Which seemed very important a week ago. Programming of 6. 189 and 4. 1 for the prop k. Good morning commissioners, policy and programming director. Last week, at the december 5th Board Meeting the motion to approve the item did not pass after considerable discussion at the board. The commission generally agrees with the programming of the funds to the street resurfacing but the commissioners couldnt agree on the second part of the recommendation to transfer on the 4 million in prop k funds programmed to street resurfacing to manage lanes environmental phase. The board requested to see more evidence that the managed lanes would improve congestion without negatively impacting freeway corridors or local streets and a more holistic approach to congestion and other areas of concern. In light of the robust discussion, we have advised staff recommendation to only approve the proposed programming of the state funds to street resurfacing projects and this is a request to approve on first read to meet the states timeline of december 15th of when we need to submit the applications to the California Transportation Commission and we would defer action on the Fund Exchange to provide more time for staff to complete planning studies and address commissioners concerns. Theres a list of street resurfacing projects funded by the state funds and a map that you cant see particularly well yes, you can see it. If we were to approve this as revised given the december 15th date, this would be the final approval, not the first read, is that correct . Thats correct. It would be approval on first read. I want to thank tilley chang and the ta staff and miss lafour but particularly commissioner tang, she did a lot of the heavy lifting. With that, commissioner tang . Thank you. I echo my thanks to the ta staff and as well amber crab as well. I just encourage our colleagues to look through the packet. There is a revised Organization Chart where you can see the new structure for the program. So we have decided to move everything to fall under the sfcta because i think it will work more well with the schools and needs brought to our attention and so i think all schools will benefit from this change. We have found a way to address this without reducing any of the funding to the nonprofit partner agencies. I think overall the out come was great and i look forward to continuing the discussion another day. Thank you commissioner tang. Im not sure which. Thanks to the 2008 parks funds, where youre standing is the home and all of you San Francisco voters gave a 20 Million Investment in this neighborhood. I was born and raised four blocks from where we stand today. I came and played in this park, on the equipment, in the you know what i mean you know jim gym and structure today. To make this a park that everybody can enjoy, a diversity that would show the city that this is what San Francisco is all about. What we got here is 3,000 new square feet of places for people to be healthy and be active and the community to gather. If you see kaellys mural in the building, there cannot be an imagery thats more related to this place. What people told us about what the importance of the windmills and the green houses and the flowers that used to be grown here and the wind, lets not forget the wind. We have to continue to invest in our citys infrastructure and creating new. This is a Recreation Center for the 21st century and for the 21st century communities. We finally made something after somebody that Everybody Needs and this is the park. Happy holidays. Happy holidays. All right. Im glad to be here with our supervisors, Council District merchants, community mbz, but of course, were here to thank local 798, our Fire Department. What a what a challenging year that weve had. And i know our hearts always go out to the people who will put themselves in danger in order to save others. Time and time again, our firefighters, whether its fires up north or around the bay area, they jumped to it and saved a lot of peoples lives and property. But they give joy and can do that more than other people that we know that may not have that opportunity. This toy program is something that we all take great pride in, because it represents so much of our valve values of giving back and making care of children in our city so they can have a similar experience when the holidays come. Not everyone gets that same experience, but our firefighters and our union know how to do it. On that christmas day, they will make that extra effort as well to visit the families that didnt even have something that arrived for them. Thats a special treat. It is something that i value so much, that represents a city that keeps our city really strong. So, tommy, do you, to the union, to all of the members, to the Fire Department, congratulations on the toy program, reverberating a wonderful place, for the collection, and for its distribution and also to say thank you to each and every one of the members for the overthetop contributions to the families of the city. Happy holidays to you. [applause] thank you. Appreciate it. Good evening. I would like to welcome you to our johnny v. Toy haul, named after a firefighter. Johnny v. Left us years ago in a tragic accident, but hes never been forgotten and were offered to name this after him. Thanks to generous contributions, were standing in a beautiful, beautiful toy hall. It will allow us to better serve the program. Our toy program is the citys largest and nations oldest. It started in 1949, with firefighters fixing up old bikes. And it has grown to serving 40,000 children and delivering over 200,000 toys every year. [applause] this effort doesnt stop and start at christmas. Its a yearround effort. After the napa and sonoma fires, we sent toys up there immediately, to try to put some normalization into the childrens lives. In the next few days, were sending toys down to ventura county. We send toys to pediatric aids wards, cancer clinics, anywhere where theres a child in need. There is is done through the generosity of our donors and san franciscans that put toys in the red barrels that you see, in firehouses and lobbies and for me the Holiday Season kicks off when im dreaming home, frustrated, overworked, and i see firefighters carrying toys out of a building and it reminds us of what the holiday spirit is all about. What the Holiday Season means. How you cant forget people and you need to make sure that even in this rising economy that we dont leave the poorest behind. I want to thank our special partners that have made this possible. First and foremost, we have the academy of art, who let us sleep on our couch for five or six years now and deliver toys from their warehouse. At t, air bnb, ron calloway, San Francisco giants, barberie coast, alex turk and ground floor public affairs. And our elected family as well. Its been a great honor to cochair this evening with our dear friend halah. Thank you. And if you have never been on the receiving end of a phone call with a request from halah, you want to say yes. And i have to say, no one works it like halah does. And thats why shes so in demand and so accomplished. So we all love this program so much for all the reasons stated. Tom mentioned over 40,000 disadvantaged children will have a smile on their face as a result of 200,000 plus toys that will be distributed. And the involvement it takes, the money it takes, is not insignificant. Let me add my thanks to our corporate sponsors, foundational sponsors, individual sponsors. There are a couple of things in life that we can count on. Number one, that the San FranciscoFire Fighters will be there in our hour of need. And that every season around this time, their hand will be in our pocket trying to raise money for toys for kids in need. And i think, tom, there is no doubt why were here. When i was a kid in San Francisco, my grandmother to take me shopping to buy School Clothes or whatever else. We went at woolworths, kmart, things like that. And i would leave her and i would run to the toy section. And i would have a fit. Oftentimes, i was never able to leave walmart not walmart, but kmart or woolworths with a toy in my hand. I thought my grandmother was being mean, but the fact of the matter is, we couldnt afford to buy toys. She could barely afford to get us the clothes on our backs, which she oftentimes would put on layaway. And how fortunate that i had station 5 right down the street from my house and i knew no matter what i didnt get throughout the year that in december we would line up outside that door and get handed a bag of toys. [applause] what it does to put smiles on kids faces, when you hear the gunshots and craziness and everything around you, the time that you can pick up the toys, there is nothing else that matters at that time. No matter if im supervisor or anything else in this city, its a program near and dear to my heart, that it made a difference in my life. It took care of kids in my community and theyre consistently there every december, delivering the toys, delivering the bikes, delivering the smiles, delivering the love. And so i want to thank all of the sponsors and all of the people that are here to support this amazing program. We couldnt do it without you. Just this past monday we held an ethnic doll and book drive thanks to jill, over there with her mouth full. Jill and i worked together. They would donate to africanamerican art complex. But we did have a number of the challenges, with kids being africanamerican, we couldnt get a lot of africanamerican dolls. Having a doll that looks like you, makes a difference. This toy program this launched this ethnic doll and book drive that they do every single year to recognize that here in the city and county of San Francisco we come in all shapes and sizes, colors, races, everything that you can think of. And so all kids deserve an opportunity to smile during christmas with a toy, but more importantly, to get something that is going to make a difference and remind them that they are beautiful, that they are loved, and they are special. Again, thank you to each and every one of you for all the work that you continue to do. Thank you, tom oconnor, jill, sally, halah, and senator mark leno for the work that he did to make this happen. You treat us well, come ppensats well and our toy program is giving back to the program. And every once in a while, that thank you boomerangs and this year, supervisor mark farrell secured a 250,000 grant. And for that, were immensely thankful. It helped us to put the finishes on the chandeliers that state senator marck leno loves so muc. But without the leadership of this next supervisor, we couldnt have done it. Welcome supervisor mark farrell. [applause] i get to be the closer tonight. I dont think its because i secured the grant. I think its because im the only one in this room wearing green this evening. I see a lot of red out there. [laughter] i will be quick because im at the end here. A few things. First of all, to hala and the senator, thank you for cochairing this event. You deserve a ton of credit. My colleagues on the board, i mentioned this the other week. One of the best things that ive done as a parent since being at the board of supervisors, my wife and i take our three children down to station 1 and we go out and we rise with the officers, with the firefighters, into the tenderloin and other areas and hand out toys. As you think about being a parent, the best thing you can do is teach them that its better to give than receive. You are doing exactly that. Whether you financially contribute, whether you are out there giving the toys out yourselves, this is what its all about. This is the spirit of San Francisco. Im so proud to be a supporter here. I will always be a supporter, as i know everybody in this room will. Its a personal thing. As london mentioned, so personal to so many in so many ways. As we enter this Holiday Season, that we never forget those were trying to serve. I want to say on behalf of myself, my family, thank you for all that you do and thank you to 798 and to the firefighters in this room. We think over 50 thousand permanent residents in San Francisco eligible for citizenship by lack information and resources so really the project is not about citizenship but really academy our immigrant community. Making sure theyre a part of what we do in San Francisco the San Francisco pathway to Citizenship Initiative a unique part of just between the city and then our 5 local foundations and Community Safe organizations and it really is an effort to get as many of the legal permanent residents in the San Francisco since 2013 we started reaching the San Francisco bay area residents and 10 thousand people into through 22 working groups and actually completed 5 thousand applications for citizenship our cause the real low income to moderate income resident in San Francisco and the bayview sometimes the workshops are said attend by poem if san mateo and from sacking. We think over restraining order thousand legal permanent residents in San Francisco that are eligible for citizenship but totally lack information and they dont have trained professionals culturally appropriate with an audience youre working with one time of providing services with pro bono lawyers and trained professionals to find out whether your eligible the first station and go through a purview list of questions to see if they have met the 56 year residents arrangement or theyre a u. S. Citizenship they once they get through the screening they go to legal communication to see lawyers to check am i eligible to be a citizen we send them to station 3 thats when they sit down with experienced advertising to fill out the 4 hundred naturalization form and then to final review and at the end he helps them with the check out station and send them a packet to fill and wait a month to 6 weeks to be invited in for an oral examine and if they pass two or three a months maximum get sworn in and become a citizen every single working groups we have a learning how to vote i mean there are tons of Community Resources we go for citizenship prep classes and have agencies it stays on site and this is filing out forms for people that are eligible so not just about your 22 page form but other Community Services and benefits theres an economic and safety Public Benefit if we nationalize all people to be a citizen with the network no objection over 3 million in income for those but more importantly the city saves money 86 million by reducing the benefit costs. One day i pledge allegiance to the flag of the United States of america and to the republic for which it stands, for liberty and justice for all. Citizens cry when they become citizenship to study this difficult examine and after two trials they come back im an american now were proud of that purpose of evasion so help me god please help me welcome seven hundred and 50 americans. speaking foreign language. she wants to be part of the country and vote so much puppy. You know excited and as i said it is a long process i think that needs to be finally recognized to be integrated that is basically, the type of that i see myself being part of. Out of everybody on tv and the news he felt that is necessary to be part of community in that way i can do so many things but my voice wouldnt count as it counts now. Its everybody i hoped for a bunch of opportunities demographics and as you can see yourself theres a good life for everyone. Thats why. You have people from all the walks that life and theyre standing in water 8 hours to be an american citizen and contribute to the city and thats really what makes this worthwhile. Were here to raise awareness and money and fork for a good accuse. We have this incredible gift probably the widest range of restaurant and count ii destines in any district in the city right here in the mission intricate why dont we capture that to support the mission youths going to college thats for the food for thought. We didnt have a signature font for our orientation thats a 40yearold organization. Mission graduates have helped me to develop special as an individual theyve helped me figure out and provide the tools for me that i need i feel successful in life their core above emission and goal is in line with our values. The ferraris yes, we made 48 thousand they were on top of that its a nobrainer for us. Were in and fifth year and be able to expand out and tonight is your ungrammatical truck food for thought. Food truck for thought is an opportunity to eat from a variety of different vendor that are supporting the mission graduates by coming and representing at the parks were giving a prude of our to give people the opportunity to get an education. People come back and can you tell me and enjoy our food. All the vendor are xooment a portion of their precedes the money is going back in whats the best thing to do in terms of moving the needle for the folks we thought Higher Education is the tool to move young people. Im also a College Student i go to berkley and 90 percent of our folks are staying in college thats 40 percent hire than the afternoon. Im politically to clemdz and ucla. Just knowing were giving back to the community. Especially the Spanish Speaking population it hits home. People get hungry why not eat and give hi, im corn field and welcome to doing building San Francisco, we are doing a special series, called stay safe, how you can stay in your home safely and comfortable, and we know that an earthquake is coming and there are things that you can do to reduce the effects of the earthquake on your home. Lets take a look at that. Here at the spur urban center on Mission Street in San Francisco talking about staying in your home after an earthquake. I have guests today, pat buscavich and his dog, harvey and david, and both Structural Engineers and we want to talk about things that you might do before an earthquake to your home to make it more likely that your home will be ha bitable after an earthquake, what should we do . Both structural and maybe even important nonstructural things. You hear about how to prepare an earthquake kit and brace your book shelves and water tank and that is important. What you have to be careful is make sure that you are not going the easy things to make yourself feel better. If you have a bad structure, a bad building, then you need to be looking at that and everything that you do to keep your collectables in place is small and compared. If you have taken care of your structure, then there is a lot of stuff that you can do in your house that is nonstructural and your chimney and water tank. Lets talk about what the structural things might be. And he is exactly right. You dont want to make the deck chairs safe on the titanic, it is going down, you are going down, you have to make sure that your house is safe. There are basic things that you need to do including bracing the water heater, not just because of fire hazard but because of the water source and the damage, but basic things are installing anchor bolts, and adding plywood and strapping your beams to column and posts to footings and foundations are really easy things to do and most contractors can do the Building Department is set up to approve this work, and these are things that every home owner should do, and it is a little harder because you have to get a Building Permit and hire a contractor. But you want to be able to after a big earthquake to climb in bed that night and pull the covers up and say i dont have to worry about going to a government shelter. That is the main focus that it is great to have an earthquake kit to be able to bug out for 72 hours. Here is a better idea, stay in your own home and in order to do that you have to be make sure that your structure is okay. If you have a house, the easy things to do with the wood construction is feasible. If you have a renter or you live in a concrete building, you need to talk to the building own , and make sure they have done their Due Diligence and find out what the deficiencies are. When i have looked at damaged buildings,vy seen that a little bit of investment in time and money and structural work provides great dividends. Especially if it is the wood frame, typical house that you can do the things that i was talking about, the anchor and the plywood in the first garage area, you know if you refinanced in the last three years, get some of that savings and it is a really good investment. And the other thing that i try to tell people, earthquake insurance is not the solution to the shelter in place, if there is a big earthquake and your building is damaged, you are not in your house, you may be somewhere else, if you work in the city, it is going to be really hard to commute from sonoma, you want to do what is necessary so that your house is retrofitted and a couple of years of earthquake premium could get you to a level that you could be in the house after a significant earthquake and it may have damage and there is still a shelter in place where you are at home and you are not worried for the government taking care of you and you are living in a place where you can go to work and you want to have your wood frame house is really easy to get to that level. On top of the wood frame house, i mean every wood frame house in the west half of the city have a water tank and the water tank fall over because they are gas fired and start fires. And that is something that you could do for yourself, and for your neighbors and for the whole city is make sure that your water tank is braced. If you look at the studies that are predicting on fires, we are going to have a lot of fires and for every water tank that is braced there is a potential of one less fire that the Fire Department is going to have to fight and we dont want to have any more fires than we need to. So bracing the water heater is the first thing that you want to do. And so easy, and you go online and you google, earthquake, water and heater and you google the sites where you can find the details and you can put them out there on the Hardware Store and you can hire a small contract tore do that for you. That is a couple of hundred bucks, the best investment. If you are in other types of building it is complicated. If you are in a highrise building you just cant anchor your building down because there are no anchor bolts, but at that point, the tenant should be asking questions of the owners and the managers about earthquake preparedness and dont take the easy answer, oh, our building is safe it was designed to code. That is not the right answer, ask the tough questions and see if you can get a report that has been given to you. What is the right question . Will i be able to stay in my home after the expected earthquake . Is that a good question to ask . Yeah, you may be more specific if you talk to the owner, if it is not a recent building, if it is ten or 20 years old see if they had an inspection done and there you will have a written before that will tell you all about the structure.
