. Director azevedo stole my punch line here. Sfmoma we provides amendment to update record to reflect changes to the museums physical layout. The expansion added new interior space and spaces which are outlined in the application. Sfmoma Event Program is part of sfmoma Charitable Mission with the purpose of building robust connections with the community, member appreciation, visitor engagement and civic activities. Type of programming frequents of activities, use of outdoor place will not change with the exception of additional hours. The museum will continue to comply with the code and stipulations that result regulating agencies. Were engaged in the neighborhood. Well continue to work closely with neighbors to mitigate impacts caused by our activities. I believe in your documents you will find letters of support that were just outlined. We also regulate interface and coordinate with all other neighboring businesses including american giants, chandler flaming the cold golf club and anybodgold club. Im happy to share details about our program. I will answer any questions you might have. Is there a new patio now, new please . Are you having permanent speakers or its only when you have groups and you bring in your own speakers . We will only have it when its specific events. Any way you recommend, we have done in the past is weve downloaded the decibel app. We dont have decibel meters. If you plan to do this multiple times you should have good quality decibel meters. You may have said this, i apologize if you said this already, have you had events there and if so, how have they gone . On the outside. You would have to come to our next event. I think theyve gone fairly well. We had our annual fundraising event which is one of our exterior spaces called howard promnon. It went really well. We communicated in advance with all the neighbors and the neighbors were invited. Positive feedback all around. Its been going extraordinarily well from my perspective. Theres always minor issues for us. After hours, we try to work closely with the neighbors and our d. J. And other performances. Commissioner tan sound like youre complaint free . Amplified sound and which well set as commission, our Good Neighbor policy. I hope you have familiarity with on top of whatever police conditions are there. Its a standard thing. Yes. Just looking at the old permit, i would highly recommend if youre going to amend some of these old conditions that you strike everything up until the final three security conditions that we may want to read aloud so michelle is aware. Yoi like that. All the other ones are codified. So they will be upheld or they are redundant or they are held up. Just for clarity, this wasnt the Police Department permit youre correct. What im proposing is that the permit holder be responsible for the management outside promoter special event. There shall be a manager or lead, bartender on site during the hours of operation, lastly that southern station and commission are notified of events. The question what i heard from the commissioner perez, are you intending on changing your programming here from its been for the last 10 or 15 years . No, its still the same. Its really important that we let the neighbors know and understand what minna has been going for the past 25 years. Well make sure that we reach out to them. If i can add to your point, either way, in the event we do get complaints, we have tools to address those if compliance is needed to activate that. Kind of think this is kind of still in that rel.
