Havent had a meeting in a month. This is going longer than usual, but on the 3rd of december, i attended an event where we received a few thousand dollars from the golden gate yacht club. Captain dustin wynn puts this together every year, whereby the yacht club puts toys together for the toy program. I attended an event at the indonesina consulate generals, and it was his final goodbyes. There was a Department Head meeting last week on budget instructions. About an hour later, the Financial Officers and our director of finance received the same news regarding a request for budget reductions, which youll hear the next item. Also wanted to acknowledge, paramedic dan azzaretta was a recipient of the california emsa award for i believe paramedic of the year. I attended briefly, chief vannett stayed for the whole event, and id like to congratulate dan on receiving that award. Weve met with dpw on december 7th to get an update on all the easter projects, so station five, station 16, chief williams will address it. Adf, which is our ambulance deployment facility. We like to have regular updates to make sure that theyre keeping up on the timelines and so forth. And i feel pretty good about everything. We do have a significant delay in station 16, which you will hear a little bit more about with chief williams report. That evening on the 7th, i went to Mclaren Lodge where there was the park and tree lighting, and then, on the 11th, i had a meeting with raiders that had been brought in, people that had expertise in the field of Fire Investigation and Fire Prevention. They bring colleagues in from throughout the nation to kpum in and score exams, so they had expertise in those areas to score the lieutenants exam for the bureau of fire chiefs and bureau of Fire Investigation. I believe we had 33 people take the h22, bureau of fire presentation exam, and then, 13 participated in the h24 over at the bureau of Fire Investigation exam. And also in the last period, we had the full h20 exam administered. Its the lieutenants exam. There was three parts to it, and my understanding is there was roughly about 250 that that took all three parts of the exam, so were awaiting results in the new year on both of those exams. And i believe that concludes my report. Thank you. Thank you, chief, very much. Is there any Public Comment on the chiefs report . Seeing none, Public Comment is closed. Commissioner veronese . Chief, a couple quick questions. The what was the total number of firefighters and rigs that we sent down to southern california. I know we mentioned them in shifts, but at the end of the day, what was the thank you, commissioner. Commissioner cuddington . Thank you, mr. President. Chief, do you have an update for us on the replacement for the Treasury Island Training Facility . How is that search going . So, it remains in progress. I know we have assistant deputy chief rivera and Olivia Scanlon assigned to work on that project. So, we have a work in progress. Ill be asking about that every meeting because im becoming increasingly nervous that we havent found a spot yet. Ok. And thank you for the rest of your report. Thank you, president cleveland. Thank you very much, chief, for your report. A lot of information. Seems like we havent met for a while. But im glad that were taking care of our business. My first question is not so much a question, its just three comments short and then anticipate chief williams report. You made reference to a report that emergency communication now has satisfied a Response Time chief. Did you what was that Response Time and what was that goal and i think it is a major, major, significant accomplishment. That is why i mentioned it. Sure. Theyre tracking it regularly. But it is a huge milestone. Similar to our Response Time goals, we the department of Emergency Management specifically the department of the division of Emergency Communications where they have their call taking and dispatch center and were moving below a pretty regular basis to pick up the phones, the 911 callers. The goal again is to have someone pick up the line within 10 seconds in the 90th percentile, 90 of the time. They were falling below that. With a few things happening with some recruitment in training and increase in their staffing as well as other modifications, including an Advertising Campaign regarding when the appropriate time is to call 911 versus maybe when you can call an informational line or nonemergency line like 311, they have emergency announcements out about that. Its all contributed to seeing that number get back in that 90th percentile range. Ok. Thank you very much. I think this is significant, particularly since the last time that we saw mayor lee, myself and the president was over the discussion on several topic matters. And one of the topic matters was the division of communication. In Response Time. So for us to hear that theyve reached that goal of 10 to answer the calls, 90 of the time, with our personnel that now is being trained and theres still classs that are still coming. I just think that i wanted to comment not only very, very good but it was a comment of it is part of the mayors legacy, if you will, in terms of programs and necessities that need to be dell with. So i just wanted to say that. The other two things are, on a lighter note. I wanted to congratulate our president , president cleveland, in terms of his retirement. For us it is a benefit, of course, because of your expertise and your dedication. But with your retirement coming up very soon, i know that i went through a similar situation and there is a lot of changes that occur with that and reflection. But i just wanted to thank you for all of your work you did professionally but also looking so much forward to your continuing leadership and dedication to this commission. Many of us have shared the president s seat and responsibilities. I dont want to be bias to the rest of our commissioners that have served in that capacity, but you have done a remarkable, outstanding job this year. I learned from the best. No. I just think that ought to be acknowledged but also, commissioners, it is a desire for me to keep the grieve go keep the groove going, if you will, with how good the president is. And chief did you say [inaudible]. Thank you very much. Some of us are from the other high school. [laughter] but thank you very much. But i do honor that as well and i think it is a great thing to be honored by your high school, particularly because that is where our origin occurs from. The other thing i wanted to mention was how grateful i was to you, chief, and to the president to attend the spur awards. Im not that im tooting my horn with that, but the spur awards to me and remarks on Public Service. And Public Service is an honor and a privilege. And, again, bringing up the memory of mayor lee terms of our friendship and a colleague, he was about Public Service and community. In terms of that particular legacy, all of you who were there or watching, i know that our membership, it is the highest honor one can give a noble cause. But Public Service is really something that i will continue to serve also with the memory of not only mayor lee, but with so many other san franciscans who contributed to where we sit at this time. As you said, mr. President , well move forward. Thank you very much, mr. President. Thank you, mr. Vice president. Commissioner hardeman. Thank you, mr. President. Youre very, very energetic and wellreceived around town because you are everywhere. I know you didnt mention one of the you went to the wake, i went to the funeral. But thats when you didnt bring up the hints [inaudible] and his brother was a firefighter. But anyway, talking about president clevelands retirement luncheon. He did a great short speech there. That was a good one. [laughter] my most memorable moment with president cleveland was a 1995, i just got a hot at the end of the yore i got a hot camaro. I was going through my mid life crisis. I wanted a corvette and got a camaro. Anyway, im giving you a ride home in the new camaro and we were at a board of supervisors meeting. I was working for my union and you had just started and you got so excited about the car, you said god i just love this car and took your two hands and you were sitting in the passenger seat and hit the dash board. Im thinking oh, god the air bag is going to come out [laughter] fortunately, it didnt. But ill never forget that. Thats my memory of you that will last forever thank you. I hope i didnt damage your car. [laughter] i said the air bags going to come out of there. Anyway, you talked to station five. I went by there the other day. Of course, i use a circ a lot driving around. And that superstructure seem like it could hold a 20storey building, my goodness. I dont remember. Station one probably had the same thing. But if there is an earthquake, thats where you want to be is these new stations. Because they are i know theyre earthquakeproof, but that looks like it could it will be standing forever. I know when they built rooks hall, which is across the street underground now parking garage and use it for storage for books, i think, the intention was to have it a bomb shelter for Government Employees and civic center and everything. And the bill musconi center is another one. Theres 12foot walls. Thats another place you want to be if there is an earthquake. Anyway, i brought that up because i was really impressed. What else did i have . Anything for the chief . The meritorious awards for the people watching this, probably not many [laughter] but seems like there was quite a big number. Did anybody remember the exact number . Was with it like 75, 80 . About that. A huge group of people that were honored every two years, there is a meritorious award and it is a great moment and like the chief said, all the commissioners are there because we wanted to see all these smiley faces and listen to what they accomplished, what they did above and beyond the call of duty and a lot of them risking their own lives to benefit the others. So, that was a wonderful thing. And it was well done and im glad that its done every couple of years. I was a fun thing to be at. Thank you, chief. Thank you. Thank you, commissioner hardeman. Thank you, chief, for your report. Chief williams . Good morning. Good morning, president cleveland. Welcome. Thank you. I also would like to echo your comments as well as chief hayeswhite. I enjoyed working under mayor ed lees administration. He was a very humble, kind man and he also mentioned to me that he played an integral part in helping to diversify the city departments and, of course, i personally benefited from that. So i had a chance to thank him. I think we lead the nation in being a diversified department which is something that we can all be very proud of. Yes. Good morning, president cleveland. Fellow commissioners. Chief confirm ramona williams, deputy chief of administration and this is my administrative report. It covers two months from october 26 to december 13, 2017. Ill begin with the administrative excuse me, the assignment office. The staff has recently completed the vacancy, vacation and are now working on the i. D. V. And t. C. Requests for suppression members. This friday, the staff will hold a live vacancy bid for the airport members followed by their vacation bids. Id also like to take this time to acknowledge their hard work in maintaining Staffing Levels while members were participating in the age 20 lieutenants examination. Under homeland security, chief franciscan is attending a seminar that is a Preventive Radiological Nuclear Detection seminar. Oh, good. I remembered that. [chuckling] during this reporting community, hes updated us on all terrorist activity and suspicious activity. In light of the recent event, the suicide bombing attempt in new york city, including that event. During this reporting period, he has worked diligently quite for some time on the drone policy which i included in your packets for your review. Currently it is still if a draft phase. It is a work in process document and he is also working on the budget and financing for this project. Id like to remind the public to be vigilant and if you see something to say something. Over in the Investigative Services bureau, during this twomonth period which is training and testing, there were 137 random tests for drug and alcohol conducted and all results were negative. There were 61 workrelated injuries. They continue to conduct immunization for the flu vaccine. Diptheria, tetanus and pre and post examinations for dp members. Under support services, the contract for repair and maintenance for the p. P. E. And other and for repair and maintenance of our emergency generators, should be awarded within the next few weeks. Under facilities, station five, currently theyve just installed the rebar cages and anchor bolts for the continuous footing on the buildings perimeter. And they placed continuous footing at the elevator pit last month. They have realized a slight delay, but they believe that they will be able to catch up with that delay on the back end of the project. Station 16, theyve completed the first and second floor concrete pour. Next they are moving on to the roof which will also be concrete. They are, unfortunately, still behind schedule. But they continue to move forward. Captain mcpartland and i met with d. P. W. And the estimator to determine to eve see the project and determine when we could establish a completion date. We also attended a Community Meeting regarding the status of station 35. Members from d. P. W. And the designers were also in attendance to answer any questions raised by the public. All of these projects continue to move forward and are on track. During this reporting period, he is now present but chief rivera and b. O. E. Staff were back in new orleans actually, they were in the suburbs of new orleans to review the aerial truck specs and we accept receiving our first truck in one year followed by two more trucks four to six months later. We also received five new Fire Prevention vehicles and five new battalion chief vehicles. Theyre all delivered and currently at the shops being outfitted and equipped. As mentioned in my previous report, we received eight engines, seven are currently in service and one remaining to complete their Service Prior to being returned to the field. Under the division of training, as the chief mentioned, the recruit academy are in their 12th week and they have their last test is friday and their final test, their state test, will be given next week on friday. Under e. M. S. , in addition to their ongoing paramedic and e. M. T. Recertifications, they continue to provide Online Training for our members and in addition to the six month and oneyear testing of our probationary field members and assist with the 123rd academy with their training and return to duty e. M. S. Training for members. [phone ringing] as the chief mentioned under nirt, we conducted the citywide nirt drill next month and is continuing her neighborhood training in addition to specialized and advanced training in presentations with community outreach. Under fire reserves, the fire reserves continue their weekly battalionbased training and members during this twomonth period volunteered 290 hours at various community event. Those include the silver spur ceremony for commissioner nattagio, fleet week, the toy program, fund raisers, the safety fair battalion nine as well as the citywide nirt drill. Lastly, id like at this time to announce that this will be my final Fire Commission meeting effective end of the month. I will be retiring. With 30 years of service with the city and county of San Francisco, 27 1 2 with the Fire Department. And id also like to take this time to thank each of you commissioners for supporting me as deputy chief of operations and assistant deputy chief of division and training. Its been an adventure. It has been very rewarding. Ive enjoyed working with each of you. Each of you have a different style, by appreciate your support and encouragment towards me. Also id like to thank the chief again for your support and confidence in me. In my role as chief of training, first of all. And also deputy chief of administration. Its been great being a part of the command staff. [voice breaking] and i appreciate this guy right here. [laughter] i refer to him as my big little brother. Thanks. I needed that. He helps me out, as you can see. He is very supportive. He accepted me right away and we get along very well. We support each other. We play off each other. We fight. We argue. We come back and laugh and hug and its been great. And i also like to acknowledge my administrative staff for all of their support. Theyre all doing a great job. They make me look well. They answer those questions for me immediately. And i just want to say to the audience, especially the members behind me, stay focused, prepare yourself, so when that opportunity presents itself, youre ready. And continue, once you get the badge, dont take it for granted. Continue to be the best example of this departments as you can be. Thank you. [applause] happy to answer any questions. But part of the report that weve had over the years is the report that this commissioner, as you take this department very serious and at any one point ive always been table ask questions and the great thing about yourself is asking those questions to pick up the phone, to text you, because you always do respond as well. I dont want to get emotional as well. But i am so happy for you. In terms of your retirement announcement. And thank you so much for serving this Fire Department and serving the city and county of San Francisco as well. I know that well see each other in our postfire life but im so delighted of your retirement and retirement announcement. Best of luck to you, your family and to your loved ones. Thank you, chief. Thank you, Vice President. Chief, you had some comments. Thank you, president cleaveland. I wanted to wish you the best in your retirement. Cant express how proud i amount of you. We didnt know one other in 1990 but became immediate friends and supporters. We both had challenging paths. Yours i would say is even more difficult than mine at times and to be able to appoint you, along the line, to deputy chief over training and then to deputy chief, was really gratifying to me. You deserved each one of your appointments throughout your amazing career. Because you have some very unique qualities of being able to lead by example. To always be respectful of people. And as one of commissioners just said, be a true role model for so many people. So, i wish you the best. 28 years, fearly 28 years with this department and then 30 years with the city. You will do well and i know i expressed yesterday at the staff meeting when deputy chief williams officially announced your retirement at tend of the month, that it was fot an easy it was never an easy academy, but many of us would, on fridays, be able to have a carefree weekend, at least to blow off a little steam and before Getting Started and hitting the books to get together. None of us there might have been one or two, but there were no women in the department at the time that had children. I had no children at the time. And so when many of us would getting to briefly on a friday evening, chief williams couldnt go because she had a 3yearold boy and 5yearold boy. And that on top of a very challenging division of training was something that i really admired in you and think you had a great career here. But youve also been an incredible mother to your two boys who i know youre proud of. One is a member of the Oakland Police department and one becomes a member of the Oakland Police Department Next month. I think they learned a lot from you. They should have got into fire. [laughter] theyre very proud and theyre following in your footsteps of Public Safety and service to the community. So, i wish you well. The three of us did work very well as a team. The two of you are similar in many ways, but youre also very different. And that was a great blend for me. We had a lot of serious times together. We helped each other through some tough times. But then we had a lot of fun as well. And i think that blend made it work. So congratulations. Very, very proud of you and wish you nothing but the best. Thank you, chief. Commissioner cuddington. I know youre scared. [laughter] oh. What can i say . You just have such affection for you and the way you comport yourself and the fabulous job that you do and everyone says that you are a role model. You know, role models are not just for people who are younger or the same age. But i can have a role model, too. And so youre one of mine as well. Thank you. So, i know that you have a gorgeous grandson. Youll be spending more time with him. And when you told me that your two sons were going to the oakland p. D. , i was like whats their phone numbers . [laughter] i need to call them up and say they made a mistake. They need to come over here. I wish you the best. Ive been retired for nine years and i love it like a person and you will, too. I remember when you first received your appointment. And youre very approachable, outgoing person. And like ed lee. That doesnt mean that you are a pushover. You know, ive seen over the years how efficient you are at your job. And hopefully i brought my 2yearold for a couple of weeks ago. [please stand by] it is possible that we will have four different mayors as part of this process if this thing is approved in june, right . So im not sure how that affects this process, but it needs to be stated. I think you need to anticipate that that may be how that affects you, you need to understand that. Our current mayor is also a former Fire Commissioner, as i understand it, so theres also that that i wanted to put out there as a possibility. One of the things that i want to understand because i dont like being put in the position every year to where the mayor is coming to understand whoever the mayor is is coming to us and saying hey, we want a reduction of staff and then, along with the police department, these life safety departments with probably the most department most important departments in the city. Theyre the ones that save lives. I dont like being put in the position every year, which is understandable, but theyre telling us to find ways to reduce staff, find ways to, you know, reduce your budget. And im wondering every time i see your presentations, im wondering if theres anything that the department could be doing to protect against that every year. Its in my opinion, its coming up with the best arguments when approached by the mayors office, and its also understanding fully understanding where our resources are going, and the chief and i had several discussions at which youve been a part of on Department Resources and tracking resources in this department, and specifically, on the issue of which id like more information on, is the issue of the station 49 and the the paramedics. That was a station at or not a station, but a job that originally 20 years ago, exactly 20 years ago, was done by the department of health. And the department of health has today a budget of 2. 3 billion, and they are anticipated from most recent reports to be almost 700 million in deficit. Just from the department of hea health, thats almost 3 million. Our budget is about 380 million. So i want to ask you, chief, when the Department Gave us station 49 and all of the paramedics, did was did our budget reflect that, and it reflected that over the years . There are now neighborhoods that exit that didnt exist when i was growing up in the city. So has our gro
