Senate says no to 2 rules changes

The Arkansas Senate on Thursday rejected a proposed Senate rule change that would have prohibited any senator who owes state "back taxes" from claiming per diem reimbursements, and a proposed rule change that would have barred any senator from placing more than one bill each day on the Senate business calendar.
