Good morning mark sends his regrets a busy time in sacramento and many things to do so hopefully, ill cover the bills in the ethics matrix a just want on a special session the governor declared a session for transportation and infrastructure to data number of informational background hearings basically outlines the need for transportation and infrastructure for the solutions for new revenues that could be pursued so, however, most of the funding and discussions have been around the need for highways and roads not so much transit a push from the vehicles local government to bring that into conversation theres been a modest number of bills introduced in the special session ill go over in a second first of all were proposing two new recommendations for the legislation from the first is the ab 744 which would relates to eliminating the minimum parking requirements around the in fill areas around the stations and the Planning Department is supporting this and the section regular bill is ab 902 basically currently for minors a dwefks program they receive a ticket for a vehicle code things like bikes infractions they countys encourage get education rather than a ticket and the proposal to extend that to everyone for diversion for bikes running stop signs the first is a b x one one that mandates the loans in prior years of Transportation Fund to general fund the second is ab x one, two is expansion of the authorization for the building in the regular session and finally constitutional amendment x one one protects for transportation revenues if they have passed in the current session were recommending a new cigarette time Senate Package of transportation revenue increases revenue bill 16 and similar x bs one one by senator bell the increase in the new gas tax and a vehicle fee along with other packages this would be a 5 year program again mostly for local highways we are also reading the spot bills in the extraordinary bills session and waiting to get controls hopefully more details. Good morning with the Transportation Authority theyve seeking the cms for manage the increase of the liability on the freeway corridors in San Francisco from phase one and two of the cms study are from the caltrain grandparent and appropriated for cal grant this subject is the phase two and the Transportation Authority board approved the cms phase the report set the foundation for the took analysis in phase two by developing an evaluation frame goals moving more people and increasing the triple liability and increasing the neighborhoods adjacent to the freeway corridors this contract was waterway for a procurement process on may 8th for a request for the scope is in our packet the preproposal conference was held and 4 proposals by the dew date met the dba goal and the sfmta and caltrain interviewed the banks on june 3rd and unanimously recommended the firm the team has been experience in planning in the region in east bay and south bay and the objectives and the limits of the environment in San Francisco and the development and screening of a analysis of like scenarios the a team that is here today will address the additional questions the c h s team and the solutions this is an action stem were seeking to award this contract im available to answer any questions. I am megan with the San Francisco department of health and tom maguire of sfmta to give you a brief overview of the Progress Report included in your paetecs. It includes a number of update and we have some highlights that we wanted to include in addition, to the Progress Report. We include the op ed in the San Francisco chronicle authored by mr. Reiskin we had a site visit from the national highway Traffic Safety administration. Direct craft of the California Office of Traffic Safety and representatives from the California State Transportation Agency and a number of other federal, state, as well as our local officials and task force participated in this daylongest. And we were really excited at this opportunity for vision zero to be of interest with respect to how it could be what lessonslearned could be translated to other jurisdictions . And also at the federal and statelevel. And we really had a great opportunity to have an afternoon workshop, with the task force, as well as these representatives. And out of that workshop was a number of our leads from Vision Zero Initiative facilitated different workshops on topics including funding, engineering, evaluation, and policy. And the findings of this workshop will be summarized in the report that will be given to our federal and state partners, with respect to what can had they do to help us move vision zero forward . We look forward to sharing that record with you and it will be included in a larger report to be shared with secretary foxed. Were very excited in the last month in a that the San FranciscoUnified School District passed the resolution of bike to school date. Nice photo. Were up to 14 of the 24 projects complete and we painted painted safetea zones along howard street, as well as the very complex pedestrian interval at intersection of 4th and king, alongside the rail tracks there. So were more than halfway through our goal of 14 in 24 and i believe we have three more projects set to be complete in the month of june. On the education front, my colleague John Knox White is going to be here to give a much more detailed update on what the education strategy is . , but the highlevel update, there is now an education strategy were really excited about what that means to talk to the public in terms of vision zero. Im going to jump down to the policy piece, to give you an update on Assembly Bill 1287, the forwardfacing transitonly lane enforcement camera bill. This bill is sponsored by Assembly Member chiu. It has moved out of the Transportation Committee and it is moving over to the senate. There are a couple of opponents to the bill, primely the tripleas or automobile associations but were confident that that bill will keep moving through sacramento. And we are prepared for the legislation to pass. Were prepared to begin implementing the administrative and citationrelated infrastructure its related to january, 2016 for ab 1287. On the evaluation and data piece, during this period the vision zero epidemiologist at dph worked with ski key staff from sfmta and our agencies are now coordinating and collecting on a monthly basis a final count of traffic fatalities. We have started publishing them. So that the data is transparent and can be known by the public on an ontime online fatality map including up from 2014 to the most recently completed month. And finally we have a more detailed update on enforcement, that command mannix will be giving. I will turn the presence over to her now. Good afternoon, supervisors. This slide you are looking at right now shows our collision numbers. And from 2014 to 2015, 1st quarter same time period you can see there is a 56 drop in fatal collisions. The other collisions categories four categories in the statewide forum and these are them. We do not generally take a noninjury collision report. So that is why you see four categories. There are up slightly, but down in the most vulnerable number of ped and bicycle collision that. Is a positive out of a negative right there. Any questions about that slide . Why do you think the numbers have decreased . Were very early on in this program, the education and enforcement. In 2014 the San FranciscoPolice Department wrote more citations than in past history. I know district one has been really great on that. Im curious how the other Police Districts have been . I believe that is the next slide. And here no, im sorry. I have in my pocket i have the entire Powerpoint Presentation i gave last week to two different bodis that show what each Police District is doing. Some are up. Some are down. There is a myriad of reasons why some are upanddown. 1st quarter of this year, we had 20 funeral escorts, numerous dignity visits including the president and 40 citywide events including the bay to breakers that ties up a lot of resources. Were out there protecting the public in the interest of public safety. When we facilitate large events like that. These again are comparison numbers from 14, which again as i said we wrote more citations than we have ever written before. The difference is 600 citations total to yeartoyear. To were down 2 yeartodate. Im just curious for those stats, and going up quite a bit from last year it was going up quite a bit and now its kind of stagnant. Is it a matter of drivers actually paying attention a little bit more, or is it a matter of the resources for our patrolmen that would give citations or reduced because of other issues . I would hope to say it was the first example that you gave, that drivers are learning and not only is the person were citing being educated, if you want to call it that. The person we pulled over being educated, but everyone that drives past during the encounter with the police officer, hopefully they are being educated as well to obey the law. The second part we are issuing citations. You know since the end of november we have focused on congestioncalming, if you want to call that. Oblock in the box south of market area and issued almost 4,000 citations todate, five days a week. That takes away from our focus on the
