Her resume is so impressive. She has been the executive director of the office of Community Investment of infrastructure for the past year. Prior to that, nadia served as the director of the Controllers Office of Public Finance since 2005. In this role, ms. Sesay conducted Financial Analysis for the mayor, board of supervisors, commissioners, and Department Heads relating to Debt Financing and oversaw the citys 3. 2 billion municipal debt portfolio. Without nadias skills and leadership, i dont know where i dont know that we would have have the successful bond and Capital Investment program that we have today. I certainly couldnt do that. She has worked in the office of Public Finance for over 19 years, serving as financial administrator and bond associate prior to her appointment as director. Nadia also sits on the San FranciscoCommunity Investment board and served as chair of the Oversight Board of the Successor Agency to the Redevelopment Agency of the city and county of San Francisco prior to her appointment as interim executive director. In 2015, nadia served on the state treasures task force on bond accountability. Whose final report in december 2015 prompted the state of california to adopt several of its recommended reforms. Nadia was awarded San Franciscos public managerial Excellence Award for exemplary leadership, fiscal ingenuity and vision in 2010. San francisco is truly so lucky to have nadia on our side, looking out for all of us. We commend you, nadia, and thank you for all that you do for all san franciscans. [ applause ] i am truly honored for this nomination. Supervisor stefani, ive had the opportunity and pleasure of working with most of you throughout my career here. I also happen to be a resident in the last decade, so ive been fortunate and been appreciative of the opportunity of working in the city, loving what i do and being able to make the impact ive been able to do. Ive had the pleasure of having amazing bosses, amazing Staff Members who are here today. And im just thankful to be able to do what i love the most, which is working on complex projects, trying to deliver, trying to make sure that the proje projects improve the quality of life in San Francisco, and im honored and looking forward to what the next chapter will look like in my new role as executive director of office of Community Investment and infrastructure because that definitely impacts new development within the city and impacts communities that are most disadvantaged. So i thank you for the honor, all of you, and i look forward to working with you all in the future. So thank you for that. [ applause ] congratulations. Congratulations. Very well deserved. [ applause ] the next supervisor to present will be supervisor kim. Supervisor kim so i would like to bring up my district 6 nominee, lashandra breaston. Please come up. [ applause ] i thought who better to honor in my last year on the board for black History Month than the woman who has been at the forefront of organizing black History Month on Treasure Island every year that ive been on this board. And i just want to recognize lashandra who is a pillar in our Treasure Island community, supporting all of our families and youth on an island that truly is a workingclass familys neighborhood. I also want to mention that lashandra is a mother and has six children, four of whom are under age 18. And shes a mother and she takes care of the entire community all at the same time. Lashandra is the founder and one of the creators for the Treasure Island parent council. And along with Sherry Williams and others put together the Treasure IslandFamily Resource guide in 2016. You worked with the Treasure Island youth and Family Services plan, working to convince departments like dcyf to invest more in our Treasure Island residents. And as we speak, you are fighting to get a school, a grocery store, and also keep our county transportation agencies accountable on the island to the transportation plans that theyre planning for the future of the growth. I know that there are so many needs on the island, but i just want to say that ive heard you loud and clear. And the need in particular for Family Resources. Not many of us get to visit Treasure Island as often as we should. They have beautiful views, by the way. And this is probably a very good week to go on the island because of the weather. But it is really an amazing community. You go there after school at 3 30 or 4 00 p. M. , and kids are just running around the neighborhood. You know, without adult supervision. Its just amazing to see that in San Francisco, that that kind of community exists here. Its both urban and also just really just Small Community neighborhood. And everyone knows each other. And we have such a Nice Community there because of leaders like lashandra who makes sure that she knows all of her neighbors and that all of her neighbors know each other and talk to one another. With the departure of some of our communitybased organizations on Treasure Island, it really is important that we invest in our families on this island. And the data shows that along with mission bay and the bayview, this is where our youth population will be growing the most significantly. And before i leave as district 6 supervisor, i just want you to know that we are certainly going to make this a priority in our budgetary process this year. Lashandra, you have an amazing story. I dont want to tell it for you, but you have just overcome a ton of diversity before you ended up in Treasure Island and part of Community Housing partnership. You have the biggest heart, the biggest, biggest heart. You care. You organize young people to have to sing. In fact, you have a singing troop of young people on the island that have performed all around the city. And you yourself performed at the Community Housing partnership 25th anniversary, which was the first time i ever got to see you sing. And wow you just totally blew the socks off of everyones feet. Also, i thought i would just end with two stories about lashandra. One, last week at the Community Housing partnership, you won a prize at the raffle draw. And instead of keeping it for yourself, you decided to share it with all of the families that came, even the ones that you didnt know. And second, last week, you brought one of our tenderloin groups to see if they could connect Additional Services to Treasure Island, knowing that many of our south market and tenderloin organizations can do more to serve our families on the island as well. So i didnt do you justice, but you have done so much for our parents and families, and you are so talented. And our office depends upon you so much to do the work that you do in building communities, providing advocacy and telling us what we need to be doing to hold us accountable to this neighborhood. And so i just want to thank you so much for your leadership, your heart, and caring about everybody and making sure that this is a great city for all of us. Thank you. Thank you. [ cheers and applause ] thank you, supervisor kim. Its an honor to be recognized on this day with everybody else who was in the room. I dont work in San Francisco. I live in San Francisco. I dont think i started out as an activist. I started out as a parent who felt stuck and who felt fed up. Sometimes i come down and ill be hollering at yall. Yall are not the only ones i used to holler at. Ive learned a lot. You know, jane, youve been my girl since day one working at the school board, School District when you first ran, and ive always appreciated that about you, how you, you know, its no pretenses, you know, youre listening, and you give what you can give. You know, you do your best, and i appreciate that. I appreciate the entire board. Like i said, i was born and raised in San Francisco, grew up in the portello district, got married and raised my family in the bayview, moved out of the city for a little while and i came on back to Treasure Island, and i love my city. And, you know, nobody plans to be homeless. Nobody plans to be disadvantaged. Nobody plans to be unemployed. But these things happen. And it takes for people like myself and my cohorts here, these are this is Shawnte Brown and this is sten stenna. These are some of the parents and just knowing that you are your childs best advocate is why we do what we do. So i just want to say thank you for the honor, thank you for the support, thank you for listening because its too many times when we feel like our voice isnt heard. So we appreciate this. Thank you. [ applause ] congratulations. Thank you. And last but not least, we will hear from supervisor sheehy. Supervisor sheehy so colleagues, its my great honor to recognize ginetta johnson, someone whose advocacy and determination is aweinspiring. Shes the director of the transgender, gender variant and intersex project here in the city. They offer support to transgender variant and intersex people who are incarcerated or working on reentry. Many of whom are disproportionately people of color. You know, i read this story about her that i thought was just super cool. As a referral liaison to the tgi Justice Project, she wrote a letter to a federal judge because the correction officers were consistently and constantly misgendering folks. And it was such a powerful effort that the judge send federal marshals in to excel co the Corrections Officers to use proper gender identification. Ginetta and tgi the tgi Justice Project had been instrumental in advocating and organizing for more protections against the violence that transand gender nonconforming communities of color face on a daily basis. One of the interesting things, too, i thought was, like, the way in which youve advocated for Mental Health services for people as they come out of incarceration because so often incarcerated trans and gender nonconforming people end up in solitary. So often victims of violence and sexual assault, you know, for your own safety, they put you into solitary put folks into solitary. But that has incredible is incredibly damaging to peoples Mental Health, being put in solitary is actually a form of torture. Its been recognized by the United Nations and the geneva convention. And i just think its so amazing that both you and tgi the tgi Justice Project have really taken on the justice system. And i think that this is one of the Biggest Challenges that anybody can take on. Its one of the least forgiving, the least open, the least generous, and the harshest because no one has rights in there except people wearing badges and people who have guns. And im just like i said, im awestruck. I also think that its really cool how both you and tgi jp investcreating leadership in the community. Thats what we used to do in act up its so important to create leadership and really direct political education and empowerment so that the community can be organized to fight back against the oppressi oppression thats being experienced. I also wanted to note the accomplishment of passing state bill 310 which removed barriers faced by trans individuals incarcerated in california prisons by making them able to change their name and gender and have that reflected on documents within the jail. I think the work as part of the broad coalition, trying to fight building a new jail in San Francisco, which so far has been successful. Its truly admirable. And i also think with over 28 murders of transgender folks this past year, its incredibly important. I know that, you know, one of the tragedies of having this new president is that the liberation that people experienced and the Freedom People experienced living with barack obama who, you know, was defending trans folks with his Justice Department and supporting trans folks in the military, that people in states where, you know, it wasnt usually safe to be oneself suddenly felt safe. And now were in this reality where its not safe. And its getting less safe. And so i just, like i said, your work is amazing. Your courage. And its so important that we all keep going so that we can at least keep San Francisco as a haven with all this hate thats growing in the world around us. So again, thank you for your work. It is my absolute honor to present this to you. And thank you. [ applause ] thank you. I want to say thank you to the board of supervisors for recognizing my work and the work that tgi pd does for black trans women and our fight for racial equality in the city. I also want to recognize and express appreciation for the board of supervisors that supported our work. Jane kim and bobby lopez as well. Most recently hearing to our demands and creating transgender cultural district in the neighborhood that has heard black trans women for liberation and selfdetermination. Im happy to see this in history and the ongoing work of being recognized by the city and county. Thank you, supervisor jeff shee sheehy. Im am not doing this work for recognition. However, i am doing this work for sisters and brothers and my ancestors in their struggle for black and trans empowerment. Im doing this to get my people out of prison and into stable housing and wellpaying jobs in supportive communities. We can all agree that supporting our Community Means investing in our community and Peoples Health and wellbeing and selfdetermination. We know that increased investment in policies, especially in places like comptons district can lead to increased criminalization and trauma, even imprisonment for some of our most marginalized Community Members. If we are committed to supporting and transforming the comptons district, we have to do it in a way that increases job training, not jail time, especially for formerly incarcerated and trans women coming in or out of prison. And as many of you know, im working on a new project, a cafe Reentry Program that will serve as Job Training Program for formerly incarcerated trans women and Community Space in the comptons transgender cultural district. And my request and i ask that your further investment in creating this cafe management Training Program that will turn into a sustainable opportunity to better serve trans women living in the bay area and support the vision of black trans leadership and selfdetermination. Thank you, supervisor sheehy, for recognizing the work of black trans women as part of black History Month, and i look forward to continuing to increase and create a world rooted in selfdetermination, freedom and expression, racial, economic and gender justice and continue to fight for black trans liberation. Thank you. Congratulations [ applause ] and i also wanted to introduce one of my sisters, rajay earl. Thank you. [ applause ] congratulations to you. Well, colleagues, this concludes our celebration. Congratulations to all the awardees, and we recognize you and celebrate you and continue to uplift you. Madam president , i turn the meeting back over to you. Thank you. President breed thank you, supervisor cohen, and thank you, colleagues. What an amazing way to end our meeting. And as i said before, all business of the board of supervisors is completed. Madam clerk, please read the in memori memoriams. Yes, maam. Todays meeting will be adjourned in memory of the following beloved individuals. On behalf of supervisor tang for the late mr. Orion pitts. And on behalf of supervisor peskin for the late mr. Edward carmen prudente sr. Thank you, madam clerk. Colleagues, this brings us to the end of our agenda. Madam clerk, is there any further business before us today . That concludes our business for today. We are adjourned. Thank you, everyone. Thank you, everyone. [ gavel ] working for the city and county of San Francisco will immerse you in a vibrant and dynamic city thats on the forefront of economic growth, the arts, and social change. Our city has always been on the edge of progress and innovation. After all, were at the meeting of land and sea. Our city is famous for its iconic scenery, historic designs, and world class style. Its the birthplace of blue jeans, and where the rock holds court over the largest natural harbor on the west coast. The citys Information Technology professionals work on revolutionary projects, like providing free wifi to residents and visitors, developing new programs to keep sfo humming, and ensuring Patient Safety at San Francisco general. Our it professionals make government accessible through awardwinning mobile apps, and support vital Infrastructure Projects like the hetch hetchy Regional Water system. Our employees enjoy competitive salaries, as well as generous benefits programs. But most importantly, working for the city and county of San Francisco gives employees an opportunity to contribute their ideas, energy, and commitment to shape the citys future. Thank you for considering a career with the city and county of San Francisco. About two years ago now i had my first child. And i thought when i come back, you know, im going to get back in the swing of things and ill find a spot. And it wasnt really that way when i got back to work. Thats what really got me to think about the challenges that new mothers face when they come back to work. When it comes to innovative ideas and policies, San Francisco is known to pave the way, fighting for social justice or advocating for the environment, our city serves as the example and leader many times over. And this year, it leads the nation again, but for a new reason. Being the most supportive city of nursing mothers in the work place. I was inspired to work on legislation to help moms return to work, one of my legislative aids had a baby while working in the office and when she returned we had luckily just converted a bathroom at city hall into a lactation room. She was pumping a couple times a day and had it not been for the room around the hallway, i dont know if she could have continued to provide breast milk for her baby. Not all returning mothers have the same access, even though theres existing state laws on the issues. These moms usually work in low paying jobs and returning to work sooner and they dont feel wellsupported at work. We started out by having legislation to mandate that all city offices and departments have accommodations for mothers to return to work and lactate. But this year we passed legislation for private companies to have lactation policies for all new moms returning to work. With the newcome accommodations, moms should have those to return back to work. What are legislation . We wanted to make it applicable to all, we created a set of standards that can be achievable by everyone. Do you have a few minutes today to give us a quick tour. I would love to. Lets go. This is such an inviting space. What makes this a lactation room . As legislation requires it has the minimum standards, a seat, a surface to place your breast on, a clean space that doesnt have toxic chemicals or storage or anything like that. And we have electricity, we have plenty of outlets for pumps, for fridge. The things that make it a little extra, the fridge is in the room. And the sink is in the room. Our legislation does require a fridge and sink nearby but its all right in here. You can wash your pump and put your milk away and you dont have to put it in a fridge that you share with coworkers. The new standards will be applied to all businesses and places of employment in San Francisco. But are they achievable for the smaller employers in the city . I think Small Businesses rightfully have some concerns about providing lactation accommodations for employees, however we left a lot of leeway in the legislation to account for Small Businesses that may have small footprints. For example, we dont mandate that you have a lactation room, but rather lactation space. In city hall we have a lactation pod here open to the public. So the more we can change, especially in government offices, the more we can support women. I think for the work place to really offer support and encouragement for pumping and Breast Feeding mothers is necessary. What is most important about the legislation is that number one, we require that an employer have a lactation policy in place and then have a conversation with a new hire as well as an employee who requests parental leave. Otherwise a lot of times moms dont feel comfortable asking their boss for lactation accommodations. Really its hard to go back to the office after you have become a mom, youre leaving your heart outside of your body. When you can provide your child food from your body and know youre connecting with them in that way, i know it means a lot to a mommy motionlely and physically to be able to do that. And businesses and employers can just provide a space. If they dont have a room, they can provide a small space that is private and free from intrusion to help moms pump and that will attract moms to working in San Francisco. If you want more information visit sfdph. Org breastfeedingatwork. All right. Everyone, welcome to our Land Use Committee meeting of monday, january 29, 2018. Our clerk is victor young and from sfgov tv, thank you to jim smith and maya hernandez. I guess as everyone was ploting to become the next mayor of San Francisco, i was secretly plotting to become our next chair of the Land Use Committee. So, im supervisor katie tang, your new Land Use Committee chair. Vice chair for life. [laughter] all right. Mr. Clerk, do you have any announcements . Yes. Please make sure to silence all cell phones and electronic devices. Complete speaker cards and copies of any documents to be included as part of the file should be submitted to the clerk. Items asked upon today will appear on the february 18 board of supervisors agenda unless otherwise stated. All right. Thank you, mr. Clerk. Can you please call the first item . Item number one, establishing the gary masonic special use district in the area generally bounded by gary boulevard to the south, masonic avenue to the east and [inaudible] number 1071 lots numbers 1 and 4 to north and west. Respectively. Thank you. And i believe that you have assumed sponsorship of this item. Thank you. Im going to ask kaniska from mark ferrells office sorry to say a few words and talk about continuing this item. On behalf of former supervisor mark ferrell. Thank you for hearing this item today. We have been working with the neighbourhood and the sponsors of this project for over two years and were looking forward to having it heard today. But we need to have amendments drafted to accept the Planning Commissions recommendations. Unfortunately those arent ready today so respectfully ask for a continue wants to next weeks land use hearing. Ok. Thank you. And deputy city attorney, should we send you the language or would you like us to read into the record what were asking for today . Deputy city attorney, john gibner. Its really up to you. Were working with your office and the Mayors Office on these amendments for next week. You can discuss them today. You dont have to and we will have something prepared for you next week to discuss and vote on. Ok. Let me just look at one quick thing. Would you like me to go to Public Comment first . Yes. Why dont with do that. Lets go to Public Comment on item one. Seeing none, Public Comments closed. Great. Thank you. So, im just going to read what we like and then we can send it over to you. So we would essentially ask for increase of the required inclusionary housing requirement from 18 to 23 and broken down as follows. 10 pktz at 55 a. M. I. , 4 at 40 a. M. I. , 4 at 110 a. M. I. And 5 at 120 a. M. I. And then theres one last thing that i think we can talk about or that can be sent over regarding Parking Spaces. I think we were talking about four of the 16 offstreet Parking Spaces be reserved for car share as long as Car Share Service providers are able to provide services in those spaces. So well send you over the exact language. But the a. M. I. S, this is something that has been negotiated over the last number of months with the community and organized labour groups and the Supervisors Office and staff and so this is the consensus agreement. So, well have that language for next week. So, when we do National Convention amendment next week, it will be made for the first time and then we have to vote on it again or will we be introducing it for the first time in that form so we get an idea of the timing . You can vote on those amendments next week. The amendments will trigger a oneweek continuance. So this item would be at land use next week and then the following week as well. Ok. Thank you. So i have nothing else. Chair . All right. So i think there is a motion to continue, then, this item . Yes. Motion to continue this item. All right. Well do that without objection. Item two, please. That matter will be continued one week to february 5 is my understanding. Yeah. Next monday. February 5. Thank you. Item two, please. Next on the agenda, item number two. Removing the requirement that onsite is and offsite inclusionary units within a new development be ownership units rather than rental unit0ser alternately that the sponsor project [inaudible] proposed offsite or onsite units are except from the costa hawkings rental housing act. Thank you. Supervisor peskin . Thank you, chair tang. Last year, the board passed a historic update to our inclusionary Affordable Housing programme as we all know and we worked on that and that set the highest Affordable Housing requirements in the country, including new levels for middle income housing. That local victory was followed in the last legislative session in sacramento by the passage of Assembly Bill 1505, also known as the palmer fix. Which restores the citys ability to require onsite and offsite inclusionary Affordable Housing in rental housing projects without the need for the development to fit into an exception to costa hawkins in requiring a costa hawkins agreement. Ab1505 has been a long time in the making. I actually want to thank our assembly and Senate Delegation for supporting Assembly Member blooms not only in this instance, but also in another critical housing measure. Ab1506. But ab1505 rectified the loophole that has bound San Francisco to a fee first requirement which has made the creation of onsite inclusionary, or for that matter offsite inclusionary housing a secondary option hindering what i think is all our policy goal, which is to encourage and incent as much onsite Affordable Housing in new developments as possible. With the passage of that bill, we now have the ability to condition Development Approval on the amount of affordable rental housing being built on site as long as developers are provided with additional options for complying with these Affordable Housing requirements make playing an in lieu fee or building the Affordable Housing offsite. Given that ab1505 went into effect 29 days ago on the first of this year, i introduced this legislation before you today which merely conforms our local inclusion nicer programme with these new palmer fix provisions. This went before the Planning Commission and mr. Starrs memorandum which indicates that it was unanimously approved, albeit i did catch one typo where you referred to it as 1515 instead of 1505, i just want to let you know i read your memo, aaron. And we asked the Commission Also to consider minor technical amendments specifically to conform section 124. I would also like to make a motion to replace reference to the Redevelopment Agency in section 406. To ocii and departments of homelessness in support of housing which will be subsidizing 100 Affordable Housing in the future. The Planning Commission recommended approval and id like to make the following amendment as a result on page 13, section 124 sub 1, strike if any designated unit will be rental units, the project sponsor must follow the procedures in section 415. 5 subg, sub2 as provided in that subsection, the planning director or director of mhocd may execute such an agreement under the terms specified in section 415g2 on line 16 is through 19. And then in section 406, 1b, and i have just put the language before you, is where is where the department of homelessness in support of housing and the office of Community Investment and infrastructure commonly referred to as ocii or any future Successor Agency to those listed herein. So subject to Public Comment, i would like to make those motions and help move our onsite, offsite Affordable Housing and rental property policy forward. Any other comments . Ill ask my question. Ill ask my questions after. All right. Lets open up item two to Public Comment. Unless Planning Department staff would like the speak first . Good afternoon, supervisors. Carly grove, departments staff. Nothing really to add, but to make myself available for questions. Supervisor peskin gave a great overview. Just want to reiterate that the commissioners unanimously approved the modifications to the inclusionary Housing Programme on january 11. So, im available for any questions. Thank you so much. Thank you very much. So at this time, well open up item two to Public Comment. All right. Seeing no members of the public, then Public Comment is closed. Supervisor . I just read through it further. Im fine. Thank you. All right. Supervisor peskin . I would like to make a motion to send this item to the full board with recommendation. All right. And well do that without objection. Item three, please. Next on the agenda, item number three. Ordinance including underground district 361 on Second Street from brian street to townsend street. Thank you. Thank you. And i dont see anyone from supervisor kims office. But please proceed. All right. Good afternoon, supervisors. My name is mike krieger, project manager, San Francisco public works. Im the project manager for the Second StreetImprovement Project, which is in San Francisco soma and financial School Districts for markets to king street. Im going to give a presentation about the project overall and then discussion about the reasons behind this undergrounding ordinance that were proposing. Second street Improvement Project has been a project since 2006 when it was identified as a priority in the San Francisco bicycle plan. Since then, San Francisco public works and m. T. A. P. U. C. , s. F. Planning, caltransand sfhwa have been working in partnership to get this project to move forward. We are currently in construction for the Second Street construction project. The major goals for the project are to improve safety along the corridor, provide a more attractive, pedestrian environment, provide a dedicated bicycle facility as identified in the San Francisco bicycle plan and sa f. A. A. Sill tate muni operations. Facilitate muni operations. Key elements include repaving Second Street from market to king street. Curb ramp upgrades. Pedestrian improvements, including widened sidewalks, traffic signal upgrade, raised crosswalks at all alleys, new bicycle facility, landscaping, streetscape amenities, including pedestrian lighting, trash ceptacles and utility undergrounding. The existing conditions of Second Street, this section that were showing here shows the Cross Section from harrison to townsend streets where the undergrounding district is being proposed. The right of way 128 1 2feet wide. So, part of the reason that were proposing the undergrounding of the utilities on second sfraoet is due to the fact that in this segment, the sidewalks are 10 feet wide on both sides of the street. And we are going to be widening the sidewalks from harrison to townsend to 15 feet in order to match the existing Cross Section north of harrison. Because we will be tearing up all of the existing sidewalks and much of the roadway im sorry. [inaudible]. Sure. Yeah. Sure. Sorry about that. Because we are expanding the sidewalks to 15 feet on both sides from harrison to townsend street, we will be tearing up the rightofway and part of the street to regrade the sleep slopes and the existing utilities from bryant to townsend, we found this would be a key opportunity to underground those utilities. And currently on Second Street, the eightblock stretch, there are only two blocks of overhead utilities existing. The rest of the overhead utilities on Second Street are already undergrounded. This section here shows the proposed final product of the street. You can see that the sidewalks would be widened to 15 feet on both sides. And well be putting in raised cycle tracks for bicycles that are buffered and then generally across Second Street, well be reducing the travel lanes from two traffic lanes northboundsouthbound to one traffic lane northboundsouthbound. In this rendering, you can see at second and south park, you can see there on the east side of the street, those existing overhead utilities. This is sort of an afterrendering and this was done prior to the utility undergrounding being identified as an improvement. The utilities are still there in that afterphoto. But you can see the sidewalks are widened, the cycle track and bus boarding goes to facilitate muni. This is another existing condition photo. Here the sidewalks are 10 feet wide. This is near townsend street. And the after shows the widened sidewalk, the new cycle track. Again, to implement this, we do need to tear up all the existing sidewalks and part of the roadway. So, its an ideal opportunity to underground those utilities. So the ordinance that were looking to pass encompasses the district between bryants and townsend street. This diagram shows the area going a little bit north of bryants street and that is because theres existing wires for the pg e poles that go almost to stillman. And in this district, the overhead Utilities Service seven properties, six Property Owners, one Property Owner owns two buildings in this district. Just going through the undergrounding process, from may of 2012 to may 2013, we held four Major Community outreach meetings. From that process, there was a request to underground these utilitis from the two blocks in question. In december of 2016, supervisor kims office sent to affected Property Owners in the district. May 2017, public works held an undergrounding district hearing for this area. Public comment received. There was only one Property Owner present to state that they were in favour of the district. In terms of responses from Property Owners that ive received personally, a lot have called with questions. However, they are generally supportive. I have not received comment from any Property Owners not in support. June 2017, the undergrounding district was approved by a public works director. In november of 2017, the undergrounding district ordinance was introduced at the board. In terms of project funding, the Second StreetImprovement Project was approximately 20 million. We have a combination of funding source, including federal assistance from fwha to the 1 bay area grant which is processed by the escta. And we values propk matching dollars and eastern neighbourhood and district dpunlzing to fund the undergrounding costs we requested 2 million from the eastern neighbourhoods and received approved recommendation for those funds. And Property Owners would pay the cost for the conversion of overhead to underground service. Ill open it up to questions. Thank you. I was just wondering, what is the timeline so it looks like per your funding slide that all the funding has been identified for the project. So, what is the timeline for actual construction beginning . So, as i mentioned, the project is under construction currently. We segmented the project into four segments. So right now, our contractors working on Second Street from townsend to king which does not include any undergrounding as well as second from market to fullsome which also is already underground. So, the segment from bryants to townsend is not scheduled to begin until after the giants season ends this october 2018. So we hope to begin the process of creating the new joint trench for underground utilities in october of 2018. So, what is the completion date for all of it . The entire project should be done approximately november 2019. Ok. Thank you. Colleagues, any questions on this item . No . Questions . I have a couple of questions. Just from looking at your presentation, it this work is happening no matter what. So, the work is already happening. You are doing the improvements. Is there any additional cost to the taxpayers for undergrounding or is it the adjacent Property Owners paying for this . Theres no additional cost to taxpayers based on the undergrounding. Again, the funding for the undergrounding and creating that joint trench is funded by those impact fees from eastern neighbourhoods. So, all costs outside of that would be provided by Property Owners for that connection. As i said, theres only seven properties. I get it. But my point is that if you chose not to underground, would you be saving 2 million of those impact fees and you could utilize them in another area . Those impact fees would potentially be reprogrammed for some other use in the eastern neighbourhoods. Right. So that is 2 million to do two blocks of undergrounding. Correct. So, it is a cost to the taxpayers. Yes. One way or another. 2 million. Ok. Thank you. Undergrounding is very expensive. All right. So, with that, then, well go to Public Comments on item three. Any members of the public who wish to speak . Ok. Seeing none, Public Comment is closed. Colleagues, do we have a motion on item three . Happy to send this to the full board with recommendation. Can we take a roll call vote on that . Ok. Roll call vote. On the motion [roll call] the motion passes. All right. Item three passes. Thank you. Item four, please. Ordinance of the housing doed require that single stall bathroom facilities in hotels be made available for use of all residents, regardless of jenltszer and gender identity to require it be posted to indicate the same. Thank you. Hi. Good afternoon. Supervisor ronan couldnt be here today. But asked that i share her excitement about this legislation. Which expands San Franciscos allgender restroom law to include hotels and most notably r. S. O. Hotel. This comes out of the allgender restroom law that supervisor david compost championed in 2016 requiring all Public Restrooms in San Francisco become genderneutral. Since that law came to pass, we have seen it lead to all gender restrooms becoming the norm in restaurants, bars across the city. But in the past year, they have reached out the ask that the law be expanded to include [inaudible] as well. This change were told could help Community Members feel safer and more comfortable in their homes. As you know, about 5 of san franciscans live in s. R. O. Which are a critical source of our lowcost housing and many people share toilet and bathing facilities are other residents. Some s. R. O. S have started to use allgender restrooms but there are a few who dont and this would make it a requirement across the board. People of all genders as well as disabled people with opposite gender care taenltzes and parents with chinser of other genders deserve to feel safe and comfortable in using a restroom so we ask for your support to create safer spaces. I wanded to thank our cosponsors as well as mayor ferrell who just signed on as a cosponsor and i wanted to thank everyone whos come out here today n particular a big thank you to jordan davies, a member of the s. R. O. Task force and transgender disability housing advocate who has fought for this since day one. Thank you very much. Thank you for the presentation. And to supervisor ronan for bringing forth this legislation. Colleagues, do you have any questions or comments before we go to Public Comment . Supervisor peskin . I would like to thank jordan davis as well. Great. And with that, perhaps well begin with Public Comments from jordan davis and any other members of the public who would like to speak on item four. I proudly serve on the citys s. R. O. Task force where last year we voted to change in a housing code that would require singleuse common restrooms to have genderneutral signage. This is historic legislation before you today. Although there are many s. R. O. S in San Francisco and elsewhere in california and beyond. Nothing like the was ever done before and this will set the standard for how future genderneutral restroom laws are constructed as this is the first time it will cover residential setings as well as bathing facilities and i called for this after my own struggle with my hotel in the tenderloin as well as what i thought during outreach with the s. R. O. Collaborative. And the department of Building Specs not being debate this under current laws. Although my name is in the paper a lot in this, i want to thank you for bringing this to the publics attention. The and as well as all the transgender women of colour who inspire us to do better. Thank you for all you do. In conclusion, im reminded of danica romm last month and how she talked about focusing on the boring stuff rather than her identity as a transgender woman. Please pass this historic legislation. Not only for women, the transgender, gendervarying intersect community and disabled community, but so i can focus on nuts and bolts issues for the health of s. R. O. Tenants as part of my task force. Thank you very much. Thank you very much. Next speaker, please. Good afternoon. My name is claire. The mayors cosponsoring this bill and im here to share our support of this ordinance. And the support of all gender restrooms and s. R. O. S and hotels. As shared earlier, u. S. Data has found that 59 of transgender respondents avoid bathrooms because theyre afraid of harassment. Every year, 14 of transgender people are harassed or assaulted when going to the restroom. All gender facilities address these concerns by being accessible to all people, regardless of gender or accessibility. In San Francisco, we have begun implementing all t allgender restrooms throughout the city, both for lease buildings, cityowned buildings, and Public Sector and public accommodations. And we know that this continues to be important for lowincome housing as well. In conclusion, this is really a crucial for the community as well. As well as disabled residents who need easy access to the facilities. And we really want to share that in 2017, theres already been 19 bills introduced across the country to try to stop trans folks from using public accommodations so were looing for San Francisco to continue to be a model on these issues. Thank you. Thank you very much. Next speaker, please. [speaking in spanish]. Interpreter hello. My name is [inaudible] and im a volunteer at ms. Rock. [speaking in spanish].
