Typical duties include: The Managing Executive is responsible for all operational aspects of the Division of Examinations (EXAMS), including programmatic and organizational planning, human capital management, procurement, budgeting, administrative services, project management, and risk management. The Managing Executive is responsible for leading change across the Division. The Managing Executive is also primarily responsible for the direction and management of large-scale agency programs and operations to efficiently achieve specified goals and objectives. The incumbent will assess, recommend and implement efficient business process improvement projects to optimize EXAMS’ workflow processes and enhance EXAMS’ knowledge and content management capabilities. The incumbent has the overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations.   Typical duties include:   Analyzing and distilling important business and operational information in order to accurately contribute to a number of agency reporting requirements. These include: current data on performance metrics, the annual management assurance statement, position requests, and a host of other ad-hoc reporting requirements related to the administrative and operational offices and/or functions. Representing the division on key agency governance committees responsible for evaluating agency financial, IT, and enterprise risk operations. Participating with appropriate organizational components across the SEC in planning and evaluating the overall program of the Commission. Developing, conceiving, planning, and implementing policies and guidelines affecting broad, emerging, and/or critical division-wide programs. Translating new requirements or priorities into program goals, actions, and policies. Helping the division respond to the impact the changing regulatory environment may have on staffing and organizational needs. Developing and implementing programmatic or new strategic initiatives and proposing policy recommendations on matters concerning the business and infrastructural support of EXAMS. Analyzing complex problems and devising innovative solutions including applying project management principles, supervising, monitoring and evaluating projects, and resolving difficult problems related to planning, development and operations. Overseeing strategic planning, management reporting and systems monitoring. Qualifications All qualification requirements must be met by the closing date of this announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education. BASIC REQUIREMENT: All applicants must possess the following J.D. or LL.B. degree –AND– Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SO-01: I possess at least four years post-J.D experience identifying legal issues, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents, which also includes at least three years of specialized experience: Managing the business operations of a legal, audit/examination, financial, regulatory or federal organization, which includes managing AT LEAST three (3) out of the following four (4) functional areas: Time and resource budgeting; Human capital management; Planning and executing information technology or process improvement initiatives; and/or Operational or external-facing risk management; Developing and refining organizational policies, processes and measurements to assess and improve with innovative strategies and plans the efficiency and effectiveness of the organization’s operations; AND Managing information technology initiatives including applying project management principles, supervising, monitoring and evaluating electronically stored information (ESI), and resolution of difficult problems encountered in the planning, development and operations of multifaceted IT systems. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
