Welcome back police in the United States are becoming increasingly stigmatized amid the ongoing black lives matter protests a major in the tolls the Police Department has been criticized for arguing officers arent specifically targeting africanamericans youre says cited statistics on crime which he claims show black people are in fact being fired on by police less than the figures would expect hes now being investigated by his own department for those comments well i can speak live now to the man at the center of story travis yates major in the tolls of Police Department in oklahoma thanks for coming on to speak to us travis 1st of all is that an accurate reflection of your situation and the comments you made and one of the repercussions of being a you still in working you suspended. Im still at work and you know the interesting thing was i did an interview about a week ago when i was little Response Data i wrote our other dots data that is pretty Common Knowledge states the kind of refutes that mainstream narratives and what happened is the media your to that data that i cited they put it on mean and said that i was actually advocating for shooting more people is just absolutely outrageous whats happened and of course its as you can tell its just completely destroyed me and i think it goes to the story theres one narrative that you have to subscribe to and if you go if you go off of that narrative even if you cites data stats and research theres this really destructive attitudes towards you that people want to shut her down do you think. He would have wouldnt it differently given another opportunity because i mean he sounds it sounds bad doesnt it suggesting that people should be more than they are being children on the stand that doesnt sound good. Well what happened was is that of course you know you look back now and you think i should a new senate sign but what happened was i it was a 40 minute interview i was talking a lot of research and i said 3 specific sentences in the interview the 1st sentence was i cited this specific research and then i said the sentence that is is you know gone viral but then after that students maybe after that since that nobodys report i actually said that this isnt me saying this this is the data and of course i said it in a way welcome time to kind of competencies you know everybody is buying into this narrative that police are kind of honey blacks down the street killing them and when you look at the data in the research it just doesnt reflect that and i was hoping people would sort of understand that but unfortunately at one pacific use out which really took me out of context and twisted a lot of things around that everybody else starts all a suit and is just going downhill and exits and shorts you know weve got to get to a point we have a dialogue about this and that dialogues got to come from 2 different places with all the Different Research data out there and it seems like since i talked about something that people generally dont talk about they kind of went after me as a messenger instead of looking at the actual question as in the stand youve been with in Law Enforcement for the what 27 years best part of 3 decades and im asking a bit more about that in a moment but i just want to 1st touch upon the fact that will you is seen throughout those decades of Law Enforcement new very high profile examples of Excessive Force used by police and the age of them resulting in riots the sort that were seeing now in the United States so its all very well talking about the to stakes do you understand the problem lies with the abuse of full blown Police Offices on the new occasions yeah yeah theres no question you know were not a perfect profession we have a lot of we have made lots for the last several years but youre you have those isolated incidents roccos and instance that occur and especially on body camera video theyre shown over and over again so i think the general public thinks lets have all the time in the states we may. 350000000 contacts year and obviously the fast majority of those are not in the instance and currently use force less than one percent of all arrestees but when that mistake happens you know were all healed which the end of all blame for that we should root out no theres no theres no a place for Police Brutality or racism or Excessive Force anywhere but i think the thing that bothers a lot of officers here ias is when it happens somewhere everybody gets the blame for that and i think thats unfair. You cool the mistakes on many of the occasions when protests the followed its somebody has been shot dead they werent even armed the the charge well this is sufficient of the crime that they were carrying out was something extremely minor sometimes someone stealing signals shot dead someone just driving in the car pulled over that there are no mistakes all they surely that stems from something much deeper which brings the question is the systemic racism within the Police Forces in the United States well let me go back i mean if i cast all those mistakes on mistake i mean obviously Law Enforcement stakes the last person that commits crimes rive is a completely different viewpoint there so we do make mistakes were human but we also unfortunately commit preparing a signings and weve all seen that played out either when it comes to systematic racism i unfortunately have been a minority here in the states where i have drawn the line between there is racism in Law Enforcement its awful we need to read it out but when you talk about systematic racism thats thats a possible recession right and when i look at across profession 350000000 contacts when all that data is compiled you simply dont see that you know and i would encourage your audience you go to the Washington PostPolice Shooting database and they come palma status or us and you can go back and look and since 2016 if you want to look tough simply about the unarmed individual shot by Law Enforcement if you break it down between africanamerican and white its 3 percent unarmed white shot in the arm and 2 percent on what unarmed black so theyre very even numbers and you know its race isnt a factor generally those numbers should be even and so theres this theres this narrative that you know blacks are shot at much higher rate unarmed why its the truth its weiser actually shot with a black but i think theres theres a real steer here in the states to actually talk about that and what ive been trying to say is weve got to be able to talk weve got to be able to we can at least talk about those facts its really hard to move forward i absolutely agree. We have problems in session ive worked my whole career to try to group. Actually we have individual races but i will tell you theres races in all sports but it wrong weve got to do everything we can to root out because its been see places where. You made some interesting points there about it you know its individuals who are guilty of racism its not the Police Forces themselves i mean i dont think many people doubt if you go through some of the high profile cases the likes of eric garner Michael Brown freddie gray bolton sterling philander because still most recently george floyd that any of those people chances are its very likely theyd still be alive if theyd been white so if were talking about individuals who are racist do you feel that the recruitment policies of the respective Police Departments is failing is letting down all the Police Officers as well as the members of the public why is more not being done how are guns being put into the hands of racists. Well thats a big question and i will tell you that in Law Enforcement here in states every every town is different every city is different every state is different every department and so you know what you just said there sounds pretty awful im not saying i may not be. Permitting that to happen but you know its in Law Enforcements best interest to root out any racist people or bad behavior people have background before we hire of the and most departments are doing very exhaustive background checks you know all the way to you know i mean when i was recruited they went to my hometown and went to my high school and talk to everybody so we have to do those background checks on the funny and because once they get in the agencies it could take time to figure that out and so it really is in our interest to do that because if we dont do that we have a lot more so you know you you threw some big things out there and obviously we dont all those cases are all a little bit different but when it comes to you know problems or treating problems as racist we have to root out in the beginning there looks that behaviors are going on. The problem solve a piece of power and use of Excessive Force by police and us human goes right back to the Civil Rights Movement has been going on for you know 50 is. Can you understand why the recalls even like a Public Movement to defund the police force do you think that that is the right direction to go in given that the problems have been around for so long isnt it time to try Something Different or is this the case of just making a bad situation worse if you if you start to defund. Listen we have to acknowledge that there is a history here in america especially with Law Enforcement and you know to new use of color you know its a very ugly history my kids and i we watched selma and they watched this and whats next going on right none of us were alive that happened so a lot of our young kids even myself its hard to imagine that you have to understand there are people on the day that were encountering that lived through that and so they have a completely different perspective of the we have so we have to understand that we have to be sensitive to that i have probably been guilty in the past of if when a lot of facts and a lot of data and not always a sense of that people may view that differently but thats just who i am you know i believe in research i believe in and they thats out there but. Im sorry man what was your him something about the deal with the in funding main the big you know its a strong reaction emotional im political within america that a lot of people suggesting now we need to just you know what this whole system back of how we police. Problems in america we need to give them less money yet you know thats a thats a dangerous proposition for a couple of reasons 1st off its it was difficult to make those cop of huge decisions garnered emotional town its very emotional theres a lot of tension going on here in states because of obviously the soiled case of rats with so its pretty awful but thats a huge huge decisions youve got to really think about Law Enforcement in america isnt well funded now you know most of our proportional koester are around 90 percent so you Start Talking defunding to 10 percent level or a 50 percent level now youre going to be losing officers on the streets and you know. Paperclips you know so youve got to have a replacement there because if you do some police or police are able to respond because they have somebody to investigate crimes get somebody to listen get rapes problems that still has to happen because crying is still going on bombing crimes specifically in a lot of our big cities have risen in recent years so youre going to have to have some sort of Law Enforcement element i think were we have gone astray in america is Law Enforcement has been tasked with doing things that we never had to do from the mentally ill that that system is broken so Law Enforcement the final straw that we end up you know we still hardly ever go to the stop because 20 years ago we have to go to all the time its not because this area is more mentally ill its because the funding has been cut so much the Mental Illness mental ill section of our society and the same thing is with with a sorts of different areas so now were being tasked with doing the things about city percent of the people unfortunately at shoot this countries are are mentally ill and forcing off which it doesnt always know that on the front end so i actually like trying to find some programs other than Law Enforcement to try to take some of that burden away from Law Enforcement which you. Cant do is you cant take funding to Law Enforcement and then asked Law Enforcement do the same exact work just to be very difficult to do. Amid the current george floyd protest demonstrations theres been video taken of members of the Police National guard members showing their support for the protests is lets just were going to play a video not have a look at some of the. You. Know how you know a. Lot of photographs as well around the global media the police you know bumping fist touching hands showing the solidarity for the protests this is just a lot the Police Members completely sympathize and agree with what the protesters are doing do you what do you make of the situation at the moment is quite a big divide within the Police Forces themselves and i dont think so i see you know here in america we have a long history yes. And i think we we people need to exercise that right and we need to have the ability to keep them safe i havent seen anyone get upset about protests we dont really turns to violence obviously thats a big story but you know peaceful protests i think is great for our country unless people express themselves in la times change can happen but i have not seen that divide im not saying it hasnt happened out there but ive certainly seen. If you look at whats happening in seattle at the moment where several blocks i think ive been taken over the. I dont know what to call the militia call the members of the public and the police seemed quite reluctant to get involved do you think the they the police are a bit unsure about where they stand now about how much they can do and how much force they can use. Yeah you know i think Law Enforcement is very timid and very scared i mean you look at my situation i literally spoke out about David Research and it will reach toward my name you know 27 years in the business and they just completely just destroyed me and so i think Law Enforcement when you take when you take that seared on the streets you have to deal with individuals and sometimes you know people fight or they commit crimes you have to come in contact with them sometimes and force you to force us to be use and i think there is such a unbalance of what we can do what we cant you know you look turn out of the code pandemic you know they were having us arrest soccer moms in parks and now you have riots and you know we either dont arrest or we go in arrest and we get to plano and we get arrest you know video has just changed the game over here in the states because whatever we do whoever is perceiving that video on the other end just makes a decision whether thats right or wrong actions back off so i do think theres a lot of a lot of sort of team that on lets say what you do and unfortunately and in my position i have not always been timid i would say i just always kind of follow the path that i tell the truth and i think thats the right thing to do but the truth isnt always pop with total a lot about the negative accusations that have been thrown at Police Officers in america. Because theres no downtime theres a lot of great Police Officers and they do extremely difficult jobs and i dont know what place of his get paid but i can imagine its kind of a very big amounts of money for what they do you think that the police are getting a really Bad Reputation based on these ugly racist incidents that weve talked about and also for example if you remove police altogether which is what some people are calling for surely a lot of us will end up dead in a ditch very shortly for a lot of criminals just take control yeah. You know there is no doubt that the social media aspect of it and viral videos has impacted us and thats kind of unique got to think about it you know if you go into a restaurant and you get sent in a way to you dont take that out on the entire chain of restaurants. Law enforcement seen a different light you know something happens in minneapolis all of Law Enforcement is responsible for that and you know its patently unfair for school and there are some very good Police Officers and Excellent Police agencies and i seek we see a little bit of salt about that because it is at 930 nobody in their job want to want to have the sense of somebody else laid on them but i think that does go back to our history right i mean there is a history of of awful behavior with Law Enforcement 1st with one or 2 unities and and we hear about a lot and i know i was the 1st time its out here somebody tell me what happened in the 1965 and i might mean i was even born again but i think as Law Enforcement we have to have understand that the perception is reality and one perception is reality that becomes real for them and i think that thats where dialogue starts. And some talk about the backlash. Against the police the pentagon confirmed to National Guard members in this case actually would deliver the pizza it contained glass shards this was in washington d. C. Those National Guard members would enjoy it but it shows you the elements of hate against Law Enforcement unutterable god at the mom in this is pretty scary in itself isnt it as well that the actual but less. You know it is a lot of people are concerned and on edge you know and its its almost become the mob rule and its kind of cool to do these kind of things a law forcing but i want to let everybody keep this in mind theres really no other profession on the planet necessarily that people are treated like this you know if you if people werent into any type of fashion or ethnicity or group and people routinely treat them like this we would take that very seriously but unfortunately its kind of become just another day the wait for Law Enforcement you see these stories come out the way theyre treated and i would say this weve got to look at the individuals when they do bad behavior and its really unfortunate that were looking at groups out there are 850000. 00 police all she spent the vast majority of them are doing this for the right reason theyre getting paid their Community Want to make gifts and theyre very disturbed by what youre sand and they want to be part of the change that its very difficult to be part of that change when theyre constantly under attack. Another example of think of attitude Berklee College of music this is in massachusetts apologized for letting Boston Police use the restrooms toilets as i would call them they said that they betrayed their community by learn to use the toilets i mean. The emotional response and it seems to be almost identical response now to be Police Officers almost as the the enemy how on earth have we got to this situation i mean was this ever reality decades back when Police Officers were considered you know local protectors of the community they would maybe walk amongst the local people talk to them be friends with many of them and now were at the point where the being treated like pariahs how on earth does that happen while i kind of missed a day when just starbucks haters are out and now it seems like everybody else and you know. Ive heard that in the sixtys obviously there was a lot of tension post vietnam there was a lot of tension but in my career this is the obviously the most heightened tension. Its very concerning you always have to be aware of that and i dont think its good for us its not good for the community because were not here to get involved in violence were not here to get involved motivation you want to help people. But this environment sometimes people dont trust each other and both in so we need a common man what we need something that kind of bring us all together and and it just seems like its chaos every day the stories you talk about every single day were seeing. Can this be didnt deescalated where we are now which is almost militarized police often they look like the members of the army going into a combat zone can we get back to the days of Community PolicingPolice Officers without weapons or that will go on forever. Well you have to understand that a lot of the images you see of officers that are in military gear thats because and then its a curtain rod amused somebody is shooting up a building or doing something crazy we would expect or offer to least match or have more than what they have and those are the images that are plastered all over. Country of course in the world but in every day police this work you know were in uniforms we look like mayberry were trying to help the community but as violence has increased and as we talked about its as plain a Law Enforcements had to keep up with that and its really hard to keep up with that if you dont have more ballistic gear and and more and more weapons and things like that i would love to be able to get back in those days we dont need that till the terminal element subsides were going to have to continue to at least match that and it doesnt look pretty on video its the kind of difficult part of video you cant get context on video and in so when you see this on video you dont know whats happened before that i mean you dont know whats going on the information you also have and i think we have to do a better job of communicating the public when and when and why were actually use here and finally before we go i just want to ask you as a serving policeman someone of 27 Years Service obviously in policing change over the years what is the mood now as well. You have seen policing improved i started in 1903 and weve improved since then but what ive seen is and weve improved in the in the form of Community Leasing prudence almost Technology Training lot of our officers are College Educated so theres been vast improvements but what i have seen is we havent seen the gets credit for that because you know we are in a profession where everything we do is recorded either were recording it or citizens are recording larry you know jokes 300000000. 00 plus contracts year most of our own video even if were not recording that are being ordered so were more hell how we accountable to that and and we dont really also gets credit for the good things we do and i think from american Law Enforcement the officers morale was fairly low and i think its because its on balance we need a more balanced approach from the media from our leaders to say yeah there are some bad things happen but look at all the stupid things and you just never see the good things.
