The creation is when they stop them, its cold turkey and thats what puts people on the street looking for drugs. It puts people raiding other peoples medicine cabinets, any way at all. And until they find something to ease people off of it it wont go away. We have people from the health and optum here one of the biggest pharmacies in the country they need to put pressure to come up with a drug to take these people slowly off them and back into society. Its taken too long for the purpose set out by the community, for people working with board president , london breed, for way too long waiting for this. Because some of the youth we wanted to serve, theyre adults now. We still have got more to do. This is only 50 units. But it took a long time. And its one of those examples where when we have got something important, we ought not to have lawsuits stop them. Yeah. We have to do a better job as a community if we are going to serve them. And booker t. Has been there since day one. And i want to say, booker t. , thank you for doing all of the work, all of the good work. [ applause ] so so before someone accuses me of being too long, im going to say thank you to everybody. I know it was a barrage of different sources of money, not just the city, not just equity, not just john stewart, not just the state. Not just raymond james, not just cit ibank. Citibank. All of them putting together youths, the service center. Im looking forward to the young people who come through whose lives will be touched and changed so, when they say theyre part of booker t. , theyre part of the city, theyre part of the future. This is San Francisco. Love and compassion for everybody. Thank you. [ applause ] supervisor breed has reminded many he we have not told everybody what this project is. We have 50 units of housing, half for young people that have aged out of foster 0 care or are at risk of homelessness. So those 25 units, more than half of them are filled now. We also have 24 units and 50 , 60 at 50 , 60 median income. That means it is, the rent is about 50 a month. I just had someone ask the city to buy that for 800,000. It was rick. Thats right. Thats exactly who it was. So we have for those 24 units, we had 1,300 applications. Wow. So the housing situation here, particularly for young people and for poor people is really acute. And i will definitely be on hand tomorrow when mayor lee signs this sequel legislation because its absolutely needed. And theres nothing else i can say about it. We have to cut through the red tape so we can create more housing for the people who live here. Our kids cant afford this. Yeah. Yeah. I want now to answer. Yes. What . The Community Center london is on me again for not explaining stuff. We have a Community Center that now has youth radio studios, so well have a San Francisco radio over here eventually. Right now we have a media and tech center. We have childcare. And jimmy john is organizing the childcare. They were here two weeks ago. It is great to see these 2yearolds running around this place that weve never seen before. Weve got another playground that was built by the parents and the children. They designed it. It was built with the help of lucas film and disney. We have a full nba gym that can be divided into two smaller gyms. We are in partnership with drew school. Drew school came to our rescue because we had to have an unemcouple bettered site to build this. We had a half a million mortgage at 10 interest and drew paid it off. [ applause ] whew. So weve continued to do what weve also done which are programs for young people and afterschool programs for those young people between the ages of 5 and 18. We have a mind Body Health Center now in addition to the gym, and we have a music studio. So were ready to go. The other thing we do, is we teach cycling. And we have 50 bicycles. And we have a Cycling Center downstairs. We teach kids how to navigate the streets of San Francisco. And we teach them how to do minor repairs. You will notice that the two principal things we have, cycling, which is which is one of my passions, and radio, which is another one, are here in this center. Im sorry about that. But thats thats how that happened. Yes. Yes . Okay. We wanted to also point out that we have some elected officials here today. And other than the president of the board of supervisors, we have supervisor jeff sheehy here with us today. [ applause ] and we also have state senator, scott weiner. Thank you both for joining us. All right. Its hard to introduce a man with blue suede shoes, but it can be done. Id like to ask the former mayor, speaker of the assembly, the honorable willy blue suede shoes brown to join us. [ applause ] let me thank you who have waited so long and put in so much time and energy. I think that the evolution of booker t. Washington Community Center in to the facility that was described by pat a moment ago and including, clearly, the 50 units of housing. The ad vent of john burton being as dedicated as he has been for multiple chores. He assumed the responsibility a long time ago on behalf of all of the elected types to do something about kids who reached 18 years of age and who were then free allegedly, but without the kind of support and services needed to allow them to grow into full adults. Johns undertaken all of that. And to acknowledge that here at booker t. Washington is a good thing. Some of you may or may not know, but booker t. Washington Community Center was exactly two blocks from where i lived. I lived at 2547 sutter, apartment 326, right here in the west side housing, public housing. Thats right down the way. My uncle had the rental arrangement and, in those days, nobody checked. And so he had he had some other relatives living there with him and i was one of those other relatives living there with him. And booker t. Was where youd go. And then, of course, you know, over the years, i morphed in to being a participant and lots of things around the city. And i started to coach a team, a little basketball team. We called it the globetrotters. And it was i mean, it was a great team. We, clearly, won games at every Community Center, whether we played at booker t. , whether we played the ones at woo cannotin, whether we played the ones at cannon kip. We would do what guys do. Id go to washington and get the best player out there. Id go to mission and get the best player out there. I would put together all of the best players. Leroy doss was the best player. He was the Number One Center on the team. John will remember and probably agnos as well that the only alive black republican in the world ran booker t. Center. His daughter and his son and it was amazing how this was designed and people participated. Jim stratton was here and he was the booker t. Washington executive director. A mean son of a bitch but in every way and when in College London the organizations called i guess you would call them alpha, calpa, all of us. This is where we played when there was a fraternity league going booker t. Is where we did exactly that. We didnt know about all of the People Living out in hunters point. They were foreigners. We didnt bring them over here because we had a black community that was incredible and booker t. Was near the center of that black community. And it was just a wonderful thing. And to now have it redone to seat it this day in age, it is a godsend and and to have it redone in this day in age, it is a godsend and as said, you can look to do with the right kind of resources, the right kind of leadership and the right kind of dedication in a city that is dedicated to facilitating. And booker t. Suffered through all of those years and all that approval and all of the other places can learn from booker t. And do it with greater speed. Mmhmm. But not with any more love. Thank you. [ applause ] as most of you know or most of you dont know, this center is broken into two parts. We have our Community Center on the far right here. And then we have the housing complex which is where everybody is over here. Were where the 50 units of housing are. And that housing is named after a gentleman named john burton since ive known when i was knee high. He was knee high, too. He wasnt an adult yet. This was the john burton housing complex funded largely by the john burton foundation. And wed like to have john come up and say a few words. Please, sir. [ applause ] whew. And while johns on his way up, id like to mention that rick moriono is here who is the president of the board of directors of the john burton foundation. Whew. [ applause ] thanks a lot, larry. I would first like to thank our Board Members, rick and mariono who played a big role. Because he knows development and trying to help pat through some of this snake pit stuff that they go through, including the fact that one of the city agencies was not going to elect it wasnt the Mayors Office. He told us that thats giving it to him. But they would not let us park cars because there was a little piece of paper that hadnt been signed. And pats very polite. I would have said, screw them. Tow the mayors car away and see how he gets there. But rick mariono and there she is. Who . Who else is here . Who . Tammy. Oh, yeah. Tammy and i had a stroke. I dont remember. [beep] and this is us talking. I was a ymca kid. We were playing in the tenderloin. We were playing basketball at booker t. Probably the most troubled guy was jones and willy will remember. This was west side that had a church and gym. First united presbyterian had a gym. A lot of churches had gyms where young kids could play. And it doesnt happen anymore. In the rebirth of this, its just a really great thing. And im so happy that we could be part of it. Because this is going to be a real Community Center. And i believe after the neighbors around here and pat will tell you how many were supportive and how many werent. No, i dont know that much. But people will see what can happen when a Community Gets together and does something for young people. It improved the community. And as the mayor goes, they could build homes not for people that do not have homes. So there is a big difference. Im proud that we were part of this. Ive known larry, you know, worked with pop herman and willy going back to the corpses the corps days and senator weiner who took over my district, twice removed i think i was. [ applause ] talk about going through beep beep we had to seriously deal with a lot of bureaucracy and policies that didnt necessary conform to what i saw happening. So i had a lot of dogfights with a lot of different people and one i had a dogfight with and i just saw him, olson lee. There he is down there. Id like to now introduce our supervisor, supervisor london breed, who is also president of the board of supervisors. Good afternoon, everybody. Today is a day of celebration. And ive got to say, this feels like a coming home to me. When i not too long ago when i was 14, this is where i came when you were, woulding in the mayors Youth Training and employment program. So my first job, i had to come here in the gym and do my orientation to get paid. And whats interesting is you learn about the city because theyre paying you, so you have to sit there and listen. And you learn about people like willie brown and john burton and art agnos and their history here in the city and trying to change policies in order to make our city better. And i never thought that here today we would be celebrating something so incredible that you all laid the foundation for us to do. So i just want to pay respect that youve done your entire careers to make this happen for the city. Its amazing. Its beautiful. And what is even more amazing about this place is we have been able to use our neighborhood preference legislation for the Affordable Housing here. I have just got to say, ron cane, my buddy here born and raised in this community now lives in this community. And i cant be more proud for the work that weve been able to do to make that happen. [ applause ] you know, it took a lot of blood, sweat and tears. I want to thank everyone for the Mayors Office for the hard work youve done and the 10 million and the tax credits. I want to thank jeff krzyesnski who is here from the mayors Homelessness Office and that we support the most atrisk people to get the opportunity and to get the services and opportunities that they deserve in this community. I mean, this center is amazing. I did a walk through and was almost in tears thinking about this next opportunity for the young again rage of young people, and how this place will continue to change lives for generations to come. And it wouldnt have been possible for two people that ive got to point out. First of all, phillip, and i dont know where re went. There you go. Phillip stone. His family. His family and i dont know where he went. There you go. Phillip stone. His family has been part of this since years ago. He is still doing all he can to take care of this place. So, phillip, on behalf of the city of San Francisco, the mayor and i i took the mayors proclamation and decided to put my name on there. Oh, wait. Too soon . Too soon . Okay. And the city and county of San Francisco, i just want to commend you and thank you so much for your support and love for booker t. Washington Community Center. Thank you. Yeah. [ applause ] and last, but certainly not least, if i get another phone call from this woman and every time the call would be always about the children, always about booker testimony, always what she needed to take care of this community. You know what, pat . People doubted you. I dont know where they went. They doubted that you would get this project done. You went. You shook money off of trees. You contacted everybody under the sun. You made magic happen over the years to get this thing done. And, pat, we love you. We appreciate you. We thank you. Pat has done an amazing job of creating the next generation of leaders to make sure this Community Center is working for this Community Center and thriving. Jerry and lakiesha, theyre here still after many, many years being groomed by pat for the next generation. So i just want to say thanks to each and every one of you. The work and the love that has gone in to making this place happen is a realty. This is what we can do when we come together as a city to make beautiful things happen. The architects, we started out steven perry, are you here . And derrick worked on the project and religiously went to all of these meetings and changed things and took the blame when things didnt work and will take a lot more blame when we are done working around to see what is not going to work. At any rate, equity builders has been the developer of this project and have worked tirelessly to make this happen, even though kim kim nash, would you raise your hand, please. Whew. [ applause ] so kims got one of pat scotts hanging up on you because something didnt actually work right. It has been really phenomenal to work with folks. Fisher development came in when our developer quit on us. Whew. And theyve been there with this project. So we still have a lot more work to do with fisher, too. So this project isnt complete. But we will have it complete very soon. Right now were going to do a ribboncutting. And then i want you to explore this new facility. Our staff will take you to see some of the apartments. Youre free to roam around and look at what is going on here. Particularly, take a look at the playground and jimmy johns because now we can fill a really great need in this community for childcare, for those 2 to 5. Its great to look out the window and see these little kids climbing all over everything. So the story is we are a community now. We saw this as a community that needed to come together especially with the hovering list of 3 . When i came to school here, it was closer to 15 . What we have left is a very vulnerable population. We have to fix that. That is our responsibility. We have to make our young people whole so they can survive in this society. Thats where we are with this. So, with that, lets go through to the ribboncutting and then can you get to tour the facility. Thank you all very much for showing up. [ applause ][music] San Francisco city clinic provides a broad range of sexual Health Services from Stephanie Tran medical director at San Francisco city clinic. We are here to provide easy access to conference of lowcost culturally sensitive sexual Health Services and to everyone who walks through our door. So we providestd checkups, diagnosis and treatment. We also provide hiv screening we provide hiv treatment for People Living with hiv and are uninsured and then we hope them Health Benefits and rage into conference of primary care. We also provide both prend post exposure prophylactics for hiv prevention we also provide a range of womens reproductive Health Services including contraception, emergency contraception. Sometimes known as plan b. Pap smears and [inaudible]. We are was entirely [inaudible]people will come as soon as were open even a little before opening. Weight buries a lip it could be the first person here at your in and out within a few minutes. There are some days we do have a pretty considerable weight. In general, people can just walk right in and register with her front desk seen that day. My name is yvonne piper on the Nurse Practitioner here at sf city clinic. He was the first time i came to city clinic was a little intimidated. The first time i got treated for [inaudible]. I walked up to the redline and was greeted with a warm welcome im chad redden and anna client of city clinic even has had an std clinic since all the way back to 1911. At that time, the clinic was founded to provide std diagnosis treatment for sex workers. Theres been a big increase in std rates after the earthquake and the fire a lot of people were homeless and there were more sex work and were homeless sex workers. There were some Public Health experts who are pretty progressive for their time thought that by providing std diagnosis and treatmentsex workers that we might be able to get a handle on std rates in San Francisco. When youre at the clinic youre going to wait with whoever else is able to register at the front desk first. After you register your seat in the waiting room and wait to be seen. After you are called you come to the back and meet with a Healthcare Provider can we determine what kind of testing to do, what samples to collect what medication somebody might need. Plus prophylactics is an hiv prevention method highly effective it involves folks taking a daily pill to prevent hiv. Recommended both by the cdc, center for Disease Control and prevention, as well as fight sf dph, two individuals clients were elevated risk for hiv. I actually was in the project here when i first started here it was in trials. Im currently on prep. I do prep through city clinic. You know i get my tests read here regularly and i highly recommend prep a lot of patients inclined to think that theres no way they could afford to pay for prep. We really encourage people to come in and talk to one of our prep navigators. We find that we can help almost everyone find a way to access prep so its affordable for them. If you times we do have opponents would be on thursday morning. We have two different clinics going on at that time. When is womens Health Services. People can make an appointment either by calling them a dropping in or emailing us for that. We also have an hiv care clinic that happens on that morning as well also by appointment only. He was city clinic has been like home to me. I been coming here since 2011. My name iskim troy, client of city clinic. When i first learned i was hiv positive i do not know what it was. I felt my life would be just ending there but all the support they gave me and all the information i need to know was very helpful. So i [inaudible] hiv care with their health about a quarter of our patients are women. The rest, 75 are men and about half of the men who come here are gay men or other men who have sex with men. A small percent about 1 of our clients, identify as transgender. We ask at the front for 25 fee for services but we dont turn anyone away for funds. We also work with outside its going out so any amount people can pay we will be happy to accept. I get casted for a pap smear and i also informed the contraceptive method. Accessibility to the clinic was very easy. You can just walk in and talk to a registration staff. I feel im taken care of and im been supportive. All the information were collecting here is kept confidential. So this means we cant release your information without your explicit permission get a lot of folks are concerned especially come to a Sexual Health clinic unless you have signed a document that told us exactly who can receive your information, we can give it to anybody outside of our clinic. Trance men and women face really significant levels of discrimination and stigma in their daily lives. And in healthcare. Hiv and std rates in San Francisco are particularly and strikingly high were trans women. So we really try to make city clinic a place that strandsfriendly trance competent and transwelcoming everyone from the front desk to behind our amazement there are completely knowledgeable. They are friendly good for me being a sex worker, ive gone through a lot of difficult different different medical practice and sometimes they werent competent and were not friendly good they kind of made me feel like they slapped me on the hands but living the sex life that i do. I have been coming here for seven years. When i come here i know they my services are going to be met. To be confidential but i dont have to worry about anyone looking at me or making me feel less a visit with a clinician come take anywhere from 10 minutes if you have a straightforward concern, to over an hour if something goes on that needs a little bit more help. We have some testing with you on site. So all of our samples we collect here. Including blood draws. We sent to the lab from here so people will need to go elsewhere to get their specimens collect. Then we have a few test we do run on site. So those would be pregnancy test, hiv rapid test, and hepatitis b rapid test. People get those results the same day of their visit. I think its important for transgender, gender neutral people to understand this is the most confidence, the most comfortable and the most knowledgeable place that you can come to. Onsite we have condoms as well as depoprovera which is also known as [inaudible] shot. We can prescribe other forms of contraception. Pills, a patch and rain. We provide pap smears to women who are uninsured in San Francisco residents or, to women who are enrolled in a statefunded program called family pack. Pap smears are the recommendationrecommended Screening Test for monitoring for early signs of cervical cancer. We do have a fair amount of our own stuff the day of his we can try to get answers for folks while they are here. Whenever we have that as an option we like to do that obviously to get some diagnosed and treated on the same day as we can. In terms of how many people were able to see in a day, we say roughly 100 people. If people are very brief and straightforward visits, we can sternly see 100, maybe a little more. We might be understaffed that they would have a little complicated visits we might not see as many folks. So if we reach our target number of 100 patients early in the day we may close our doors early for droppings. To my best advice to be senior is get here early. In the simplest of terms, this asks Large Grocery chains to disclose the antibiotics in the meat and poultry products that are sold. Families and consumers should have the right to know about how their meat is produced. Prior to joining the board of supervisors i worked in health care at ussf. It was there that i spend time studying Health Trends and antibiotic resistance. Antibiotic resistance infections are a Public Health emergency, as they kill thousands of americans each year. And most troublesome is that, in a recent report by the world hem organization, they found out that the world is running out of antibiotics to fight antiresistant infections. This ordinance will help stem the tide of antiresistant infections antibioticresistant infections about meat sold in the San Francisco stores. The response at the federal and state levels is inadequate. In San Francisco when we see a Public Health challenge or problem, we seek to respond to it. This ordinance is about doing what we can as a city to respond to a growing issue and keep more san franciscans safe and healthy. Families and consumers should have the right to know about how the meat they are producing that they are purchasing was produced. With this legislation, we are doing our part to reduce antibioticresistant infections here in San Francisco and protect Public Health. I want to share my sincere gratitude to individuals, city departments, and individuals who have helped in this legislative effort. Particularly, i want to thank the National Resources Defense Council for all of their work in tracking this issue and bringing it to the attention of the city, especially avi karr. Special thanks to the department of environment, the department of Public Health for their collaboration on this ordinance and recognizing not only the Environmental Health issues, but the Public Health implications as well, especially for those with immune deficiency. I would also like to thank and introduce someone who has provided enormous support for environmental and Public Health issues. Mayor ed lee consistently works to protect the health of san franciscans and have been great in the fight for antibioticresistant infections. Please join me in welcoming mayor lee. Thank you, supervisor first of all, i like to eat. What am i eating these days . I think that is interesting. Certainly, supervisor sheehy has done his homework if not becoming the resident expert on our board of supervisors, i want to thank supervisor sheehy safai for being here as well and the other Board Members who joined in jeffs leadership to focus on a growing problem that hes identified. There are literally thousands of people who are consuming meats and poultry in the Food Products in the growing inspections that we uncover that are having antibiotics through their evolution grow through misuse and through overuse. And so this is a modest first step, jeff, until we have more information. It is a proven approach. It is a righttoknow approach. It is i approach that the board, the mayor, we all agree we simply need more information to really find out with a the evolution of this bacteria is doing in the market, in the supply chain, and when our kids and our families and ourselves eat these products what is happening with this bacteria . So if we have that information, if we know where it is coming from, we can then hook it up to abuse and misuse that might be happening in the market. We dont know. But we are asking the Grocery Store to comply with this ordinance and is formed by our medical doctors, our department of Public Health, our environmental department, Natural Resources and deep fence council has been working very closely. But it wouldnt come to this point unless we had people doing the research. I want to thank the opportunity to thank supervisor sheehy but his own staff that has worked hard on it. Because im sure you had to answer a lot of questions before we begin imposing a lot more responsibilities on our on our businesses. But we are doing it for good purpose. And this purpose is a serious one. Its a healthrelated one we dont mess with our health. We have to have Better Health outcomes for our people, and if we find data that suggests to us 23,000 people a year in this country are dying and hundreds of thousands are infected by these antibioticresistant infections or things that are evolving by overuse and misuse, we have to do something about it. But it begins with informing ourselves. And i know supervisor sheehy has done this before when it came to h. I. V. And aids. He informed us. He informed the public. He informed his friends. And then we became that much martyr about our legislation and the about the things we had to do. Then came the resources in order to do something on that disease. On this one, we have to do the same thing. We have to be as preventive as possible so it doesnt pro live rate. And thats the work of all of these agencies coming together. So its my privilege to, again, sign legislation that strikes at the beginning of something before it really happens in epidemic proportions. But when it comes to Health Challenges to be smart about it and to do it early. So thank you, jeff, for your leadership. Appreciate it. [ applause ] thank you, mayor lee. Next i would like to introduce Barbara Garcia from the department of Public Health and a natural leader in Public Health, both our department and director garcia. Thank you. Thank you, mr. Lee, mayor lee and supervisor sheehy. The department of Public Health is responsible for consumer and food safety in the city. So this hard finance really supports our ability to protect the food that people eat. The right to know if your food has antibiotics is really part of an essential consumer right. Overuse of antibiotics we know causes emto stay in the hospital longer. It also impacts their ability to heal from diseases. So our ability to really manage the amount of antibiotics that people use really helps them. There are many medications that they cant use because of that and they have to have the ability to heal and get better from the diseases. So what is in our food, theyre food is a protection we can provide to the people of the city of San Francisco. I want to thank our director, Deborah Rafael who is not here today. Shes been one of the leaders in San Francisco with this, so i want to thank her, and all of the leaders here and those that are here today. Thank you, mayor lee, for signing this ordinance. So every once in a while a local government stands up and provides leadership for the entire nation. This is one of those moments. The City Ordinance that is being signed today would turn a light on in the darkness that has shrouded the industrial livestock industry. For the first time, san san san francisl have access to those Companies Using meat safely and responsibly and move away from those who dont. The ordinance, i want to point out, is unique in the nation. Theres really no other federal law today that requires livestock producers to disclose this information. Theres a new state law in california thats going to require some data of reporting but its not expected to require individual companies to disclose their own individual antibiotic use. Until today, there has been no reporting of antibiotic use by individual companies anywhere in the country. For decades, that that use has been operated in secrecy and that stops here. I want to point out that this need for legislation is more urgent than ever. Rising rates of antibiotic resistant bacteria has threadenned people as we know it. When antibiotics are used again and again, some antibioticresistant comes and we have to curb the unnecessary use of antibiotics wherever we can. Thats our best hope for preserving modern medicine. The legislation being passed today or signed today will give consumers an important new tool for leverages marketplace forces to drive change in the industry. And, you know, the bottom line, this is a really big deal. So we are really proud to be here. We really appreciate the leadership from the people standing behind me. I want to thank mayor lee, supervisor she, and the directors and staff of the departments of environment and Public Health. Congratulations to all of us.
