Safety Harbor moves forward with plan to honor city's first Black commissioner

Back in 1964, Safety Harbor elected its first Black city commissioner, William “Bill” Blackshear. Now, a year after his death, the city is planning to honor him and his legacy with a big celebration and a mural.
