Hi, im corn field and welcome to doing building San Francisco, we are doing a special series, called stay safe, how you can stay in your home safely and comfortable, and we know that an earthquake is coming and there are things that you can do to reduce the effects of the earthquake on your home. Lets take a look at that. Here at the spur urban center on Mission Street in San Francisco talking about staying in your home after an earthquake. I have guests today, pat buscavich and his dog, harvey and david, and both Structural Engineers and we want to talk about things that you might do before an earthquake to your home to make it more likely that your home will be ha bitable after an earthquake what should we do . Both structural and maybe even important nonstructural things. You hear about how to prepare an earthquake kit and brace your book shelves and water tank and that is important. What you have to be careful is make sure that you are not going the easy things to make yourself feel better. If you have a bad structure, a bad building, then you need to be looking at that and everything that you do to keep your collectables in place is small and compared. If you have taken care of your structure, then there is a lot of stuff that you can do in your house that is nonstructural and your chimney and water tank. Lets talk about what the structural things might be. And he is exactly right. You dont want to make the deck chairs safe on the titanic, it is going down, you are going down, you have to make sure that your house is safe. There are basic things that you need to do including bracing the water heater, not just because of fire hazard but because of the water source and the damage, but basic things are installing anchor bolts, and adding plywood and strapping your beams to column and posts to footings and foundations are really easy things to do and most contractors can do the Building Department is set up to approve this work, and these are things that every home owner should do, and it is a little harder because you have to get a Building Permit and hire a contractor. But you want to be able to after a big earthquake to climb in bed that night and pull the covers up and say i dont have to worry about going to a government shelter. That is the main focus that it is great to have an earthquake kit to be able to bug out for 72 hours. Here is a better idea, stay in your own home and in order to do that you have to be make sure that your structure is okay. If you have a house, the easy things to do with the wood construction is feasible. If you have a renter or you live in a concrete building, you need to talk to the building own , and make sure they have done their Due Diligence and find out what the deficiencies are. When i have looked at damaged buildings,vy seen that a little bit of investment in time and money and structural work provides great dividends. Especially if it is the wood frame, typical house that you can do the things that i was talking about, the anchor and the plywood in the first garage area, you know if you refinanced in the last three years, get some of that savings and it is a really good investment. And the other thing that i try to tell people, earthquake insurance is not the solution to the shelter in place, if there is a big earthquake and your building is damaged, you are not in your house, you may be somewhere else, if you work in the city, it is going to be really hard to commute from sonoma you want to do what is necessary so that your house is retrofitted and a couple of years of earthquake premium could get you to a level that you could be in the house after a significant earthquake and it may have damage and there is still a shelter in place where you are at home and you are not worried for the government taking care of you and you are living in a place where you can go to work and you want to have your wood frame house is really easy to get to that level. On top of the wood frame house, i mean every wood frame house in the west half of the city have a water tank and the water tank fall over because they are gas fired and start fires. And that is something that you could do for yourself and for your neighbors and for the whole city is make sure that your water tank is braced. If you look at the studies that are predicting on fires, we are going to have a lot of fires and for every water tank that is braced there is a potential of one less fire that the Fire Department is going to have to fight and we dont want to have any more fires than we need to. So bracing the water heater is the first thing that you want to do. And so easy, and you go online and you google, earthquake, water and heater and you google the sites where you can find the details and you can put them out there on the Hardware Store and you can hire a small contract tore do that for you. That is a couple of hundred bucks, the best investment. If you are in other types of building it is complicated. If you are in a highrise building you just cant anchor your building down because there are no anchor bolts, but at that point the tenant should be asking questions of the owners and the managers about earthquake preparedness and dont take the easy answer, oh, our building is safe it was designed to code. That is not the right answer, ask the tough questions and see if you can get a report that has been given to you. What is the right question . Will i be able to stay in my home after the expected earthquake . Is that a good question to ask . Yeah, you may be more specific if you talk to the owner, if it is not a recent building, if it is ten or 20 years old see if they had an inspection done and there you will have a written before that will tell you all about the structure. With that what i would like to do today is propose and everyone got this circulated before, the ordinance is in committee for sth housing bond but well is one Going Forward had however the resolutions can get passed out today. I want to thank supervisor avalos for his advocacy and well talk about the budget items in a few weeks but excited about the budget process and the Affordable Housing aspect and the 10 Million Dollars we were able to add to the Affordable Housing bonds. With that i would like to make a motion after discussion with supervisor avalos as well in terms of protocol. Item number 7 would like to make a motion to raise the bond to 300 million and make a motion to table item 8 supervisor farrell made a motion to amend item number 7, is there a second . I just want to afirm that the cosponsor for item number 7 is and i am okay with the tabling of item 8 and i believe what we have in terms of a larger bond and money in next years budget for increasing the amount of money for Affordable Housing is well in line with what i was asking for and working toward for money ofern all in the bond so im supportive the new larger bond. I want to thank the Mayors Office for the work to collaborate with us on this and look forward to seeing how we do at the ballot sfr visor campos thank you madam president just quickly want to say im also supportive of the separate and specially proud of the fact that besides the addition to the bond that in the budget process that we were also able to include 25 Million Dollars which we hope will be made available as quickly as paunl in terms of funding Affordable Housing moving forward. Grateful to the mayor and the Budget Committee for visor farrell and collectively. I think this is something as a body we should be proud of. Thank you supervisor campos. Supervisor mar thank you president breed, im very pleased we are a united board on the housing bond. Im pleased the mission dist rblth sitesd will be looked and there is increase addressing the displacement within the Mission District and other communities facing eviction and displacement. Im appreciative of the increase from fwo 50 million to over 300 million. Thank you supervisor mar. Supervisor kim since everyone is hatding their name ill add my name to the 310 Million Dollar bond for Affordable Housing. It is great to see unity for the bond. Last year we were able to pass a [inaudible] spernt the money on acquisition rehabilitation and single room occupancy hotem squz rent controlled buildings in and the construction of new Affordable Housing ourerize dns are living in today. Unfortunately the last 2 times we moved forward with the bond we were not able to cross the thresh hold so the dollars are needed over the last decade. I believe with the strong unified support with this office and Mayors Office not in just supporting it but making it our Priority Campaign im optimistic well be able toget our voter tooz pass this a priority of the spending of our dollars. I thichck there are a lot of good things in here, not just acquisition rehabilitation and production of new Affordable Housing and it is good to see there also provision from middle class Home Ownership opportunities as well as site acquisition in the mission, something we heard from our residence on a month ago. Im glad to see we were able to raise the dollar amount without raising property taxes for our residence and think this is a positive piece moving forward this year. Thank you supervisor kim. As i mentioned at the Budget Committee i wanted to do and im really glad that we are going to be unified in this effort and im pretty sure the unifiication and effort well be able to convince the voter tooz support this very important bond measure. Whether you have a home or not have a home, if you have a home you probably have family members or relatives that probably need to find somewhere in San Francisco to live. This goes a long way. I dont think this is the end of our discussion around housing but it is a great great next step thank you supervisor yee, supervisor farrell colleagues thanks for cosigning on the resolution. Item 13 amend the planning code to [inaudible] along deviz dareo street in place of the deviz dareo district. [inaudible] various section thofz planning code and amend the zoning map to make changes that conform with the code amendments and aafirm the Planning Departments daermtation under sequa supervisor avalos these items came to my attention at the last men minutes. They are need meeting up foothe standard we proved by the voters last year. 33 percent affordability. We are giving a bonus here for these sites on deviz dareo and fillmore and yet we are nat actually increasing the iblt of affordability and think that is inconsist wnt city paults weez craftded for the voters last year and the voters supported. We also know when we actually create housing that is not affordable it creates a demand that is greater without it for Affordable Housing. I would like to see if there is a way that we could continue tees items for later on the agenda and think about how to add language about deepening the affordability this year because otherwise it is at 12 percent and well see housing built at a high density and doesnt mead our demands. This came to be at the last minute orwise i would have had a chance to talk with president breed whos district this was in. I would like to motion that we refer this item later in the agenda and [inaudible] perhaps on possible amendments just for clarity, im not making any amendment tooz the legislation. It has been through the Planning Department and land use and there are certain guidelines that restrict partials that are of a certain particular Square Footage like for example the divisadero corridor will need a conditional use permit because it is over 10 thousand square feet. In terms of affordability it adds more unit for affordability and again this is a really not the best time to have this discussion but i dont want to move this item to later in the agenda and would like to see it move forward. So i wasnt necessarily prepared to have this discussion. President breed you wouldnt support increasing affordability of the projects . They are 2 Different Things. This is 2 Different Things as it relate today commercial transit. This wit add additional housing and increase the number of affordable units. If the lot is over 10 thousand square foot amount it goes through a process of needing to get a conditional use permit to help around the aadditional Affordable Housing that is requesting developing on the lots 12 percent is less than 33 percent approved by the voters last year. Sorry supervisor avalos typically i would want to support legislation like this, it increasing density but dopet support 12 percent affordability and will be voting no thank you supervisor avalos. Supervisor kim i want to make comment because i sit on Land Use Committee and we had a discussion of these 2 ordinances at committee and i actually understand the concerns supervisor avalos brought up. There were questions i had when i read the planning code amendments over the weekend. I will say a couple things, i do think the thereis a question that needs to be had on the board when we increase the number of units built on certain sites which this legislation does, but what is sth benefit and the cost and are we insurer there are befores to the community when we confur blfts on the developer. What made me feel comfortable at land usei was worried about taking away the minimum Square Footage for units, a because i dont think micro units create more Affordable Housing. It duntz necessarily address the Housing Needs we need to see in the city. I know there is debate about this on the board. 2, that we confer a benefit by allowing more units to be built on the same unit. A couple things helped alleviate the concern, one the 40 percent requirement for 2 bedroom unit or more will be kept in place insureing it is not just 150354 feet that can be built and profit from. As we think about what is means to raise affordability we are limited in being able to do this outside a area plan so when we do a change to a [inaudible] that doesnt allow us given the Current Conditions of the charter to increase affordability just by increasing this benefit. That being said i think for visor avalos raising a good long term question as we continue to make these amendments in the planning code and should thij long term to set consistent policy on balancing benefit tooz the developers and benefits to the community as well. I think we should to work on this. I know we are having a discussion about the implication of the Housing Trust fund met. In 2012 given the Economic Conditions we are seeing, but i will see supporting these 2 amendments moving forward today thank you supervisor kim. Supervisor wiener im supporting both pieces of legislation today. I think the idea of creating a neighborhood commercial Transit District on transit corridors is the right direction in terms of housing policy in San Francisco. We did this on upper Market Street and in glen park and other parts of the city as well. What it basically says is along transit corridors quh is where we want more housing, we relax density control in terms of the number of units. What the rational for limiting number oaf unit it doesnt make sense along a transit corridor where you want more unit of housing. Having more units of housing means more Affordable Housing. Whether it is 12 percent or 33 percent, that is going to go up. The number of affordable yuts go up as the number of over all units in the project go up. I also think in terms of Affordable Housing, i do not think that is the kind of conversation you have in termoffs whether it is 12 or 33 percent in the context of one neighborhood commercial district. That is a city wideory neighborhood wide discussion for affordability levels so that is a conversation we should have and are having. I want to make one last point and appreciate supervisor kim and i have a different perspecktdive on the microunit issue. By pure coincidence this morning i talked to someone who lives in the micro unit south of market in one of the most expensive neighborhoods in the sit a and pays 1100 dollars a month
