Russia fails to surround Avdiivka, prepares for urban block-by-block fights

Russian forces appear to be preparing to fight their way through Avdiivka after failing to encircle the settlement, the U.S.-based think tank Institute for the Study of War (ISW) wrote in its Jan. 25 report.
