Every training in from today across the globe. Welcome to moscow into r. T. International. My names, you know, your company. We begin with breaking news from argentina, a true superstar in every sense of the word football legend, Diego Maradona has passed away at the age of 60. His lawyer confirmed his death from a heart attack in buenos ariz this wednesday. Morris all know was considered one of the greatest footballers of all time, a world cup winner and joint 5th year of the 20th century alongside pele. He was never, far from the media spotlight, both for his actions on and off the field on the joined by our europe correspondent, peter, all over. Peter, for people of a certain age. I think its not hyperbole to say that Diego Maradona was football, wasnt the just an incredible life. An argentinian legend, a global icon, but one not devoid of troubles either. I dont think as many people like myself. They grew up in the 1980 s. That didnt want to be Diego Maradona when youre kicking a football around as a kid, its a sad day for football fans around the world. It will be particularly felt both in argentina is home in naples, where he played some of his best football phenomenally, diego marriage, daughter was hero, to many a villain to some the devil that played football like an angel. He will be sadly missed as a character. But he certainly lived a life 60 years old. He fit more into those 60 years than most people would do in a 100 lifetimes. He started his football in korea at home in argentina, but it was in europe that he really burst on to the scene in 1982 signed for barcelona for then world record feat of just over 7 and a half 1000000. 00. He spent a short time with the catalan giants his time. There was marred by fights on the pitch off the pitch with the clubs management, with the clubs owners hierarchy directors, anybody who he could fight with. He pretty much did. He did win 2 trophies while he was there as well, but he later moved on to napoli and to italy, where put again, a world record for this time, for just over 10000000. 00. And that 1986287 season, he pretty much won the Italian League for napoli by himself. He played in a team that was a very good team, but it certainly, but i dont think its for think its fair to say wasnt the greatest team in italy at that time. But him being in that side, he was the talisman, he was the mecurio player, he scored the goals, he made the goals he put the tackles in. He raised the spirits and he drug that thats not police site to the league championship. In 87, they won it again in the 8990 season as well. While he was there, he picked up also some european success as well with the u. A. E. For cope internationally though he is argentinas favorite son, and im including messi, of course, the current incumbent of that number 10 shirt. I think its fair to say, particularly on this day, everybodys thoughts are going towards towards Diego Maradona when it comes to who is that greatest . Number 10. If you started out his International Career in the 82. 00 world cup, it wasnt a great one for argentina and self found himself pretty much mogue by the italians during a group stage. Much that was as far as tina went in 82. 00 in spain, but it was 86. 00 in mexico. That was mara, donnas world cup, coming from england myself. Its the quarter final against england that comes to mind immediately. He scored one goal. Its known as the hand of god wary. Well, he put it in the back of the net with his hand, but his 2nd goal in not to want victory against england goes down as the greatest officially the greatest goal of the 20th century. As maradona picked the ball up inside his own half beat 5 england players before dropping a shoulder and leaving the england goalkeeper Peter Shilton lying on his back side as he slotted it into the into the goal in the final against west germany. Mara dano was mocked heavily through that game. It would still no one in german football journalism. Shaw in german football journalism, shortened as maradona marking what they did there. They had 2 people on him at all times, trying to stop him from playing. One of those was low to mattel. Yes. Regarded as probably the best defender of his generation. Marathoner was still able to get that half a metre of space and play through the ball that resulted in the winning goal. As argentina won 32 in that world cup. His International Career came to an end in 1900 for the world cup in the United States, where under a cloud of some sort see tested positive for a performance enhancing drug and was sent home in describe a scene maintained up until the day he died. That it was, it was taken by accident that it was something that was in a supplement that was different in the United States than it was in argentina. Books, he did have his problems with Substance Abuse from the 1980s. He struggled with cocaine addiction, also troubles with alcohol as well, and it saw him leave napoli, the club where he was loved to idolize, and is still viewed with religious zeal in the Southern Italian city. He left there under a cloud in 1992 after a time on the sidelines following a ban for testing positive for cocaine. Really one of these players that transcends football. A said he was the person you wanted to be as a kid, kicking a football around as a beautiful video of him, warming up before a game for napoli. The song life is life by opus is playing on the sound system in the stadium. And hes just kicking a football around to the song. Its a beautiful piece if you get a chance to look at it. Fantastic. Summing up of the talent of the man, but he transcended football. As i said, he was a big figure in left wing politics. He was a friend, if it, del castro, the former cuban leader also very publicly met with figures like nicolas maduro. Known that his way let it all could have been quite different. Though in 1977 mara donner was almost set to move to england to play football. My Hometown Club sunderland were set to sign him. He wasnt allowed to move in the end because of argentinas military dictatorship. Donna had said at the time, no is revealed in a documentary. If i dont get this move, i will retire. Well, he didnt get the move. Thankfully he didnt retire because he brought joy to millions. I dont think thats an overestimation to say millions of football fans around the world for the kate is videos of it. Videos of him will be watched for a very long time. Is see the greatest of all time. I think on this day in particular, you have to say yes. You know what a life or europe correspondent peter oliver ticklers through all by peter. Thank you. And i spoke to a local journalist based in the city of la plata. Where do you go for a dollar was still officially in fact a coach on till just last week. He told us the whole nation of argentina is devastated by the news brought together in mourning for a man who went beyond sporting and social borders to unite them. The whole country live in really special the really what is really, really you have to understand that its like the argentinean here no matter which you are from my own or represents. The, argentinian sort of even goes beyond that. I would say in d. C. , there is no one like there were my other one descends. Its the argentinean in every since some people are saying that god had died because some people believed in mother on a leg like something else. Because many people in argentina, in our, especially in these stars with a lot of people are suffering. They find in some lines, you know, are the, gives us experts are claiming the astra. Zeneca covert vaccine is not very effective for older people. The british Swedish Church has undergone phase 3 trials on earlier. Its developer said it was up to 90 percent effective u. S. Government organization. However, states the figure cant be applied to all age groups. But is that based completely on Scientific Research or is politics and economics . Perhaps somewhat a play to your shorties. So essentially this whole thing is about the discrepancy between what the manufacturer of this vaccine is saying. And the claims made by us researches and us specialists who also had a look at the ceremony. So when on monday astra zeneca published a press release saying that the average year that on average this vaccine is 70 percent efficient. And it gave an explanation to this figure as to why. Essentially they said that there were 2 groups of people who participated in the clinical trials. One group of people was given 2 full doses of the vaccine, while another group of people got a smaller dosage. And they are saying that in this 2nd group, the vaccine was actually 90 percent efficient. While in the 1st group, it was only 62 percent efficient. Some people asked questions as to how exactly a lower dosage of a vaccine can be more effective than a larger dose of but now americans have had a chance to examine this ceremony as well. Theyre saying that it has nothing to do with how much of the vaccine a person gets. It was more efficient, the 2nd group that got a smaller dosage. They were aged from 18 years old to 55 years old, while the 2nd group were the vaccine turned out to be less efficient. Had some participants who were over 55 years old. And so theyre saying that this is the main reason and not the amount of the sarah, and that each person gets is how they put it. There are also differences in the age brackets present in the quartz in the 1st received those and fooled those who lose had a cap on the asia at the age of 55 when theyre older, people included in the city did receive to lose and to lose i have to say this is how vaccines often work because a younger person tends to have a immune system and therefore stronger immune response develops more antibodies then, and all the person on average. So it could be its, but the question is rather why would astra zeneca leave out this information about people being differently aged from its initial report and why we are learning this from a 3rd party astra. Zeneca is looking for f. D. A. Approval because the us is a huge market for the vaccine with a huge demand for the vaccine. So the american side said that this difference in dosage. Yeah, you know how much each group of people was getting of this vaccine apparently was an intentional. According to the u. S. Specialists, it was just a mistake. This was a change in the way the quantity of vaccine the amount of vaccine was tested. And when they, when they realized that there was an error or a change in their approach in technique used, they corrected it. Astra zeneca has been losing value on the markets. A lot of people are skeptical because weve had our scientists have had really little time to study the virus. And so people will be asking questions. What exactly they are suggested to be injected to be injected into, into their bodies. So its sort of a message and a lesson to every producer over vaccine that the more transparent they are, the more details they give out right away, the better it will be, because people dont want any more surprises and they want to feel safe. Live from moscow, this is r. T. International. We keep the news rolling 90 seconds from join me every thursday on the alex simon show. In the world corrupted, you need to descend to join us in the death or a mate in the shallowness of an hour into the program. Welcome back. A British Travel agency is giving wings to a backlash facing quantas early ways after the early announced they would push for International Travelers to require a covert, 1000. 00 fact seen. Or you wont be allowed to board the Tour Operator announce that will no longer do business with quantas if it decides to go ahead with its no job, no fly zone and we feel that bodily autonomy with regard to medical intervention is a personal choice and not something to be forced onto people by businesses. We are not antivaccination, but we are pro choice. There is a huge difference between coercion and making a free choice. Well, nowhere a line has ever required passengers to have an injection before boarding a plane, but there are, has been mixed reaction with some healing the agency for taking a stand against squanders a lot of people. In fact, those unimpressed whoever. Ringback welcomed the idea, saying no on t. V. , or should be allowed on the flights. Well, lets dig a little deeper into this story. Its an intriguing one, isnt and we have got live on the program. Keith vest a london based migration expert and also francesco deserto, a professor of european law. Its got a lot of peoples backs up gentlemen, this story, i tell you what, when we say were going to run into a lot of reaction. Can we kick off with you . What right does an early line hard to dictate whether a person can travel freely or not . Well, the airline has a responsibility of ensuring the safety of its passengers. And also, of course, complying with the rules and regulations of the not only the departure country, but most importantly, the destination country. I mean, you all know that, for example, the carriers Liability Act in the u. K. Is that if any carrier, such as an airline brings somebody into the u. K. , who just not have a lawful in title meant come i. E. , a current visa of the right nature. Then that airline is fine and also is required to return the person of its own cost. Likewise, i mean really, countries do have free travel Health Checks which they require people to be full granting them. A visa in the classic example is on to her kilo says sort of things of, of that nature. So, this is not really a new concept. I mean, i understand the Civil Liberties argument to the end of the day. People arent forced travel. They choose to travel, and if they choose to travel, then theyre going to in these difficult, pandemic times comply with regulations have satisfy the airline safety. Francesco australia, or new zealand, they were both extremely quick in, in shutting down. Theres been a lot of restrictions for quite some time in many cities down there. Is that, is it not right for an early line, which, although is privately owned, has got very close links with this ruling government to err on the side of caution and just hopefully for a short period do Something Like this. And then hopefully not that. Well, its going to be never going to trial or interesting that the strain in government has distanced itself from mr. Joining the c. E. O. Of continents. I dont think i fully accept what mr. Besta said. Negro obligations and so on. But, but i do not believe that an airline can impose of its free will no job, no fly. I think that that would be rather foolish. Personally, i really believe that governments in europe and nice throughout the world need to agree on a coordinated response to this kind of thing. This, this really does raise some very, very profound questions about mobility and the carrying of potentially lethal diseases. But again, this mr. Best says theres nothing new it, but its how you deal with this new phenomenon thats, thats quite interesting. Keith polls show that millions of people oppose taking a covert vaccine. Thats not all anti voxer is its, its normal adults. People who are Healthy People who look after themselves, its, theyre saying that listen, it should be our choice. And if we want to travel and we will do the test before, one will show that were healthy. And therefore we should be able to board with the Aviation Industry already struggling. Youre going to have her lines that are going to be in some trouble if, if maybe theyre boycotted because of this. You know what, i understand those arguments very well, and i think we might be having a slightly different debate if the question was not so much about whether somebody had actually received the vaccine. And of course, theyre all still experimental at this stage. So we dont know the viability or the of stickers see all that. Any of those facts seems at the moment other than whats been portrayed by the pharmaceutical Companies Developing them. But i think wed have a different debate if the requirement was that people should be tested before flying to see if they were actually carrying the virus or not. Which is slightly less than saying theyve got to have an injection to which some people might object. But the trouble is with the testing. Of course, i mean you can be tested one moment and that shows you may or may not be carrying a, a virus. But the very next moment you may be picking it up and then transporting it and infecting or the in danger of infecting other people. The vaccine, assuming that you do is a and have set to facts seen and does actually prevent people from getting the disease. And moreover, not just getting the disease, but also from spreading it because thats a separate issue in a way of but with some of these vaccines that, that, of course, is a far more certain way of ensuring that the passengers, your carrying ones who are not actually going to be infecting other people. Its more effective them than the, the whole question of just a sting, which is only a moment tree satisfaction as to whether your door lot, francesco africans, and people who travel in africa will know very well that a lot of countries there require a malaria job or other vaccines to enter many, many countries. If you dont have it, youre not getting in how different in reality is this. I dont think its different, but the problem is the challenges that the governments have to agree to do. This cannot simply be on the initiative of the, you know, a private outline. This is, this is about public order. Its not just a private contract between an airline and a passenger. There is a parallel in europe, of course, that i experienced this summer. That new would not be allowed to fly or less you were wearing face coverings. So in many ways, we know how to deal with it, except of course, asking people to engage goes through an invasive procedure, a slightly different. I think the other thing to marry mind of course, is that the general tendency in europe for not to make max a nation these days anyway, compulsory and that in trying to encourage people to do it through Public Education and so on. So i think that this story is going to a long way to go actually remember, states do have the capacity of stopping people coming in if they have one of the listed diseases that are very dangerous to human health in the European Union that i think i know a little bit about thats one of the grounds where you can exclude people from coming into your territory and indeed you can expel them. No, thats a bit late. So i think the public authorities are really going to have to deal with this in over the next 5 or 6 months. Karen cohen just say for 1st of all, of course airlines doing requirements which are not necessarily the requirements of the country a destination. The classic one is that they will refuse people to fly if they are drunk. If they are in need, in some way. Now, the country of destination will not have a requirement that you have to arrive in that, in that country, not in the variates. Its not the airline does that for the purposes of other passenger safety. So its, its not novel about airlines actually making requirements except that the. d requiring a vaccination isnt a quality difference from what ive just described, but at the end of the day, you know, this is going to be a matter of personal choice. If we were dealing with an airline that has a total monopoly on all air. Well that would be a different issue, i think, but you know people will vote with their feet if. Ringback they dont like travelling all of their lime charge. She makes this requirement, then its the airline. Its going to suffer in the end of the day because evil wont travel. It can, can i just come in . I dont actually think that this is an issue of choice. In there and then it wont be simply because of the spread the contagion factor across borders. I actually believe that the su will only be resolved if it is dealt with at an international global, certain european and beyond level with rules that apply to everybody who wants to travel, whether its testing or whether its next, a nation and so on. I dont actually think that a sort of piecemeal, you know, one hour line does x. And a number of the airline does, why . It is actually acceptable simply because you need to have an overall sense of control and management all the virus and how you treat the virus rather than a sort of piecemeal. Well, lets see how it goes. And here i want to lie has actually done. So i just you make a very good point and of course its a point that. d travels far more widely than just question what airlines might require. I mean, its the whole issue about the pandemic, different different standards in different countries. I mean, the fact that the world health organization, which does estimable work, still really has no teeth, it cannot require countries to actually comply with certain regulations. But i think this pandemic, if its done nothing, has actually proved to be that a virus doesnt respect national boundaries. And therefore that we do need to have thought that global coordination and Global Standards which applies throughout the world. So. d i fully am in agreement with that contention. Francesco, you got the last 15 seconds. I think we just have to watch this space. Lets hope the back works. For most people and governments actually agree on a coordinated way forward. Pleasure speaking to both of you. Thanks for taking the time to share your expertise, professor of european law, francesco and keith, best london based migration expert. Thank you both. Thank you.
