I think we need to look at the way that the laws are what laws police are and forcing are viewed one of the biggest things with the now narrative of defunding these its not going to solve the problem i talked just a couple days ago about a breakdown of looking at all the ability of the police have which is what the public wants to do away with they want to do away with a certain type of use of force there which generates from why the cops are there in the 1st place in other words was it a proactive or reactive interaction with the public and when you break everything down the force thats used with Law Enforcement on a citizen which is missing with the public is complaining about as is might why are they enforcing laws in the 1st place what are we looking at and specifically what i look at is war on drugs and the 2nd amendment firearms if we look at and we structure why police are dealing with people who are usually interacting with drugs and guns youre going to take away 95 percent of the issues that stem from proactive policing so the 1st thing we have to look at is not the street cop we have to look at the laws that theyre enforcing we straight away from the constitution want force and become massively Revenue Generation and we have to look at what command and village officials are having are cops doing its not a problem for the police its what the officials are asking them to do thats a different perspective than i have heard same question to you. Well a Community Policing is a redundant term youre looking at one of the biggest issues i have is the standard of men and women who are hired today im 45 years old i dont want to 21 year old male showing up to my home if he hears the neighbors complain about a noise complaint at my home if im if im with my spouse or significant other what does let Life Experience as a person help you know the problem and if we look specifically at like chicago Police Department im singling them out if you have you know the conflict between a community of color and the candidates that are there a majority of the time youll have somebody whos of occasion on the north side of chicago lets say whos spent in the academy that person then bends there or there are 3 months in the academy or 3 months on efforts you know with this preconceived notion about the area hes going to be sent in due to the other exposure from the other a seasoned officers there we know has social media which is tainting the view of the communities of color left and right showing them to be a community which is out of control you have a very impressionable lack of Life Experience candidate now going to police these neighborhoods with a bias so we have. Looking at the quality of person were bringing in we need to bring in more salespeople we need to get more retail people people who have verbal skills to be honest one of the worst things that Law Enforcement ever did was require a College Degree you cannot teach on humanitarian issues by sending somebody to college and i can them to come back to the community and garland what do you think about what they teach. Well i think that thats not the issue i think that we miss the boat when we talk about teaching when we look at some of the agree just things that weve been seeing online some of the viral videos you know an old man being pushed down people being mercilessly beaten right in front of a camera we have to finally accept that there is a problem within the culture of Police Department you train people the rules you train people the laws but they go out into the field and they learn the culture and we have to you know it is is the the United States and states a nation of laws are a nation of people with a nation of people and so what we have is people that dont use the training that they have and they dont apply it correctly because there is a bad culture thats what we have to start looking into and oftentimes that starts from the top we need to put Police Officials into department Police Departments that will hold their officers accountable that will address this from a culture perspective and recognize you cant train away a person whos just going to walk up and bop an old man in here with a stick or knock him to the ground thats not training thats culture people who accept it as an ok thing to do within the context of of their job sticking with you protesters i mean they talk about this institutionalized racism how do you define that and how do you fix that. I think what we have to accept is that the 1st thing is that its not just institutionalized racism within the Police Department that this is a reflection of our current country you know some years ago i bought a new car i went into the local coffee shop and walked out and someone told me yes somebody said dad you were probably a drug dealer and they said you know i know that guy hes a cop so if Police Officer. Thinks that im a drug be able because im i have a new car its its because thats what america sees and we have to accept that what were looking at is a reflection of american views of minorities and its not just that Police Departments though come into america they come out of. Were not just looking at minorities or well look at everybody across the board you know we look at the culture culture is going to breed new cars and a specific type of car thats your towards drug dealers we are going to look at you know if you have 4 black eyes in a white neighborhood youre going to get a perception from copies of his Training Experience and the exact same things from a white guys in a black neighborhood based on that 20 years and the area thats around you know before you would mention that you want to remove a command staff policing their own but then you want to talk about putting commands to ethnic accountability or training the double edged sword in the eggshells the cops are have on as their training is in the us and i think everybody can agree on a number one they need more funding but if youre going to sit there and have the training is given to keep the peace and maintain order in a free society the onus i do agree needs to be on the police that you need to step up their game when it comes to Community Relations but were talking about an older man who comes up and its opt on the head by Law Enforcement we have to acknowledge that the media is not giving the Law Enforcement a fair shake by explaining the totality of the circumstance which led to that old man pushed well if youre if youre going to sit there put the onus on the police i have no problem with that i agree with you i do think more citizens need to get involved with with. Panel checks and kind of understand how they do it but we also have to hold the community accountable because this is a relationship between the police and the public now expect the police just to have the well this is where i will last but guys i mean do either of you actually believe that you know any sort of racism can be solved by legislation or training i mean if not what do we do dominick. You know you cant youre never going to be able to breed out any type of bias crime is cultural and i dont care who says what youre going to get a certain hispanic crime certain black crime certain white crimes and any seasoned officer who is not restricted by their Department Policy will tell you as such so youre going to get a bias formed by an officer who has been working in the same neighborhood for 10 years plus 5 years plus youre never going to be able to wind up legislating that out because simply the fact the culture is indicative of the crimes are committed with it so unless youre willing to attack the culture 1st know thats thats the common denominator when you think. Youre not going to solve it i think thats a pretty high bar what you want to do is mitigate it you want officers to know that in the number one you want them to understand the constitution i had an officer come to me one day and see you know i saw a black guy walking down the street with 2 white kids and not to me and and i thought there was Something Weird about that so i went over and pulled them over with the bottom line is that absolutely unconstitutional so officers need to understand what is and isnt constitutional and they need to be you know that countable. I think some at some point their officers it are now well and are told whats constitutional when it comes to race and then of course as i said theyre not all that accountable afterwards and real quickly gentlemen ive heard from my own contacts at police chris apart across this country that you know racism is within the force itself can you speak to that from your personal experience as dominic.
