Flags are being flown at half mast on public buildings across Cheshire West following the centenarian's death on Monday from Covid.
Winsford deputy mayor Cllr Nathan Pardoe said: "Captain Tom inspired all of us with his efforts to raise money for the NHS when it was needed most.
