Habitat for mission is to provide highquality space, decent, affordable and Sustainable Housing to hardworking clients in San Francisco and san mateo county. We do this by partnering with cities, community leaders, donors, volunteers and homebuyers to build and sell homes affordably to qualified families. This project would be responsible for city subsidized forsale units for working families whose Household Income is around 100 of a. M. I. These families are what we call the missing middle. They are typically working as nursing assistance, construction workers, teachers, daycare staff , all of whom are vital to this community. Too often they are willingly displaced because they cannot afford to stay. Those families this family seduced day often live in substandard and overcrowded homes. They live in places where children do not have space to do homework or to play, or families cannot grow and thrive in a healthy environment. There reservoir project can make a significant and meaningful contribution to the citys Affordable Housing stock and help hundreds of families make a future here. Habitat strongly supports this project and we look forward to continuing to work with you, members of the community, and the Affordable Housing advocates throughout the city as it moves forward. We come here and complain about how we dont have Affordable Housing. Each land belongs to the people of city college, the staff, the teachers, the students. The land should be transferred back to the students, to city college and its staff. If they want to develop housing, it is their decision to develop housing for teachers, students, and families. You all know San Francisco, we have more than 60,000 empty apartments. We do not need new developers to develop expensive housing and make the traffic jam, Traffic Congestion for the people nearby , including students. Sciu has a lot of members. We have a lot of members. There are four there. A lot of them are poor. In San Francisco, if anyone who makes less than hundred 20,000 is called poor people. The majority of Government Employees are poor people. We are advocating to opposing this land that is developed a private developers. We want this land back to the people, for the people that really contribute for workers, families, students and for the people who care about San Francisco. We have enough empty apartments already. Im currently the Vice President of the faculty union. I couldnt agree more with the previous speaker. It is true that the land doesnt quite belong to city college, it belongs to the public utility commission, but it is precious public land. City college, although it leases it from the p. U. C. , does not quite own it, but it has been using it for over seven decades. Public land should stay in public hands for the public good turning it over to a private developer whose motivation is profit and theres nothing wrong with that, but this is public land, it needs to be used for the public good. Fifty of Affordable Housing is not good enough. It needs to be 100 Affordable Housing on public land. It was also mentioned that city college stakeholders are in these meetings, but i am on the facilities committee, and leave a hard time getting information about what goes on in these meetings. I went to see that slide that looks at the access road into the development because something there was, will i be able to do that . My name is mark and they sit on the reservoir presenting the San FranciscoPublic Utilities commission. Im also residents of district seven, and they live near balboa reservoir. Im here to express my support for this project. Since 2015, the reservoir has held consistent meetings with the community and project sponsors to discuss project details and approve the Development Parameters that have been incorporated into this proposal. The sfpuc adopted a resolution in 2016 to support this project, recognizing the need for additional Affordable Housing in San Francisco in a transit rich neighborhoods. Over the next year and beyond, we will be continuing to work with the community to ensure that the project meets specific goals of the community and the city to build additional housing for all. I am the chair of the balboa reservoir committee. The balboa reservoir site sits between four distinct communities, each of these areas has unique characteristics and idiosyncrasies, it is not just a Housing Project but i neighborhood that we are building. It is not surprising that a large group of stakeholders have strong opinions about building density, affordability, open space, neighborhood character, how it will be affected, and of course, parking. There is a very ride right wide range of opinions. That is why, in the spring of 2015, supervisor he introduced the board of supervisors and introduced to the board of supervisors to improve an ordinance creating the Balboa Reservoir Community Advisory Committee with Seven Members with the local constituencies. Two members are at large, myself included, although i do live in the neighborhood. So, over the past year and a half, we have acted as a clearinghouse and a forum where concerns can be voiced and question spee asked and answered the first 16 minute meetings were concerned with putting together a document laying out the Development Principles and parameters, prioritization and r. F. P. During the time that we heard perspectives from neighborhood groups, representatives representatives in local schools , people at large and around the city were concerned about the lack of Affordable Housing, and we tried very hard to arrive at a consensus whenever possible, and after multiple revisions, we arrived at a final document. The principles and parameters concern housing, transportation, projects in relation to city college, the urban realm, urban design and neighborhood character and sustainability. I will close now, but i want to ask everybody in the room and on the commission to please hold your opinions until after the e. I. R. And we will see exactly how much traffic and congestion really does get generated out of this project. Thank you. Next speaker, please. Glorified, i am going to repeat what a lot of people have already said. Number 1, is a long time San Francisco resident, since its public land, i always felt like it stood somehow stay public. For city college, for whatever, but it should be public. It shouldnt be sold. Second to that, one of the people were talking about one of my big concerns about the proposed project and that is the height density, it is so big. When we are not talking about one big building on a block, were talking about a big neighborhood up in the middle of all of these other neighborhoods , and the parameters have not been followed. We have been going to meetings for years, and the parameters as they were agreed to have not been followed. It was supposed to be 28 feet to 65 feet, and it was supposed to be a gradation. It is like boom boom. It is up quick, and it is high, it is like it creates such a density and it just seems like the congestion, the effect on all the neighborhoods, the effect of city college, is just too much, and then my only other comment that has not been brought up is the open space parameter also wasnt followed. The citywide survey, and also people want an actual continuous park where you have a land and you can play frisbee or whatever , and that is not going to happen. Thank you. Think he. You. Next speaker, please. Good evening. My name is michael. Im a member of the organization for the last three years. Im also president of the Westward Park homeowners association, which adjoins the impacted neighborhood. You heard earlier that the president of the coalition of San Francisco neighborhoods, which by the way, consists of 31 different neighborhoods throughout the city voted unanimously that the property should go back to the city and college of San Francisco, state in the public realm for public use. The city of San Franciscos financial entity valued city college at 300 million a year. That is the value that it gives to the city of San Francisco. 300 million. Any user private development of this land will severely impact the value of city college that is given to the city of San Francisco. In addition, if a member we voted on these parameters. The former chair from the sunnyside, said we will not allow these parameters to be violated. They are being violated. We took a lot of time looking at those parameters. Eventually we have to give you a report. Were in we are in violation of our own bylaws. We should give you an annual report. We havent done that yet, and i brought that up at the last meeting on monday of this week. You should have all these comments. You hear the comments from the audience. They are very good comments about city college, about how it is being damaged, about how it should have the land. I have urged us to do a report so you can read it, the board of supervisors can read it because we spent a lot of time as a member of the board listening to these people, and we should advise. That is what committee does. It is a committee Advisory Committee and hopefully we will have a report to you that shows you how the parameters have been violated and things like that. Because the height of 25 to 65 is now up to 88 feet. Fleet we can be helpful to you that you can read our report when it is concluded. Thank you. Next speaker, please. Hello. My name is micah, im a very proud city college student, or and raised kid. I speak on behalf of many students that i know in opposing this project think it is really you understand why first of all, the parking lot. It is not like it is empty land waiting to be developed, waiting to be made into a property. The developers are crucial part of many student teaching ability to attend school. Are often in a rush to park. It is not empty, it is you, and i guess if it were to be developed, it makes sense that because it is public land it would be developed in a way that is affordable, not affordable my definitions of making more than 100,000 a year, would affordable for actual students, myself and every other student i know would not be able to afford most of the units at this place, which would be leading me to believe that it is being built for the wealthy, you know, it not not for the workingclass students at the school. So really think about what you want your legacy to be. I think as chronic commissioners , you do have a really big say in how the development in the city happens, and you have a crucial responsibility to protect the working people, to protect city college which serves, you know, a little less than 10 of the city. All of us have connections to this place. It be like developing on part of s. F. General and saying through the people who need services there, you know, city college is a Real Community space. Is one of the last remaining, fortified places that really serves everyone in the city. It is really important to protect that. Dont allow it to be privatized. Hello, my name is christopher peterson, i live in the neighborhood, i have participated in multiple meetings about this project going back to 2014. I do strongly support maximizing the amount of housing, especially Affordable Housing on what is currently an underused surface parking lot. I think that this project has potential to benefit see the colleges and while i urge the developers from the city to work with city college, possibilities for having housing served the city college community. In light of this crisis, it is also imperative to be doing this project in a way that minimizes automobile use. Some of that is helped out by sheer location, it is next door to city college, next door to the ocean avenue Commercial Area , easy walking distance to bar, directly serve served prime multiple munimobile bus lines. One element of the project that hasnt been discussed very much today, though, i think it maybe undercut, and that is the potential to include a 500 space Public Parking garage that would be, in addition to the parking that will be provided to residents. I really strongly urged that the project not flute such as Public Parking garage. I think that will worsen traffic impacts of the project. It will worsen the overreliance on vehicles in this area. So i urge support for the housing, but i also due to vigilant to make this a genuinely transitoriented project. Thank you. Thinking. Next speaker, please. Hello. My name is christine. I have lived here since 2007, and they live about three and a half blocks east of the reservoir. I am active in my neighborhood, and the developers asked me to speak about the public process related to the balboa reservoir development, which i was happy to do since my personal experience has been both positive and productive. I had not participated in the monthly balboa reservoir meetings, so im pretty much an expert on nothing, but i have attended some of the open houses and submitted comments. My main focus has been on addressing neighborhood concerns about the development in my tiny way, mainly preparing for increased neighborhood traffic and improving connections to city college and loss of parking i have been working for a traffic calming and Pedestrian Safety measures, and with neighbors the sunnyside and i want funding support for maintenance, beautification and the production bridge over that 280 and balboa park station at city college that five paces bypasses high end recorders. Im grateful to developers for their support for the beautification a safety of the pedestrian bridge, further understanding of how it fits into the neighborhood transit solutions, and for the engagement on this community issue. Regarding my personal engagement with the balboa reservoir public process directly, my experience has also been positive, one, i submitted concerns about the original open space design, that is my time, it anyway. Youve 20 seconds. Okay. Did to his exposure to wind, i was pleased to see the developers to do a wind study and reoriented the building to block wind from the open space. Im guessing that i was that one of many with experience with the department that had concerns. Thank you very much. Next speaker, please. I am but, Michael Adams again for coming to you as a former city planner, not in this city, letting other cities. I have had experience with Public Housing administration and i would like to tell you that some images are being created, for example, at west parking lot, which is what it is , the less parking lot of city college is that piece of isolated property that is underused. We heard it is underutilized when you close the door after this meeting. So the whole notion that this is a piece of property that is just sitting there, waiting for someone to come spend a lot of money to develop as a false notion. Many streets at night are underutilized parking metres out here that are underutilized. Be careful how you hear that language. This is public land. It should be turned over to public institutions. City college is that institution assumes the whole city. It needs that property. We are going to be building from a bond issue that we all voted for. The performing Arts Education center. On the upper parking lot that will displace parking, free city college, hopefully everyone here supports it and it is increasing the population of city college, which means increasing the demand for Parking Spaces. You just heard traffic study that the agent before this that said the traffic is going to continue to increase with regard to car usage, especially ridesharing companies. Please do not be cruel by to habitat for humanity, for example. It is not a habitat for humanity Financial Model that is being used. Mercy housing has a place right next door. I went to several meetings and i was always taken by the fact that while there were architectural renderings, they were never any 3d models that would accurately show the scale of this project. I subsequently went we website called statistics cal atlas. Com. It shows what the density per mile of different areas across the country is. In San Francisco, surprisingly to me, the densest neighborhood is the tenderloin, with 129 thousand residents per square mile, followed by chinatown with 62,500. If you put 1100 unit two people in each unit, you end up with a density of 82,650 people in this project. The atlas also lists the 50 top populated neighborhoods in San Francisco, and following chinatown, number 36 is the ingleside, with 28,000 per square mile. The sunnyside, with 13,900, which is number 48, and Westwood Park doesnt even come under the top 50. I moved here in 1973 when the munimobile tunnel was being constructed on market street. Unfortunately it did not have two tracks in each direction. I currently take Public Transit to city college. A trip that took me 35 minutes a year ago and now frequently takes over an hour. That is on munimobile. I take the train from forest hill out to city college the bus, and if i get on that bus at 68 6 00 p. M. In the evening, it is so crowded that people are standing in the doorway his in the doorways, waiting for the alarm system to ring. Thank you. Thank you. Next speaker, please. My name is chris, i have been a resident of San Francisco for 44 years. I was born in the childrens hospital. We are not talking about modernization. We should be talking about San Francisco is the second densest city in the country. We have a proximally 7500 units per square mile and the five boroughs have about 10,000 units per square mile. Manhattan is 33,000 per square mile. If youre talking about 1100 units on the amount of acreage, youre talking about 39,000 units per square mile. 20 higher to manhattan, and if you add the other 450 units, 60 more dense. I dont think it is appropriate for singlefamily home neighborhoods to be we talked about westside, westpark, sunnyside, ingleside, it is one quarter of what it is for manhattan. It should not be any higher than that. Second thing is, from a Public Safety standpoint, we have the access from lee off of ocean, and off of what used to be fail and avenue. What happens with the supplier and the people on the west side if they cant get out, and they cant get emergency vehicles in to save them . You have alleys coming out of the Westwood Park which are blocked off. How are people going to escape . Also you have the issue of liquefaction. There is also, you know, a dormant earthquake fault along city college. What happens if there is an earthquake there . I think this has not been planned out. I think it should be turned over to city college. Thank you. Next speaker, please. Good evening. I am with the Mission Housing on behalf of our executive director you probably are already familiar with Mission Housing, but to reiterate to you, we have been a Community Developer and manager of Affordable Housing since 1971. Mission housing has built strong and longstanding partnerships with several communities. These partnerships have positioned us to engage stakeholders and get feedback for project that fits the community. The project is currently our project our project is curtly proposing 70 units of family housing, and that will be made available to families making between 30 to 80 of median income, and those residents will have access to city college, which we see as a benefit to the residents that will be there, and also to our suite of resident services. Part of the project is also 100 Childcare Centers as well, which , from feedback in research , it is desperately needed in that area. In the past month, we have hosted conducted two tours of communities, and at these tours, we have gauged overall enthusiasm for Affordable Housing from both the City College Students and the surrounding community at large. While there is still outreach to do the project, we will continue to do that outreach and i thank you have heard from a lot of people here that they have been to a lot of meetings. I sat in your seed 25 years ago for a while and i am observing that it is all the same about density and Affordable Housing, and the need for, and the shortage, and how do we approach it . Percentages onsite, offsite, paying into a fund, same thing, 25 years later. You recently purchased properties in the mission and the mcdonald property, and i want to congratulate the city and the mayor for doing that, and hopefully we will have two very good Affordable Housing projects. But we have 17 acres here that are at the door of city college that the city owns. We all own it. City college is back on its feet it has its accreditation back. It is free. You talk about Affordable Housing, well, where are all these families kids going to go to school . Just think of how many students, and one gentleman who very aptly said, a nurses assistant assistant, a custodian, the teacher, how did these people get the education in the first place . A lot of them dont have parents who can afford tuition, and i am so fearful that city college will just be really in a very dangerous position if you let a project the way it is now go through. I really appreciate going forward, looking forward to the e. I. R. , that you really wrap your arms around what is good for the college and the students and the future students. Thank you. Thank you. Next speaker, please. Can some of these be handed out . Okay. I am a longtime faculty member at city college. Many people have said things. I just have a few details. Yes, i find it strange to call it call it balboa reservoir. It has never had water, i have always called it city college. We have hand the land we have had the land under utilized since 1946. Most of it has been meeting the parking needs getting back to our 32,000 students, and do wrap your head around 32,000 people coming to campus every day. It is like the city of hercules, moving in. We are a commuter college, and we really have that one function for all the bay area, actually. So think about those thousands of students. Most of them, proportionally take Public Transportation now, but we still have those who have needs that have to drive in or use a car in some way. We also call the colleagues, most of us who have been here many years the land that is being used or considered for all of these huge houses frequently has 35 to 45 mileperhour winds comes right out from the ocean, and goes right up to france hill , it bounces around, terrible vortexes, very dangerous. When the proposal three years ago was rejected, we were very concerned about environmental problems of not having enough water, for example, for emergencies, which was mentioned it still hasnt been addressed. We will look at the e. I. R. , what has to be addressed. This is not the place for a massive Housing Project. It is unsafe, very unsafe, and we see what happens to fires now , terrible fires that are fuelled by horizontal wind. We cant let that happen. Thank you. Next speaker, please. Good evening, commissioners. I am a 40 year plus resident. I am very active in the community. I am a member of the committee for mercy housing on ocean avenue, as well as the unity plaza. As plans come forward, you have heard that there are so many different complex issues that must be resolved in the transportation. I think it is very important that the direction established by the community and the mercy Housing Project on ocean avenue can forward and be taken as they apply to this new development. And that is that we need to have a goal that this community become an integral part of our broader community. The numbers are going to be determined later on with the e. I. R. And other Public Comment comments. We need to have a seamless gateway throughout our developments that goes to and from city call in two oh, transportation hubs because they are rich in transportation. I am a daily munimobile writer, i understand the difficulties, on the other hand, we do have a Good Opportunity as far as transportation. Also, the ocean Avenue Retail corridor, which is on a real rise, a real positive rise. At the same time, we need to encourage our bike and Pedestrian Access throughout the entire development as it moves forward, and in ensure that all of our adjacent neighborhoods have seamless access to the amenities of this new development, childcare, open space, city college, and transportation. My name is anita and i happily yield my time to her. You really cant do that either. You cant do that. You can come and do your presentation. I will allow that, but that is not the rules. Go ahead. I would like you to consider an alternative to build this project would destroy city college. There was a plan that was approved by the voters in 2001 and 2005, and that was a for performing Arts Education center , a Beautiful Center which we need for our students to be accredited and to be able to get a certificate, and it would be something that would be beautiful for the entire south and east neighborhoods of our city, and if this if these designs had been approved for 19 years, and the vote is and they voted for and funded them, it was already always assumed that the lower parking lot would be the parking lot for the performing Arts Education center and it would be the parking lot for the entire college once a Performing Arts Center was built on the upper parking lot. This is a surprise that has been sprung on us when mayor lee told the p. U. C. To offer this land up for development. There is a compromise that is possible. Dont forget that this development, which they did not mention in the presentation, if anyone knows that the multiuse building is four stories high, the eight towers that the developers are proposing would be twice that height. Imagine what that would be. I dont know how to present this this plan would be here is that arts center as it was originally designed and approved for the last 19 years, and then the lower parking lot would have two thirds of it that would have solar panel parking, the same lot with solar panels over it to generate electricity for the college, and then only one third closest to ocean avenue would have 300 to 500 units of housing for the faculties, students, and the homeless students of city college. Thank you. Thank you very much. So, thank you, for coming out. You know, i recognize people arent here every week to kind of hear the issues that we grapple with. Im sure in your neighborhood you grapple with some also. How Affordable Housing are by far the biggest needs we have and the biggest priorities we face week in and week out. We get this is impactful that additional housing of this scale were talking about will be impactful to the neighborhood. I think the gentleman who kind of was the chair of the c. A. C. Kind of hit it on the head. Lets continue this analysis. I mean this is a great place for housing for those that are questioning whether this is a public good and should be used for a public land, it would be my biggest priority for public land to build housing and to build Affordable Housing. Its something we do and encourage all the time. Treasure island, Hunters Point shipyard where federal land transferred to the city. I let you talk the whole time. Right. So let me. Pier 70. We prioritize housing on public land into get this level of Affordable Housing im with the folks who want 100 Affordable Housing on this site. Id like that too. Unfortunately we have to make these trade offs to leverage the economic value of this land and build these levels which are huge. I dont know if some of you why here earlier where we had the affordable dividadaro group clamoring for a 50 housing on a privately owned project and unfortunately its not feasible. Im surprised many of those folks didnt stick around to actually support this project, which is 50 Affordable Housing. Its kind of what we drive for and what we need. This process is at the beginning that will be in i. E. R. , well look at density and traffic. Certainly this is a bay area that has got transit. Theres bart, theres light rail and its got. Design can solve a lot of the issues that people brought up. I encourage you to continue with this process and look at other areas that are being built at these density levels. 1,000 units of housing are 1100 units of housing is not an enormous impact. Look at where that type of housing is being built elsewhere in this city. Some questions just that came up on city college. Theres no one officially from city college here . The administration . What are they saying about do they have a need this land . We lease space to city college at vastly low rates which we love and we want to encourage city college to stay at fort mayson. Theyre not looking for a big expansion of their facility. Can you let us know what is city college saying because theyre not here today. Sure. Le with oewd. We have been collaborating with city College Administration for the last three years making sure we design this site cohesively with their plans for growth and their future plans. They own the site just to the adjacent to the east of this. As you know, they lease this site for parking but think, and i have some additional this is the good side if you turn to this slide on the presentation, you can see that theyve been working for many years on a facilitys master plan for their main campus and their Facilities Master Plan has never contemplated approaching the site to use the city site. It actually doesnt even fill up all the available land on their own campus and theyve proposed a number of very large buildings and some very intense Capital Projects to revitalize their campus so actually what weve been doing is collaborating with them to make sure when we design our site plan, its cohesive and the Access Points are aligned and theres really a good flow for pedestrians and traffic back and fourth. Our new public park will actually be directly accessible from a pedestrian pathway that the college is planning on their site to enable Community College members to use our public park and so theyve been very supportive of the project. We have been talking with them primarily about a two or three issues. Number one, the cohesive Site Planning i already described and creating sort of an academic village. Number two, the notion of providing potentially some of our Affordable Housing as indicatededicated to educators. And given that we do have 550 affordable units on this project, at a range of a. M. I. Levels, we have been talking to the college about potentially dedicating some of the two educators, specifically city college and other educators we think that faculty and staff being able to live adjacent to their workplace is a great benefit for many reasons and the third topic is the shared parking which we can talk more about if desired. In the parking, i mean, we heard a lot about the usage on the existing lot. What are the statistics on that or do we have them or is city college at capacity . Sure, so, the situation as it is today you can sort of see on this slide the college has 2,000 surface Parking Spaces on their property and they through a license use 1,000 spaces on the city parcels that this project will occupy and we made it very clear from the beginning based on what we have heard from the community that our project will accommodate some sort of Parking Solutions to any overflow need that exists once our site is developed. We have been observing usage in the overflow lot and it is generally less than a quarter full from any given time and weve been with that general feedback has actually been reinforced by a very thorough transportation and t. D. M. Study that the College Published earlier this year. They did a very intensive survey of their population and found that actually most students do not drive alone to campus. Only about a third of students drive to campus. Most of the students are taking transit, carpooling and walking and biking. On the employee side, about twothirds of the employees do drive to campus. Now in terms of the usage, these charts are dense so excuse me. The college looked at doing some basic t. D. M. And they looked at a potential 25 growth in their community. And so theyve modeled that based on the assumptions that the thousand spaces of the Lower Reservoir are replaced with our Housing Development project and what they found is that the unserved demand in a typical day this year, lets say, the balboa project was already in place is only about 91 spaces of unmet demand. With 25 Growth Without the college doing any sort of t. D. M. , it could look like 600 spaces of unmet demand. With some very basic t. D. M. Measures and a 25 growth in the city college community, the Lower Reservoir would only need to accommodate about 200 spaces. This is in 2026. So were pretty confident that obviously all 1,000 spaces are not necessarily utilized and that we can come up with a shared Parking Solution working with the college to a reasonable level that actually replaces the actual demand that we think will occur. Thank you, very much. Our commissioners beat me to the punches i was going to throw on the alternatives on the impact of the college. It looks like the city folks have done homework on this. I was on the i could picture myself out there coming up to the podium saying some of the things that some of the folks have said today and i have because we rezoned my neighborhood and there was a lot of fear, there was a lot of doubt, why would you want to get rid of that gas station on the corner. Why put a sixstorey building up there and we went through multiyear processes. We started to be really understanding of what the goal was. We understood the planning folks who were creditable and the city folks were creditable and theres no fixes in and were all trying to solve a big Public Policy issue and there were a lot of parcels on my neighborhood and you can come around and ill show you. Weve had a lot of density added. Weve had 3,000 units just in the vicinity of where i live and it works. Its a vibran vibrant neighborh. If we can accommodate the Affordable Housing, the additional housing we need to create as well as make sure it doesnt negatively impact city college, we have a winner here. I challenge everybody to troy to change your thinking around this is a real solution in search of a real problem. Commissioner moore. For this stage of the project, i find the study very interesting and very thorough particular low because it is anchored in realities with a types of questions you ask when you do quantitive study i feel theres a lot of soul search to go do the right thing. Bringing it into the context of the individual of the college and the future by itself i think its just the right way to start and i have to believe that the e. I. R. Process shapes the project based on mitigate circumstances. I believe the general set up is taking a look into looking at the challenges we face and every small or large project each serves as we sit here. The fact its the larger site it provides a significant amount of open space and it is an increase in density and it sensitively mitigates the impression of density by setting it into a green setting so i myself would ask that we all keep an open mind and this project shaped itself by the process that we use with any large project that is the, i. R. Process and charges and new parameters to move into the future. I command the department and everybody who participated in it including the pack that this project has come as far as it has and i personally appreciate what i heard today. Thank you commissioner. I will also end by saying thank you to the project team oewd. The cac and all the neighbors. My neighbors who have come out to speak on this project. This is my neighborhood. I take the 49 to work everyday. You know, it stroke strikes me d a lot of similar arguments when the avalon and also the development and its actually been great for the neighborhood i think. I worry a lot about the ocean corridor. Most of the businesses that are farther i think those developments have been good for the business corridors. Theres newer businesses, new restaurants, people are coming and going and some of the older storefronts further west are struggling. Retail is changing. For folks to pencil out a business that needs improvements because the storefronts are old and its a challenge. I do think that you know, having this development will help the corridor. I also think it will help city college and i think the density is appropriate for the future. I have a bunch of kids. I have kids and i also am raising other peoples kids. I have a niece who lives with me who attends city college. I have a child who went to local lowell and i think that what our neighborhood has is that we have really great schools. Density is appropriate. It equalizes the access to resources in terms of race and economics in our city. I think this is the right thing to do. I like the project. I like the architecture of it. I think its appropriate. That being said, because i also live in this neighborhood, i can tell you that our transportation infrastructure sucks. And i dont want the presentation you said the city family is working on these things. I heard about a bond for infrastructure for city college. Its not going to do it. In an e. I. R. I would like to see specific mitigation to what will happen here because i think its all connected. I would drop off my kid at school and the other kid at city college and i am amazed that people dont get killed. Every morning theres hordes of people getting off of bart and muni, crossing without a crosswalk over the elevated median and no one takes that pedestrian thing you up but you have to go a million steps over. We can do better. We deserve better for the neighborhood. They started doing double transfer and people have to move off of the second train and move into the first train because the platforms dont support people getting off the k. Thats ridiculous. So i think that you know, in moving forward with dense a fying this area of San Francisco, which i think needs to be du done for sure. We also need to make sure that other projects that support the transportation infrastructure get done. Its the city college and its also San Francisco state. People take bart. Get off of balance bow a and baa lot of schools and things that happen there. We need to do better. When the e. I. R. Comes, i think a lot of that or my vote on this will be dependent on what the mitigations are and what the balance is of the housing that were putting in versus the transportation infrastructure. Item 11 case 2018009861cua at 1633 fill more street conditional use authorization. Good evening, members of the planning commission. Sharon young Planning Department staff. Item before you is a request for conditional use authorization to establish a former retail use orange theory fitness in 10,155 square foot vacant commercial retail space on the first mesanine at 1633 fill more street. The project site is taking within the neighborhood commercial Transit District and 65a district. The project site is located in the western edge of the china town plan area. The first one will be utilized for the Fitness Studio and the floor for office space and the basement floor will remain as storage space. The proposal will involve interior tenant improvements to the first floors. There will be no expansion of the modifications proposed. As far as the issues of consideration, orange theory fitness was established in 2007 head quartered in boca row tan florida and has 900 world wild locations. Orange theory fitness has three other locations in San Francisco. Than this proposed project will allow for the establishment of a new orange theory fitness gym located within the Western Addition neighborhood. The formal retail findings are included for the commission to consider. To date the department has not received any letters or phone calls in opposition to the proposed project. The project sponsors conducted pre application meeting on the proposed project in may of 2018. No other persons other than the project sponsors were presented at the meeting. They have committed a petition with 100 signatures in support and letters from the japan town Merchants Association, japan Town Community benefit district and the Merchants Association. I just want to say that the two owners pete and mark are here this evening if you have any questions. Theyre very excited to expand their business in San Francisco. Theyre very excited to go into this neighborhood and we do have the support of the Merchants Association so theyre looking forward to working with fillmoore moving forward to continue to improve the neighborhood and work with them on various projects. Even though we are formula retail, mark and pete work with the communities closely in their studios and they do a lot of outreach and fundraising. They sponsor different events. They know all of their members by name. Its really a communitybased amenity. It is unique. There arent any other workouts like orange theory. We can talk about it more if you have questions about the workout itself. Its a small studio. Class based. Its not an open gym. There are not lots of people coming in all hours of the day and night.
