Serial traffic offender cuffed in hit-and-run that hurt little girl in Hallandale Beach, cops say

Hallandale Beach police arrested a 37-year-old man they described as a “habitual traffic offender” after they said he sent a young girl flying after he hit her Monday morning, then left the injured girl at the scene.
