South Carolina Association of Counties (SCAC) President Roy Costner III will meet with elected officials and county administrators from Allendale, Bamberg, and Barnwell Counties at 4 p.m. Thursday at Barnwell County Council Chambers. Costner was elected 2023-24 SCAC President during the Association’s annual conference last August and has been conducting similar informational meetings in counties across the state.
