San Francisco Mayor London Breed and other local officials gathered with LGBTQ couples and community advocates on Valentine’s Day to commemorate the 20th anniversary of the "Winter of Love," when then-Mayor Gavin Newsom ordered the clerk to issue marriage licenses to same-sex couples.
