Thank you very much madam chair the towing contract expires at the end of this month so the mta has asked us to extend the contract by 8 months until mark of next year before the at a time theyll come to us with a long Term Contract i ask for your support on that extension one change that is an important one in this contract is one that ive cabin furnishing for for quite a few times and i know colleagues you support that is to take a much more fair approach to owners of towed vehicles that have been stolen right now when someone has their car stolen and it is dumped in San Francisco the person has 20 minutes to retrieve the vehicle from the police on site if they dont get there within 20 minutes it is a challenge the vehicle is towed and then the person has a lot of 4 hour window to retrieve the vehicle and after twentyfour hours the storage fees accrues and other fees so as someone that is has been victimized is then effectively victimized again by having to pay hundred or thousands of dollars to retrieve their car from the tow lot even though the person didnt do anything wrong theyre on the hook for hundreds of thoisz thousands ever dollars weve seen situations the thieves amount to a value higher than the value of the car so the person simply bans the vehicle the vehicles a awkward to pay off a portion and the owner is responsible for the rest this is an unfair system last year you recall i relayed e held a hearing and had a lengthy discussion what can be done i introduced a resolution which colleagues you passed unanimously calling on the mta to address this issue of towed stolen vehicles when the contract is up for rebuttal and to treat owners of stolen vehicles more fairly i want to give the mta credit for taking the request from this board seriously and coming back with the contract extension for the long Term Contract with a different approach to the owners of towed stolen vehicles specifically the mtas administered through fee of 266 is waved for only san franciscans can be reduced by 50 percent by nonresidents of San Francisco the mta will wave their storage fee that is a daily fee and also the contract towed fee of 228 will be waived for san franciscans and nonresidents in addition the storage fte fee is 68 plus a day instead of having a 4 hour grass period to retrieve the vehicle San Francisco residents will have a 48 hours grace period and nonresidence twentyfour hours grace period those are all movements in a positive direction which will give the owners of stolen vehicles sixth more time to retrieve their vehicles without having to pay tow fees or reduced so colleagues, i ask for your support and this contract extension thank you. I just wanted to articulate why ill not be supporting in i understand we do need a contractor to provide this type of service over the next 8 months as the mta has rhd out the service but why today two weeks before the contract is set to expire another minimum this should have gone out 8 months ago and so mta knew that that is a 10 year contractor starting in 2005 this should have been done i understand one of the reasons that mta has given the changes in the policies around stolen vehicles they needed additional time for an rfp if it was valid it would have been the appropriate time this one giving the board options whens we have time and also how it impacts the option at this point, i feel that you know the board we have to support this otherwise the service will not continue to be in existence we have to pay one hundred and twentyfour hours thousand dollars because no leverage of this negotiation so again, this happened from time to time with the departments for me it is a philosophy option vote i want to see this come to us sooner and why this cant come to us the does want should let us count i know it is not possible to get out to bid i venture support the polar it was outrage for a person to pay the tow vie fee and the incredible inconvenience of getting their car stolen i think the fees are outrageous for anyone the fees are way too high weve had this conversation both supervisor carmen chu we want to examine the tow fee for any of the residents it is a fixed fee regardless of your income and has extraordinarily problems with the low income walker and the middleincome those fees had should be reexamined and the tia key process our fees compare to other cities our fees are way higher than other cities the example the city find a way to give more warnings to debiting give residents the change awareness this is penalizing way to enforce the parking laws i understand we need to make sure that cars are not in certain lanes during rush hours i would like an overall reconcentration but not supporting this together it should have been brought to us 8 months ago. Thank you madam president i do want to thank supervisor wiener for the work i will be voting no on this for the reasons that supervisor kim outlined i do have concerns about the process and the timing of this and i worry that because of that well end up paying more than 400000 more i have to say that i share the concern in terms of the amount of those fees i paid those fees before and i know that was not an easy thing for me, you can imagine how this impacts lowerincome folks that i think will have a tough time so i think that reimplication of the level of fees that should be charged is appropriate so for those reasons ill be voting no day today. First of all thank supervisor kims and supervisor campos for their remarks i think we all agree tow fees not only in San Francisco but a lot of the cities are excessive in terms of the impact on people weve made improvements around people that trial video no culpability because their cars are stolen and dumped there are also plenty of people their cars are not stolen but they missed a sign or whatever the case and ends up being a problem in a number of areas in the country my understanding is that tow fees are pretty high in the bulk of the bay area not only San Francisco i think that has to do at least in part with land values and labor costs are higher than in the bay area than other parts of country but especially when iuoe i look at our towing lot the rents is steel high this is not to say that the fees couldnt be lower but the partial examination i want to say ive been critical in the citys approach of the towed stolen vehicles not have auto return auto return does what we ask them to do automotive return we have a bad history of tow contracting with rampant corruption in terms of the previous contractor it is a terrible, terrible situation auto cleaned it up and everyones views of the fees the operation has been professional listed and well run in addition the mta drives the revenue from the tow counteracting and to changes to the tow contract have revenue impacts on mta and muni 80 percent of parking revenue goes to the Public Transportation system so what ill say to colleagues now we have actually grate tuesday an 8 month extension over the next 8 medias theyve think finalizing the krashlt with auto return thats an 8 most window for the members of the board to express their views of how the fees should be different and part of that conversation where the money should come from when we had our negotiation is mta around the approach to stolen vehicles part of the conversation if you go with this option we lost one Million Dollars if you go with this well lose 5 hundred and so on and so forth so trade offs for Public Transportation so colleagues ill encourage you to be involved in that conversation and gnaw our views to the mta and be unproductively involved to have the best contract every.
