One of the things walking through our neighborhood is trying to imagine what it would be like without the ybcbd. What would it look like without the clean Team Representative removing the 25 thousand pieces of graffiti within the past 7 years in the neighborhoods . It is evident the quality of life has improved at least in the short time i was involved as well as through the 7 years of the life. I urge the board to approve our ybcbd. Thanks very much. I went to academy of art college and [inaudible] before the ybcbd was there things were a little messy and so having them there is just so much bet frr our community and i really support the community group. Thank you next speaker please good afternoon president breed and member thofz board of supervisors. Candice sue [inaudible] im proud to serve as vice chair of board of directors at ybcbd. At sfmta we have 2 parking garages within t district and we are among the largest payers into the cbd. As part of the district we durive a lot of benefits from the suvss they provide. They promote the area and make it safe and clean and we are very supportive of what they do. I want to spend a moment to talk about the staff and echo what [inaudible] also said. Having work would the cbd for about a year now i have a tremendous respect for exectev director cathy mopeen and her team. They work really hard to understand the processes of the city and do so with a high level of integ rutry on behalf of the neighborhood they serve. As a member of the Renewal Committee i saw what went into the process and the methodology it use today come windup the renewal. Cathy mopen is thoughtful in her approach to insure they serve the needs of the people in the area, both the residence and non profits and businesses and museums and Cultural Centers woo value as well as visitors and went above and beyond to conduct outreach for the community that is a model. In addition she is done so with the ininvolvement with the board. We are impressed with the cbd and think the neighborhood gets better and hope you support this renewal. Lawrence lee recollect the administrative director at spur and we ralocated in the Community Benefit district and just wanted to show strong support because of their support for non Profit Institutions like ours as well as art institutions. The support they give us include streetscape programs they implement, those large and small. They improve public spaces with public art plans, greening programs, bike racks, alley design jz more all supporting the visitors that come to our institutions. Yerba bena night which is organized by ybcbd celebrates with dance arts and musing and perform squns attended by 10 thousand people last year and draws attention to all the cultural attractions in the neighborhood. It is one of my favorite events. Also provides grants to neighborhoods groups and non profits like us and they support efforts such as family programs, public art projects and cultural exhibits. This type of support also just engages our neighbors and people in the neighborhood and it is just really important to have that neighborhood cohesion and celebration. Also just for us one of the most direct impacts is simply every time one of our visitors comes to visit spur they see a clean safe and inviting neighborhood and the [inaudible] return and support other similar institutions. Rea bobt and operate 715 harrison street which [inaudible] we have been there for 28 years and we are one of the sort of small store fronts that really benefit tremendously from the ybcbd. There is so many different elements of the organization that is helpful to our Small Business as you are well aware, the neighborhood when we got there 28 years ago is completely different from what it is now. We have mu scony and visitor squz att park. We have so many people and so many residence and what the cbd does is serves as vehicle to bring so many different dynamics of the Community Together and we benefit from that. We benefit from the 10 b program they provide police serves for community. The neighborhood guides who are also trained in dealing directly with homelessness issues, so it is great orgzism we are happy with cathy and the staff and everything taking place in regards to what it has done. The graffiti removal, it goes on and on, it is a great project, so we strongly recommend that you renew it. I did already put housing building and i havent done that much because i have been doingdealing with physical issues and it is Getting Better and they said that i was a fairly maintained being alive. [inaudible] these are one of the benefits that we are advised by and support the newer establishes to rebuild buildings. This is where it comes about for our cheaper place of living. We have really been [inaudible] because the things that we havent been able to explain. I never did get anything in [inaudible] and mental ward for 2 years and i never get a chance to really [inaudible] because the health issue and just started it for 2 months that you thank you very much my name is peter heart and Resident Home owner at 300 third street and chairman of cbd streets and public space committee. From the committee stand point we are dedicated to emproving the public realm in the neighborhood and thirng you heard some of the projects we have done. We have oreb 30 projects in streetscape improvement plan. A good example is [inaudible] where we have been able to create a new Public Open Space and have a graut laut of Great Projects in the future. From a resident standpoint i want to tell if you can imagine what it might be like living in a neighborhood where there isnt a Community Benefits district and visit friends of mine and they ask about it and i tell them what we do and say this is great because we dont have a organization like that we can reach out to if we have safety issues, if we have trash or graffiti issues. They feel like they have to reach a remote city bureaucracy to deal with the issue or may pick up the phone and call you and your office, so having the Community Benefits district in the neighborhood to provide these services is a very extremely responsive. People know who to call and take care of the problem right away. So, i just urge you to keep this Great Service Going Forward and to support the renewal. Thank you. Thank you next speaker please. My name is rea moisa, im with the yerba bena gardens festival and hear representing the yerba benny gaurdance festival to speak on support to renew the Community Benefit district. I would thrike read a few statements from a letter submitted by our board of directors at the yerba bena gardens festival and artistic director in support of the vote. The board of directors and Staff Support the renewal. Ybcbd offers vital Neighborhood Services and built productive partnerships with the city residence business and cultural organizations. Ybcbd provides needed grants to art projects that help make the nairblds a wonderful place to live. Yerba ben agardens festival is the organization that produces and present more than 100 outdoor free and live performing art programs in yerba bena gardens and outside public spaces of the yerba bena gardens including the esplanade, jessie square, the childrens garden and east garden [inaudible] attune to the public street scape, live ability and attraction and attractability of the city, ybcbd is a valuable partdner making sure the city and yerba ben agardens sutractive and lively place and visitors and residence and workers and they are a nice birch of people to work with. Im summer [inaudible] exectev director at [inaudible] i have worked in the yerba bena neighborhood for 17 years and there is a lot of change. 30 years ago the Redevelopment Agency had a vision and this vision has come to play a new path and the yurby buena Community District helped keep us together as a community, helped give us a voice and provide vision, helped look to the feature and i think it is essential to keep the yerba buena Community District together for another 15 years to make sure that all of the projects that are on the plate already in progress will have a very nice and cohes irfb and neighborhood application and all have a voice together and hope you will approve the renewal. Thank you every much next speaker please good afternoon my name is cathy mop and the exectev director of yuba brena [inaudible] thank you for the opportunity to come before you today. I want to reiterate why this is important for the neighborhood. There are a lot of changes since we were formed in 2008. 5 thousand more residence moved into the neighborhood which doubled the population from 5 to 10 thousand people in the neighborhood. We had thousands more workers as buildings have been refurbished and well see the expansion of sf [inaudible] in the spring of next year and expansion of mu sconey will bring 10s of thousands or more people in the neighborhood. I also want to say i feel we have done a good job about the public outreach. Making a effort to reach out to all asspects of the neighborhood. We held more 70 public meet squgz tons of one on one meet wgz Property Ownersism we heard a lot of things from the neighborhood. We are excited about expanding services and will double down on the cleaning because you can never be clean enough. Well add more money to streetscape impruchbment projects and we are excited working with sfmta to develop some pulestren safety and Traffic Enforcement initiative frz the neighborhood because like it or not wree a on and off ramp to the free way. This wouldnt have happened without the support of the board of direct rbz. I want to thank them and all the supporters that came out and want to recognize and thachck supervisor kim and her staff for their incredible and staunch storet e support and willingness to listen and enter into dialogue with us as we work to improve the neighborhood thank you very mump. Any other members of the public who would like to speak in support . I want to state history. The area we are talking about was taken over by redevelopment where a lot of gentrification took place. It is true this Community Benefits district will do this and that, but one of the things they need to do is outreach to the black community and to the filipinos so that they have a opportunity to bring back what was lost. I hope that this district will pay a significant amount of attention to south park where at one time that entire area was owned by blacks. Having said that, we know what redevelopment is doing all over the city and some of us who are asleep we should awaken up and see what has happened to the fillmore. We know like what is happening in district 10 and who is fast asleep in that cockpit. This Community Benefit district depends on leadership. Good leaders know the way, show the way and go the way and it seems from the comments that the people are making here, they are making good comments about the present, but they need to reach out to the past so that you can do it. It is just opposite Saint Patricks church. You have a beautiful garden. I have written many of my poems 1520 years ago sitting in that garden. I would urge the board to obtain or move to continue the vote on this because there are serious issues in terms of both the formation of the district as well as how different Property Owners were or are included in the current and future benefits district. In addition to that, there is really no way to either contest the assessments or to figure out why certain Property Owners are now paying 3 to 400 percent more for their assessments when the actual budget itself is less than 100 percent more. This quasi Government Agency lacks oversight, transparency as well as accountability and until those answers are resolved, it makes sense to ubstain from a vote on this issue. Thank you. I have a few quick questions and in our particular our yerba bena cbd went from 160 dollars to 722 dollars, so roughly 4 times the original amount so that like your sunday paper goes from 3 to 12 dollars or muni from 2. 25 to 9 dollars. Curious what justifies 400 percent increase. Also, ask the increase proportioninate across the board. For instance the Intercontinental Hotel pay 25 thousand dollars. Would they go up to 100 thousand dollars, is it is a proportioninate thing or subjected to Different Properties and use. Lastly, i was curious where might i find where the votes were tallied from the original ballots on the measure . I was looking and unable to find it so curious if there is anywhere i can see the previously tallied ballots thank you. Thank you next speaker please my name is Marilyn Stuart and i want to make a personal statement and a statement as a residents of a smaller condo minium building. As a personal statement i spent my first few menths in San Francisco in the yerba bena district and saw the benefit of the cbd. Then i moved to my current unit which was just across Second Street from yerba bena and discovered how badly we need a cbd in our neighborhood. Now, im representing one effort which is a small building, we only have about 50 unit in it so compared to other buildsings you may think of, we are pretty small. We would not be able to afford to fund the security and clean up of kinds of activities that need to go on in our neighborhood. The need is great and we really want to follow the model of what is successful and we fully support this. It will be a great improvement to the neighborhood. Thank you next speaker. We are very inviious of their quality of life and need improvement in our neighborhood and feel our cbd will bringfelt our neighborhood is planned for over a does chb high rise towers residential and xhrjs with new Housing Units being affordable. We hope they bring in families and working people who deserve a lovey neighborhood and what will be the busiest neighborhoods in San Francisco budding the financial district and home to new transbay transit terminal and what we think is the most exciting and biggest district in the opportunity for opportunity for all. I have been a rez dent of rincon hill for 6 year jz if you notice i said area not neighborhood because we are not quite there yet. We dont have a Grocery Store in walking businesses. We dont have schools or parks but the good newicize most of thesethis are coming, especially the parks which was the initial reason for form thg cbd. Pulling together to support for the cbd is a team eeffort lead by the other residence who are here to speak today. As part of this effort i have explained and promoted the cbd to neighbors and in person and [inaudible] once i explain the benefits verses the cost the response has been positive. It is imperative this cbd be approveredism rincon hill is barring the brunt of the construction actirfbty. We need 15 million in infrastructure financing that will come as a result of the cbd. We need the cbd for the parks to be maintained. There is no plan b for parkmancy and that is troublesome. Nearly ever space in the area will be residential in the next few years. My name is john cor well and 21 year resident of south of market and the president of port side home owners association. There is a huge enlargement of the residential pop ylshz that is happening more now. The cbd is critical not just a business standpoint but for resident. Most of the new developments are very vertical and what is developing is a bunch of disconducted islands. There needs to be some organization that brings everyone today as a neighborhood and community and handles the spaces between them. In terms of security, i live said in the area for over 20 year jz the amount of street crime not just property crime, but crime involving weapons has gone up in the past 3 yearsism there was a armed autorobbery in our garage last week. That was someone that appeared to come in right off the street so we need this from a quality of life and safety standpoint and everybody i have spoke toon views this as a valuable benefit to being in the district and urge you to support it. For ll the right reasonsi cant think of any reason you wouldnt. There is a Infrastructure Development fund that represents [inaudible] unless there is a entity like the cbd to take control of that and manage it, it is going unutilized so i urge you to support the cbd that you can very much next speaker please thank you supervisor. To work with a group of people to figure out what they want their neighborhood to be. The model is nerly identical for community bft districts as well as business impruchbment district but this is the first time residential and xhrjs Property Owners are participating ina sessment district and these funds can be used for a wider variety of services such as graffiti removal, capital improvement, tree planning, park maintenance, these things we dont have enough money for. You heard me discuss the challenges we are facing, fund{prioritizing the new infrastructure in the eastern neighborhood which are rapidly developing as we speak. This is one Creative Strategy where the city and neighbors take up the challenge to create and maintain needed parks and public realm and park improvement. Knowing in the next few wreers dog patch will have over 1 thousand yinets which provides minimal open green space. Our residence and Property Owner understand the value and have the design to [inaudible] green space, parks Informal Community garden and [inaudible] to improve the long term eclogical helths of the neighborhood. This is next step for these spaces as we continue and create more. We have enough plans in the area in the Development Pipeline in the Planning Department to triple the population of zip code 94107. We do not have enough open space today. This kind of tool is a way we can work on our own ahead of reck and park and the slow planning process to get open space to support the growing neighborhoods. In addition there was no appeal of the sequa determination either. Following the approval the Planning Department recommended approval of the parcel map june, 4, 2015. The appellate filed a peal 2 days later. The appellate could have addressed her concerns related to access of sun light at the time the Planning Commission considered approval of the project rather than part of the subdivision that creates parcel that can be sold [inaudible] at the time the Planning Commission considered this project. The Commission Found the scale of the project compat wbl the neighborhood. The project volume is minimized at the northern side of the site. The large court and light well provide sun light along the northern edge. At the north end along texas street the forth floor is set away from the praurnt line reduce thg shadow ozthen appellates property. The project sponsor work would the community thrut the process reducing the height and epreliminating roof deck. Some loss of light is to be expected as a more Dense Development at the titecyte the loss of light isnt out of character for smaller jaisance properties. The project is compat wbl 2 to 3 stories buildings in the neighborhood and compareable size the buildsings across texas and mississippi street. The project undergone a public process and received a thorough review by the Planning Commission. The Planning Commission finds consistency with the policies a benefits including neighborhoods servinging retail and [inaudible] we request the board reject the appeal and approve the partal map at this time we will open it up. We presented our projects to the dog patch Neighborhood Association and the potrero booster and receiveredue maninous support. We made many change tooz design including revised the buildings facade to add visual dep tooth create a more town house design. We added 6 ground floor walk in units on mississippi and 22 street. We eliminate thd building at the corn orf mississippi and 22 street to reduce building height. We made revision to court yard lay out. We added retail space on corner of mississippi and 22 to provide a neighborhood aminty and activate the street. The project will greatly enhance the area and pulestren experience along the street front squj help [inaudible] based on our extensive out reach and Community Support i request you deny the appeal and up hold dpws determination. I think they built near full height of allowance all most 40 feet. Right now on texas street there is a 2 story drop between the top of the property at 645 texas street to the top of 635 texas street so that is quite a bulk head for texas street residence to see. Mississippi street there is not a building on the adjacent lot now. It is 25 foot lot and all is a drive way on it. There is trees on that lot. So, i think the transition there is over 30 feet. There may be all most 40 feet right there. We dont feel there is a transition, a step down from 635 to 645 texas street. The other thing is the plans on page 118, they dont show windows facing north and i think the elevations show windows soi dont know if that is a oversight or if the planners looked at that very carefully but we at least want to see windows facing the north. I spent over a year working with the neighbors on texas street as well as project sponsor and Planning Department to refine the project. In addition to Community Meetings the project sponsor i too convened sechb several meetings to discuss neighborhood concerns and review design changes and so really it is because of the work we did with the neighbors this project was greatly improved and supported at the Planning Commission and it was largely due to the involvement of the neighbors that resulted in a better design that increased the usability and desirable of the open space and better interaction between glound floor units and the streets. Retail space, removal of the roof deck and better streement on building facade, on site below market rate units and lower massing to better align with the adjacent cando buildings. I find it hard to believe the appellate didnt know the planning work was going on for this site or didnt find it necessary to participate in the process. I also believe the design of the current project with the various light wells ajaisance to the appellates property will low for sunshine on her site. Because of the extensive work put into the project is a compliment to the neighborhood and the nature of the issue the appellate raised are not spinge to the tentative map i like to make a motion tew prove item 68 and table item 69 and 70. The helths and vibrancy of the sate xhrjs corridors is important to neighborhoods around shf but especially district 3 where residence gathered. The legislation we passed earlier today will allow a neighbor business to open a second location in a prime space that is vacant. It has tameen 2 years with those permissions in place with build out to follow. The process was lengthened by [inaudible] more than a decade later the restrictions are having opposite effects stifling the health of businesses and leave thg neighborhoods with 2 dozen vacen store fronts. In the hearing on mamas of the Planning Commission we heard the north beach special use guide lines for restrictive. My staff said we would look into adjustments that reflect existing condition and the experience gained over the last several years. In the existing sud limited restaurants that donot serve alcohol are prohibited from ever applying for a alcohol license. Caf e and small restaurants licensed before the sud went into effect can sell beer and wine andinose not licensed earlier are prohibited from applying. The neighborhoods is experiencing competition fwraum the mission. The central subway construction and up coming repaving app columbus avenue and Small Businesses are struggling. My office begun outreach with adjacent residential and xhrjs groups and will step up that effort during board break to further adjust the amendment as needed and insure broad input on the matter. This proposal is nolt designed to increase the number of bars or convert neighborhood serving businesses to restaurants or bars but to bolster Small Business. Each proposed conversion requires a conditional use permit approval by abc and subject to neighborhood review. This amendment is designed to allow some of our long term businesses a economic leg up to help survive and what has been for many challenging economic conditions. Today i introduce a ordinance that establishes prevailing wage and local hiring requirements for any development on property that is sold or leased by the city for Housing Development. As the city agreessively develops and sell public land for Housing Developments we need to make sure we are providing the same wage and labor lawuse the same wage and labor law that applies for construction as we perform on our property is critical we prioritize the property for Affordable Housing to generate units in San Francisco but also need to make sherlockal residence working on these buildsings working to build the Housing Units are paid a prevailing wage and have a local apprenticeship opportunities. This ordinance is Pretty Simple and it will do 3 things. It will require any property sold or leased by the city and county of San Francisco for mixed use Housing Development to pay prevailing wage, to comply with local hiring ordinance and offer apprenticeship opportunities. These are the same requirements we aurmd demand for silty contract rbs under chapter 6 and makes no sense to remove requirements once we sell or lease the properties. For those following the story [inaudible] detained and separated from her daughter. We know it isnt [inaudible] for protecting herself and daughter from her abuseer but she was failed by multiple systems. She called the police for help once when her expartner [inaudible] each time she called nothing was done to protect her. The police [inaudible] remove himself from the space at the time. In the criminal Justice System the da stated he didnt believe this is a case of Domestic Violence just a case of one abuse chb incident. With the immigration system because she shaDomestic Violence survivor she should have been informed about resources for Domestic Violence for survivors and opportunities [inaudible] immigration officials did none of these things. Insteads they pushed to incriminate her. Tomorrow is the one Year Anniversary of superation from her 6 year old daughter. [inaudible] asian women shelter and asian law caucus as well as a coalition of Community Groups supporting her will hold a day of action here at city hall and city haulm plaza. I encourage you to join me in encourageing the California Supreme Court to overturn the charges and allow her to be reunitsed. We know her case isnt the firsto the last of immigrant Domestic Violence surviving failed. Is isnt a secret we stugal to find fundsing sources in San Francisco and the Fair Market Rent for 1 bedroom apartment in San Francisco is about 3500 dollars a month while low income house holds can only pay 728 dollars a month t. Is crazy housing situation for low and moderal income people. The shorj of homes available for low income house hold is a primary cause of homelessness. At the federal Level Congress established the National Housing trust fund as a dedicated fund to proitd revenue to build preserve and offer housing for people with low income including people that are homeless. It will [inaudible] the state of [inaudible] develop the state allocation plan for the National Housing trust funds and california allocation plan is required to give priority to projects based on 6 criteria one is the extents a project will use non federal dollars. It is the matching funds at the local level that are critical. The funding was one because of National Mobilization headed by the National Low Income Housing Coalition and spear headed by the coalition on homelessness, tendser loin [inaudible] senior and disability action network. I want to thank james tracey and others for their amazing work in the communities. The resolution commits San Francisco to match all National Housing trust fund awarded to [inaudible] urges senators boxer and finestein and nancy pelosi to support with expanded sourceoffs revenue. It is where my daughter grew up and many people grow up feeling it is their home. In the 60s and 70s there was displacement japan town like the mission. I think the street fair represents this nonl commercial grass roots street fair in one of the last [inaudible] also it represents creative expressionism in the street fair poster and represent station it is about justice self determination, redress and [inaudible] and other times eviction. Also this coming week next tuesday august 4th is the 3 aith 8 anniversary of one of the darkest days in San Francisco history, the forced eviction of 200 tentants from the hotel. 6 to 8 p. M. Commemorating the fall of [inaudible] in manila town center 868 kearny street. 3 thousand people created a human barricade to prevent eviction 200 immigrant older residence, filipinos and chinese. We called it the International Hotel complex. It was their home. This day is remembered for a decade long fight in that helped ignoit the tenant right movements and across the u. S. Today is the International Hotel sat is transformed to provide loincome housing and senior house frg communities involved. This symbolizes the struggle to [inaudible] and civil rights and housing justice. For the mu naungs like uncle [inaudible] from china town and many others it represented a place that was their home and a fight for the cities soul and future. Toort asian americans, African Americans and latinos and [inaudible] today we have to learn from the i Hotel History and apply it to todays conditions. Shees was a 61 euroolds retired muni operator in Customer Service who was strick and killed by a truck on 33 avenue monday july 20 about a week ago. She was crosing the street in the outer ripmind and died at sf general hospital. She was a muni employee over 30 years. Mrs. Kelly is survived by alforeladyo arona and [inaudible] grand children,icateland [inaudible] in addition to serving the city as a muni employee rose kelly also volunteered in the community. She served for many years in the nursey of San Francisco general hospital. She is remembered by friends and family for quick wit, generosity and love of life. Tragic ly kelly kills was [inaudible] pulestren killings like this are the remind frr a urgent for road safety and safe streets for seniors and street funding. Eerfb year about 30 people lose their lives. These deaths and injuries are unacceptable and preventable but have to challenge our culture of speeding and dangerous driving. In the spirit oof mrs. Kelly, lets continue our work with walk sf senior and distublt action and Pedestrian Safety action to improve street safety. As a member of vision zero and work with the mta on safe routes to schools. People with disunlts and seniors and kids and familiesism hopefully these measures will continue to meet the cities vision zero goals of ending traffic deaths by 2024. Supervisor avalos i just have one item for the imperative agenda that ill briefly talk about it. It is a resolution that marks the 70th year since the balming of her oges mu and nagasaki. I spent a weekend reading bare foot [inaudible] it is graphic novel from the eyes of a kid surviving her roges mu. The run up to the bomb being dropped in her roges mu and what his family went through in termoffs suffering and deprivation and hostile government in japan to had bomb being dropped and seeing his world taken away from him kw the years sponet dealing with radiation and family members and friends dropping one by one coming to rideration sickness. From the eyes of a young kid who was incense in experience of causing the war or suffering of a human being. To me it was incredible to read and the message from the book is we should not forget what happened, the suffering that went on. I honor my kids and their future and want to do a resolution recognizing that we are at 70 yoors from the balming of hero sheema and nagasaki. The kaets august 6, 1945 and august 9, 1945. I want to the make sure this resolution also is not providing justification for the bomb nor condemning the bomb happened but recognizing the great toll on people not just the immediate victim squz those that suffered radiation about all humanity. Today colleagues i attended a pres conference for preserving Affordable Housing at frdric Douglas Hanes located in the Western Addition and it was actually built incluberation with the community under the Redevelopment Agency with Third Baptist Church. It has a powerful history. The late Mary Helen Rogers lived in this property and was very ininstrumental in its construction. It has 104 units, 80 percent are section 8 tenants and todays press conference was to stop the sale of this Affordable Housing complex by the non profit responsible for the care of this complex. This would completely jeopardize all these units and last thursday i was first along with the residence informed of the sale and it was disturbing and timely since i was inl new york last week with the San Francisco Mayors Office of housing learning and exploring what new york is doing to aggress vly builds new afordable housing yurnts and also preserving their existing Affordable Housing stock. Some may be familiar with the blauzio housing goal to provide a ambishish 200 thousand units of Affordable Housing but what is less whidely known is that number include 60 percent of existing Housing Units. Preservation is at the forfront of this house plang, preserving Affordable Housing is key and 40 percent of the plan is for new production. Like new york, San Francisco must prioritize existing afoblt units like fredric Douglas Hanesism plike new york, San Francisco acknowledges many units are developed using financing that require affordability but they are only affordable for a limit time. [inaudible] concern to me especially because many of those units are in my dist rblth and the San Francisco Redevelopment Agency which put together the deal to make it possible no longer exists. Right now in my district the Fillmore Center has 223 affordable units whos rent restrictions wim legally expire in december 2017 if we do nothing. 223 house holds, is about 500 people who can see their rent sky raup rocket. In addition to the Fillmore Center, there are developments in other districts that have in fact the same fate. We are work wg the Mayors Office of housing to look at a variety of ways to keep tenants safe and protected in these units. In new york i learned about tax incentives, Grant Programs density bonuses, using a erft to preserve and build Affordable Housing. In San Francisco, we need to acknowledge that we dont have a comprehensive Housing Preservation plan and working together with the mayor and Mayors Office of housing and other agencies to sauchbl the issue, we can do it as well as supervisor cohen. To solve the problem it will cost money and require creativity. Im willing to be front and center in this fight to protect our existing Affordable Housing stock and working on legislation coming this fall in order to address some of these issues. We were fortunate today with the Fredric Hanes property Third Baptist Church worked with the community and our former City Attorney lieu ease reny to file a stay in order to stop the sale and there is a lot of things happening behind the scenes with the residence in order to make sure we dont luce the 104 units. Colleagues i want to bring this to your attention and make sure we all Pay Attention to our existing affordable when she graduated [inaudible] she married [inaudible] a Tokyo University graduate who pass td away in a automobile accident. In 1956, she took 2 week voyage by ship back to the United States and pursued a career as a language teacher. Also i should mention this in memor mooreium is on behalf of myself and supervisor kim. It was here she met her second husband, mr. [inaudible] and at that time she organized a japanese language class for adults at marina junior high. Her curriculum was integrated into city college [inaudible] knowing the benefits of learning the japanese language at a young age, mrs. Hoary also introduced Japanese Language Programs at loelhigh school and George Washington high school. The programs were emensly popular from the start and continue today. Because of her leadership she was asked to be the principle of [inaudible] which is the first japanese government sponsored pool in the San Francisco bay area. We honor her life todaysorry. That never happen before, i apology. I honor her life today as a incredible teacher and pioneer whonishiated the Japanese Language Program in San Franciscos unified school district, the First Program of its kind in the nation and in she is survied by her children. She had 4 children and 4 grand children including her grand daughter who is yoin joining us today [inaudible] is here today, if you could stand. Thank you for being here today.
