Supervisor kim is the author of this item shes not here yet why not acknowledge supervisor wiener thank you very much madam chair madam chair last week this item was before us i asked to adjust the ami for the configuration housing applied to Group Housing to up to 90 percent of area medium income instead of 55 percent that covers the lower ends of moderate income we have a massive gap in terms of our production of moderate Income Housing and housing at the high ends of low income this is seemed like it make sense to politically apply to offer a somewhat higher ami percentage four Group Housing we before we introduce that amendment weve worked with the District Attorneys Office and were advised we could do that the City Attorney didnt have as much time to review those things so shortly after the hearing we were advise by the city Attorneys Office that under prop c we needed to keep it at 55 percent thank you to the city Attorneys Office for was it also does to do a continual review and after the hearing we will, of course, honor that advise so ill be after Public Comment making a motion to retract the amendment that i amended and we approved last week to be in guidance with prop c well do that after Public Comment. Hello, im katherine the president of the selma Residents Community association and i represent People Living in 4 buildings tmcs over 4 hundred residents we represent from young kids up to seniors and Affordable Housing is something that is necessary for everybody there is too much luxury housing being built and therefore to have Group Housing to be excluded to be be mandated not inclusionary Group Housing is a disservice to all the residents of San Francisco because theres a lot of people that are struggling i myself was homeless at one point my son is homeless a vet i know many many people who are homeless or struggle to make it or People Living in a tiny sro home for which of years it is important we get the homeless off the streets to give them back their dignity and make that easier for them to be able to turn things around quickly you see me, im the president of the association on disability but 2 analyses years ago i was homeless to be able to turn things around quickly housing is crucial so ill express about you to remember we need to include housing for ink including those are the thirty percent a lot of of us are struggling we want our dignity back thank you very much. Thank you. Thank you. Next speaker, please. Good afternoon, supervisors im alexander a Community Planner with the tenderloin Community Association were happy to find out that supervisor wieners amendment will be withdrawn we didnt support it, in fact a lot of people turned out and go like like this to say we approve inclusionary hope to have Group Housing the way it was written many of us agree an inclusionary dial is to aid i hope youll vote to apply inclusionary to Group Housing thank you. Thank you very much. Thank you. Next speaker, please. I just want to explain i support the statements that were made by the previous speaker who represents the same community where im from and want to congratulate you on further maturing rollins the earlier proposal was nodded o not beneficial to the community i want to point out that health care is a pretty good ouch u all the next target to include health care pertaining to dental programs for people that dont have coverage a lot of people dont are having tooth decay so the next guess rehabilitation allocation for health care include that as well as i want to step back on another topic for the things with the Sheriffs Department the sheriff kept that person that murdering murdered that female at pier 14 he explained he followed the constitutional law those charges were dropped against against that person and he has until 12 clock maintained to release that person so if hes following the procedures hes going against that and that female was murdered thats discussing and that sanctuary law is in violation of the constitutional and people that are treated like theyre not here illegal. Was not fair to kate steinle so we need to withdraw this thank you thank you. Next speaker, please. Thank you for holdings to hearing im sam with faith fools i work and little in the tenderloin i want to say i support the inclusionary requirement for Group Housing but the number of people that showed up today for the discussions that are promoted by the proposed amendment tells us really that the slice of the pie for affordable is too small 12 percentage is too little and seek to raise the cap it brings to bear a kind of competition for a small pills of the pie part of the large conversation how we the the affordable and low income and thats a very nuance conversation that i think has to happen in places other than a subcommittee of the board of supervisors thank you for your thoughtfulness there guess no easy answer onto how we look at it your patience is much appreciated thank you. Next speaker hi good afternoon to everyone and my name is emmy i live in tenderloin 10 years im a board member of the tenderloin Filipino American Community Association im here today to support supervisor jane kim proposal to include Group Housing to comply with the inclusionary ordinance it says all developers create a market rate housing must provide 12 percent of the units are prices affordable to households earnings 55 percent of ami we believe that is all these Market Rate Developers should contribute to Affordable Housing stability but insuring they comply with the inclusionary ordinance im a senior and have Health Concerns and i know that many low income filipinos living in the selma tenderloin are being displaced because of the not Affordable Housing im concerned about the proposal supervisor wiener to only provide Affordable Housing for households making 90 percent of area in the mind protect arena or rather than the inclusionary ordinance those are alarming the present for developers to not comply with existing inclusionary ordinance many low income people seniors people with disabilities middleincome families not able to stay in San Francisco if Market Rate Developers like Group Housing developers will provide thank you. Thank you. Your time is up thank you. Next speaker, please. clapping. maam in hat, sir can you wait yes come on come on youre next youre next. Can you help her out . Thank you oh. Im a resident of tenderloin for 20 years now a member of the tenderloin filipinoamerican Community Association first, id like to thank supervisor jane kim for proposal to insure that our proposed housing should subject to the same requirements as mandated in inclusionary ordinance i have lived at alexander residence at the Senior Housing for 20 years i wouldnt be living in San Francisco had it been for the tenderloin Affordable Housing i am concerned that if the proposal supervisor wiener is passed this will offer double housing crisis in San Francisco so i ask supervisor wiener to reconsider his proposal and withdraw this amendment to inclusionary housing to 90 percent of area middle income but support supervisor kims proposal to insure the Group Housing compliance will have inclusionary ordinance thank you clapping. thank you. Next speaker, please. Good afternoon. Im the Vice President of the council Association Im stressed because but this basically is asking for this companies that has the money and funds and resources to give more money saying to them please you have plenty dont give were going to pay for the necessities we all low income have to give more if our rent gets raised were not going to be able to survive cut food and health care and, yes pay more rents does that sound logical to anybody so, please vote on something percentage that makes sense were struggling to pay real things like cell phones and food and those who have the money to do not so good thank you have a good day. Thank you. Thank you. Next speaker, please good afternoon. Im james i live in the tenderloin and month of my remarks are directed to supervisor wiener because of what. Sir, sir actually your remarks have to be directed to everyone. Okay. I came to San Francisco and have 35 in my pocketed i worked and got out of the shelter and go on sro now im old and disability and poor so at what point is if described that which con judicious i should be sent from San Francisco because i cant live here anymore we need housing we need housing we can afford not to put more in that only people with money can afford thank you. Thank you. Next speaker, please clapping. come on you guys know the rules show our spirit lets see okay there it is please. Next speaker. Thank you im colleen from the sthoilgz Foundation Im glad to hear about the City Attorneys amendment soiled this legislation will go forward as written i think that one of the reasons why this is an issue that is so important to us because for sthoilgz weve been in the tenderloin for 65 years and ive been working at st. Anthonys for 10 years over the lifetime working there when i started working you know market rate small ramps without kitchens were actually affordable to our guests people on ssi and people on extremely low income arrest ssi is the maximum amount is 889 around 10,000 a year those types of rooms are no longer affordable for people another motivator they used to be it would be great to talk about ways to expand the housing opportunity for people that are lowest end of income in our city and i would love to be part of that discussion as we go forward. Thank you. Next speaker. Hello, im the general meadows i live downtown for 40 years the housing situation this right here represents the 12 percent and this represents the 80 percent of housing that we for people that have more money than we do our city shouldnt be put under the burden for the places i think you should work for the benefit of all people there are hardly any homes for the salaries what youre doing is fort worth about the poor youre saying that the poor the poor are here you know this why are you working them so much but at what costs will you do this the more you push with people with more money the less poor people will be able to stay and when the higher prices the poor will be pushed out it effects everyone there are a lot of proposals in the Group Housing room for them and us the poor Needs Housing like Everything Else so build housing for them not in a building but rent housing and then at the same time make housing affordable for other people that is fair if you want money youll continue to push towards this but god is looking at you next speaker. Oh. Hi my name is hi carol i live in the castro id like to thank the previous speakers for their comments supervisor wiener and colleen from st. Anthonys and alexander from tmcs as i observed this process over the spring ive noticed it went down as a the community spoke out the neighbors in the tenderloin came into relationship with the developer i am happy to see people coming and talking to each other like taking into account the desires of the current residents and neighborhood is really important and the general we need more housing for everyone in San Francisco at all levels thank you for all your work on that. Thank you. Next speaker. Good afternoon, supervisors David Elliott louis an activist for a number of tonight organization including the county participating and well have a network of another member here a couple of things im grateful that supervisor wiener withdrew his amendment the amendment and the one that supervisor jane kim and commissioner avalos put forth i totally support we have to not only for the inclusionary percent of housing but look at the percentage of ami at 55 percent of ami is good having inclusionary housing at 90 e. R. 80 percent ami is not good and thats not the inclusionary that 12 percent go onsite the 15 percent is a low new i know that supervisor jane kim has done better we can be more inclusionary and have more inclusionary housing with a lower ami cut off no more than 50 percent of ami that helps not only the middleincome but the middleincome poor people are left out of the ami inflation but people that are working class might have a chance we have a Housing Trust fund a quarter of a Million Dollars that is unsent come on time to realize release those inform people that fall to the introduce extremely low income and also figure out the expense for a system that supports those additional people moving into the city with all United States new construction i know that supervisor calls for transformation linked to thank you. Next speaker. Good afternoon my name is ryan im a Community Organizer with tmcs i want to echo this is good it is withdrawn it is out of compliance with the voters will if prop c i want to put out a call to provide more housing for people in the city especially on an affordable scale it is clear that people are angry and upset and prepared to fight and take it to the ballot looking at the moratorium and a number of weeks and days people are prepared reporter this is not what we need and propose more loopholes around the lack of Affordable Housing in the city and the crisis with the people in the tenderloin and low income communities the low income communities we need to put more effort and more policies and ballot measures that support the people to stay within San Francisco and i also want to applaud supervisor jane kim and commissioner avalos to work hard to do something about it thank you. Next speaker hi ive moved to San Francisco the city and county of San Francisco when i was 23 years old i want to see the medium income evaluated and ive used the San Francisco numbers we needed a different economic and income disparities in our communities otherwise were subsequent to the impacts that was recently passed by the Supreme Court and also micro grauch if you dont make the Housing Available for the people who are working and descent and trying it is micro grauchl i know we can do that were the headquarters for star trek the federation we can do this thank you.
