In just under half an hour from now. Greetings and sal you take action. On a previous episode of watching the hawks we cover how the United States was running a wild west style smash and grab when it came to securing valuable medical supplies during this pandemic germany brazil and other countries around the world were claiming that the United States government was either swooping in and out bidding them after sales were already finalized or the us was just playing down right stealing or as we like to call it here confiscating everything from face masks to ventilators as the item sat on the tarmac in china waiting to be shipped off to the country that rightfully purchased them well appears that theres no holds barred loop grab perpetrated by the new. States bedroom government has of correspondents way back home yes multiple state officials and local Health Groups from massachusetts to illinois to texas have been sounding the alarm the various federal agencies have been scooping up shipments of personal protective equipment and other valuable medical supplies for quite some time now according to a letter published in the new england journal of medicine by medical dr andrew arkin steen with the Bay State Health of massachusetts 1st after spending valuable time just trying to convince the f. B. I. Not to confiscate his shipment of k n 95 respirators and face masks he was then soon shocked to learn that the department of Homeland Security was still considering redirecting his pee pee only some quick some quick calls leading to intervention by our congressional representative prevented its seizure others my friends have not been so lucky remember back in march Massachusetts GovernorCharlie Baker revealed that a shipment of 3000000 masks were seized by federal authorities and then later at the beginning of april in new jersey freeholder director Chanelle Robinson announced that a shipment of 35000 masts had been scooped up also by federal officials. These actions by the fed seem to fly in the face of the great brand name in chief u. S. President battle drums continued orders from up on high for states to be responsible for securing their own medical supplies and not reliant on the federal government. Why how can you do that donald when the federal government keeps out bathing or outright stealing from them with no real explanations as to why sounds like a good time to start watching the hawks before you know the feds come confiscate all of us. She was in the city you st. Leger so you would see that this is joyce state. Rice grace suggests least systemic deception is to late show which. Youll. Welcome everyone to watching the hawks arguments i wrote for interisland so major they are just snatch and grab them all across the country now the last 2 months or so have salie and hit the thousands of extreme really crazy but when you see it in action its a whole different level governors are trying to protect their their p. P. Equipment trying to make sure that they have what they need especially those in blue states because the President Trump has announced that hes really not trying to help them and and i think that you know what were seeing happen in real time is something that we havent seen in this country before especially not in pain dimmick times and then maybe even in my home state of illinois weve seen j. V. Pritzker actually announced that he was not going to share any information it was something that was leaked but he definitely wanted to make sure the illinois residents were protected and he knew that he couldnt count on the federal government so he actually got supplies from china and thinker and they were secretly flown into the state to make sure that the child administration wouldnt compensate them thats incredible would you have governors like secretly flying in supplies just to keep. As for from stealing them and then the crazy thing is that the feds havent given really many good reasons as to why theyre doing it they still when confronted its kind of like well you know all the middle of the state got what it needed to over here after the fact or whatever even confronted at the International Level as to why were suddenly scooping up as we kind of dont really get any solid answers at least i havent seen any of the research that i was doing today in the trying to find a good answer from the feds no were absolutely not getting those answers and weve got the other problem is that the federal government has pushed back in many times that the requests that the states are having super member of the ventilator request that came from new york all of a sudden we hear no they dont need those ventilators they dont need this p. P. Equipment somebody somehow is at these hospitals p. P. Equipment so they want to deny those requests so what does that leave states to do other than to try and find this stuff on their own and the problem is the states dont get the luxury of the federal government they cant create money to buy things they cant just go to the fed and say print to subsume more money you know the states cant do that they cant deficit spend its a lot of times in their very state state constitutions that they cant do that so theyre dependent so when theyre being outbid or having to outbid the or other countries or whoever thats all coming out of that state budget that they cant get back you know and thats whats really bad colorado was in the process of buying ventilators when fema swooped in with them and just took them away governor jared polis declared either be in or out either let us know what were going to get and when were going to get them or stay out and let us buy them you cant play both sides and thats exactly what trump and the federal Government Congress and all them are doing right now because no ones put a stop to it and the governors have spoken about this and theyve sounded you know loudly that they are not in a position to compete with the federal government in the open market for the reasons that you just stated you know and journalist david wall as well as actually wrote in new York Magazine he really kind of sum this up i think really good in that article he said we dont know where these supplies are going we dont know on what grounds they are being seized or threatened with seizure in the absence. Of an explanation its hard to come to any conclusion other than that this is simply a mafia government exerting control for the sake of control and that is a scary thought in a time of crisis that thats how far this country is fallen and that we have no real recourse what happens when the government is actually the federal government is actually putting the states in a very tough spot because theyre not supplying this material so that at all theyre ignoring the request theyre ignoring the requests for funding as well and the states have to go on their own but now you know the federal government is jumping in and stealing things from them as well as some other countries you know what for those of liberty and that like you know for those of the liberty of those who lean on the right and go republican this is something that you should be up in arms over this is something that you should be screaming at donald trump and congress in the middle saying why are you doing this the fed should not be coming in and doing this whatsoever im a states rights person you know where all those people sounding off against this im out here and im get out there let them know where this is not good they choose their protests this some they chose the wrong one this is per true. While kobe 1000 tests remain in short supply and funding for virus treatment is dismal at best President Trump and conservative activists across the country want to open america a. S. A. P. And who better to kill to carry the message and told the line than trumps favorite crony attorney general bill barr falling under the weight of his ill informed commander in chief a crazed conservative activist barr is now threatening legal action against state governors the attorney general of the United States is willing and ready to encourage enjoying lawsuits brought on by upset citizens over the business restrictions put in place to save their lives meanwhile the truck administration refuses to accept its own culpability in ignoring coronavirus alerts from the World Health Organization china doctors and scientists leaving america behind in preparedness and relief but rest assured trump found someone to blame china and the president s minions in conservative states followed his lead Missouri Attorney general eric schmidt filed a lawsuit against the Chinese Government tuesday accusing them of lying and covering up the coronavirus we might be in for the longest election cycle ever as the blame game for corona virus and economic fallout its caused rages on joining us now is our team america correspondent. Thanks for having me guys always love coming on always a pleasure. So what is this lawsuit and why now so its interesting so as you mentioned. Turner general eric schmidt he is leading this case after talking with economists at the university of missouri where the state is actually looking to get an upwards of 44000000000. 00 now missouri is the 1st state to file against china and to seek damages in this way and it could be the 1st of the many states doing this now according to the lawsuit it reads quote during the critical weeks of the initial outbreak chinese authorities deceive the public suppressed crucial information arrested whistleblowers tonight human to human transmission destroyed medical research had millions exposed to the virus and hoarded protective equipment causing a Global Pandemic that was preventable now today the Chinese Government called missouris lawsuit absolutely absurd saying that its purely malicious violates basic legal principles and that the Chinese Government has sovereign immunity because you cant sue an entire country now this lawsuit will face a number of a whole battles because of that but the missouri a. G. Says that hes already one step ahead of this arguing that the Chinese Communist party is a nonstate actor and that it is what gives him the legal argument that they can sue china because the amount of states and loves its frivolous lawsuits. Was a steve 1st of many lawsuits coming down the pipe great question tyrrell and you know what actually it was announced this afternoon that at the time of this broadcast the mississippi will actually be also filing a lawsuit their states attorney general saying that they too have suffered because of this outbreak but now you also have both missouri and mississippi say geez theyre calling on their states congressional delegations to back a new bill put out by republicans tom cotton and dan crenshaw that would amend the foreign sovereign immunity as act to create this narrow exception and to allow people to actually sue china people suing china now this bill is modeled after the justice to get sponsors of terrorism act which allow. Americans to file civil claims against a foreign state for any injuries or death and that was passed 4 years ago with 97 of the 100 senators saying yes to it. Thats a lot of attorney attorney generals and lawsuits you now have bill barr saying d. O. J. Is looking into suing state governors right and this is actually interesting because this is all over the clashes between President Donald Trump as you mentioned trying to open up the states and the state governors saying no and how kind of to respond to the whole coronavirus most of it you know with most if not all states are on lockdown and both trump and barr say that businesses they need to have more freedom to operate and trump says that some governors have gone just way too far actually even accusing governors of keeping their people on quote house arrest now we have the cd see who is as far as we thats who we look to as far as you know seeing this research and one thats going to peak as far as this outbreak but theres new surprising coming out that its a form of form of National Defense scientists at the Los Alamos Lab in new mexico now these scientists they consistently beat the c. D. C. When it comes to forecasting Infectious Diseases in particular like the bird flu ebola unfortunately these scientists go all the way down to the hour of when a virus is at its peak for new york state alone the forecast says that there is only a 60 percent chance that infectious infections have peaked and they also forecast that major populated states could be on this quote house arrest all the way until the end of 2020 theyre even forecasting you know schools are going to open this fall so it will be interesting were in for the overall you know its interesting to look at the chinese lawsuit there just to touch that really quick but i am fine if we were going to have the ability to sue other countries than the United States we cannot we we have to but allow other countries to sue us for our actions while we can you know we cant have it both ways we cant be good oh ok you know but if the iraqis bring a lawsuit against israel we do. In the iraq war no no no no no were not going to consent to that you know i mean you know its absolutely ridiculous but man alive really more lawsuits thats whats going to solve this problem and you know whats interesting is that you know china has come out saying that there is absolutely no way with these allegations the w. H. O. You know they could actually take china to the International Court of justice but heres the cabby out here people you have to consent to go to court whos going to want to consent to go to court you know youve got a traffic ticket and they say get get to court me show you can be like really have to go thats kind of the old think its also them too is its like im tired of the scapegoating you cant hold china accountable for our employers structure failure you cant hold china accountable that are you know Health Care Industry was a mess that our economy was a mess that all of these things were a mess that then led us to the state that were in today you cant hold them accountable our initial really slow response to that was of the Intelligence Community and many other people had said even the americans working at the show said even all the way back is november that they were telling us. And congress that hey this thing could be coming down the pike might want to prepare for it and speaking of coming down the pipe you know not just these states and possibly the idea of you know american citizens suing china you also have germany now that is wanting to file suit against china for all their wrongdoing and theyre asking for 162000000000. 00 and its kind of one of these things again china has to consent so is going to be dead on arrival most likely yes you know its going to be hard to bring a lawsuit dont want to thank you as always for coming up on that goes a pleasure all right as we go to break remember that you can also start watching the hawks on demand through the brand new portable t. Coming up here on watching the hawks the fears that there was always time to rattle a few sabers for war and former cia agent whistle blower John Kiriakou joins us next to discuss what could be the next big u. S. War during the pandemic stay to the watching the whole. Thing out im fascinated by is bad Consumer Protection labels that you find out sick or add 3 find out household cleaning substances dont apply to Financial Products even though they should because many of them are hazardous to your health because theyre poorly constructed and theyre full of toxins. In the. Book who he gave birth. To she said thats. Going to get it. Here it definitely walking into the word doll and we nono. Know what were walking into. On march 9th she was what she needs to break she had it with that. All right earlier in the show we were discussing the recent protests popping up across the United States over the covert 9 teams stay at home and the social distance distancing orders and how the motivation by many of those protests were a direct result of the manipulation of the u. S. Populace is fear of tyranny and loss of liberty and will stay at home mothers and social distancing for the safety of the community are not and should not be cause for constitutional concern that doesnt mean citizen should not remain vigilant in their protection of their most basic of rights in a time of crisis taking our eye off that ball is how we got stuck with constitutional shredding laws like those found in the patriot act and that is why many are starting to raise the alarm over the potential use of u. S. Military personnel here at home in the battle against this virus newsweek reported recently that the u. S. Military is preparing forces to assume a larger role in the Coronavirus Response including the Controversial Mission of quelling civil disturbances and then forcing the law a mission that the military has not engaged in for almost 30 years joining us now to discuss the dangers of deploying the u. S. Military here at home in a time of crisis not for freeman a member of the Coordinator Committee for the black alliance for peace and thats always a pleasure having you on sir thank you its always a pleasure to be so i want to start with just give people an idea of what are the major potential dangers found in using the u. S. Military not just the National Guard which is under control of state governors but the u. S. Military Army Navy Air force in operations domestically do. During a time of crisis. These are people who are pretty much training and to confront enemy combatants as you well know really thinking thinking this or being trained dentists who have the disposition of the people that theyre fighting or confronting are less worthy of humanity or life and liberty and so when you put there on the street and im again we have to remember that in the United States for it was colonized people black and brown working class people already you know who are under a Police State Situation so that the danger in what you asked are you describing is that work and there will be combining the mentality that is fostered in military training to fight socalled terrorists in whatever you can before you speak communist and people who are not as worthy combining that with the sort of inherent. Racists attitudes in class this attitudes of the u. S. With its force that is a very vigorous cocktail. That has there been any part of examples where the u. S. Military would use domestically at a time of crisis and is there as if historical precedents for that kind of the point. Theres been a few yes. We can look at it its a few katrina hurricane jeanne when that happened there was a number of people who were scrambling for survival and having to scramble and get whatever they could and it the military was sent in there and then if you people some people may not remember how old people are but we used to see in the mill in the media. Reports of people called looting in ventilating when you really talked about a dire situation people really just trying to scramble for whatever they could to deliver survive and in that instance if there were really only came had to come out later instances. People be ex just the chill of brutalized by both police and military on the one instance it was the man who shot in the back and then they proceed to kick kick him several times. Then another other instances are going to rob the king incident there were people who. You know of the. Pressure cooker was all faster the beating of rodney king and a lot of the verdicts were really on people felt they didnt like the verdict still it was that there were rebellions we call the rebellion system of rights because people rebelling over centuries of Police Brutality not incident but in that instance they also brought the National Guard in there were there were fatalities in terms of the exchange exchanges and then during the same 3000000000 joint dr king when dr king was assassinated the same thing happen and there were also tallies due to you know the police and the military mix and the and we you know black and brown people get the worst end of those. That makes it scary because in your city the idea being floated and kind of common law as the authority to move language of the media in with more than a good healthy percent of the new York City PoliceDepartment Officers recently reported through the illness or self quarantine of the good numbers like over 15 and even Higher Police absentee rates elsewhere an opinion piece in the Washington Post help pontificated about how active u. S. Military members could potentially fill the role those roles of the police writing quote they might need to backstop him back to a police force as a hard hit communities might soon need major assistance with patrolling the streets and forcing restrictions on the movement to turn to crime and other tasks theres a pretty unbelievable why would you believe that this could actually be a realistic possibility given the current state of the country to the bay is this something that we could see. Oh i think theres no one there talking about it and i think the Washington Post piece you were talking about was coauthored by 3 people and they were they were it was that of they make themselves the Police Department i think it was a new York City Police and they were all from theyre all now arent working so people were consistent you people the u. S. Army i think it was a cult is that in the u. S. I was about 3 ethics 3 people who are officers in that in that. Article and what theyre anticipating and i think theres also historical precedent in that and move we need to remember that the. There he values after that in the 1960 set of the dr king they didnt really report they didnt write reports every now and then the. 2 to try to figure out the root causes and how to deal with riots or maybe avoid them and there was a call to kind of chemistry 968 and still one of the things that it showed and it was pretty i think certainly done report was the title civil unrest that we could see the type of dissatisfaction with basic things that we now know are going to be. Are going to be so. Scarce were going to look at 32 percent the top of their predicting a 30 percent Unemployment Rate the biggest ever seen since the birth Great Depression you steer city of food because of the the supply of food are being disrupted because of because of the cold in one scene in the sort of distancing than in people being out of work theres a system the capitalist system and we have to attribute it to debt is not designed because we dont see that the same outcome or the same situation another place that is not designed to handle the type of thing or not designed to create a thought of cooperation that is needed even on that on the domestic level where all the countries people are people are involved in organizing process theres a lot of peace. Certain sayings and even you should be able to manage things on in a way that dont make it very serious that theyre allowed to get a bill to the supermarket maybe more distance regulated fashion keep things calm theres a fear that their powers that be are sitting in a straight to the status quo or people are seeing that in the biggest fish seeds of the methods of capitalism and they dont walk thats when its become even more formidable so will they not instead of feeding people instead of housing because theyre seeing the u. S. Response to this but its not for us that they dont do they dont want it for themselves but they cant last because it was against capitalism so their response would be to send in the military and the police to try to quote dissent will go over weve got good unfortunately were out there are going to iowa nurses will emerge through the barriers about kind of operating sort of where i was coming i dont know if everyone i was closer. To. When i was growing up my they are always going to be dinner that side of the carrots the Little League was that you get older youre going to need them because your life is like go get a chain one of them on to something age related Macular Degeneration a best 11000000 people in the u. But i feel about the policy no more of you are living in the dark already in an already illegal world you cant see great stuff everybody that is our show because they are really in this world are not all that we are loved and upload tell you all i love you like her alter and i will stop watching it will cost all their liberated. As the us economy was booming gaining numbers of people when they made homeless. You can work 40 hours in a week and still not have enough to get housing everybody believes america still is the land of opportunity the reality of those who were not financially equality and the lack of Affordable Housing or living minimum wage gave many people no choice but to just been a problem with the city knows time limits on the poll who stay way out almost all to some stuff thats worth it if there is no answer because yes the requires at least whats the most vulnerable or abandoned on the streets to become the invisible cops. Seem wrong but all are all just dont all. Get to shape out these days come to educate and gain training because the trail. When so many find themselves worlds apart we choose to look for common ground. This is our u. K. Where live from Central London welcome to our viewers from around the world were currently waiting the British Governments daily Coronavirus Press briefing thats expected to be given today by the Health Secretary matt hancock in just a matter of minutes from now in the meantime our headlines this hour. Cools to ease the british lockdown measures intensified but statistics reveal the number of covert 90 related deaths outside hospitals as it took a 4 files and in the last 2 weeks thats a minutes silence is held to remember those key workers killed applied to see. U. K. Home nations break with the westminster as wales claims it could easily lock down measures and scotland recommends Face Coverings in certain circumstances joined by makes but its risky and disaster reduction shortly. Russian president Vladimir Putin extends lockdown measures in russia until the 11th of may and says the government must have a plan in place by the 5th week live reaction from the russian capital. Also inside the message box is predicted to soar by 20 percent across the world as a result of the global lockdown as politicians called on the British Government to set up safe spaces in supermarkets to help the victims we hear from a family law barrister. Britains coronavirus death toll has rocketed as over 4000 fatalities outside hospitals are recorded in just 2 weeks thats a scotland and wales break with the u. K. With announcements on public Face Coverings and lockdown easing as westminster continues to stall correspondent lisa and he joins me with the latest so grim news on the death toll today. Yes the death toll for the United Kingdom significantly higher than it was yesterday for the most recent 24 hour period in England WalesNorthern Ireland and scotland there were been 653 people who absolutely lost their lives in hospital after testing positive for coded now of course those figures just look at hospital deaths they dont take into account deaths in other places such as up home and it cant but the office for National Statistics they do take those into account and you can have a look at some of those numbers according to the ins more than 4300 people have died in care homes between the 10th of april until 20 all thats just the 2 week period now half of those deaths occurred in just the last of those 5 days to jesting a signetics. Fred i have to interrupt you because theres time now to cross over to downing street for the governments press briefing. Welcome once again to downing street for the daily Coronavirus Briefing im joined by Professor John newton our Testing Coordinator and by deputy chief scientific advisor Angela Mclean this morning at 11 oclock we pause to remember the 85 n. H. S. Colleagues and the 19 colleagues from social care whove lost their lives with coronavirus it was a solemn moment of reflection for so many of us and of unbearable sadness for some of. These of the nations Fallen Heroes and we will remember them every day were working through our plan to protect life and to protect the n. H. S. Slowing the spread and building capacity so that the n. H. S. At all times can offer the very best cata everybody because weve got the beds and the ventilators and the staff available. So far thanks to the incredible work of n. H. S. Colleagues and the shared sacrifice of everyone who is at home that plan is working the latest figures show 3260 s. Critical care beds across the n. H. S. On the most recent figures they have been 763387 tests for corona virus so far in the u. K. Including 43453 yesterday 161140 5 people have tested positive an increase of 399615796 people are currently in hospital with corona virus 21678 have now sadly died in hospital an increase of 586 since yesterday this morning the office for National Statistics and the c. Q. C publish more information on the overall impact including that there have been 4343. 00 notified deaths in care homes since easter the proportion of coronavirus deaths incur herms is around a 6th of the total which is just below what we see in normal times i want to make sure that we bring as much transparency as possible to Important Information like this and so from tomorrow well be publishing not just the number of deaths in hospital each day but the number of deaths in care homes and in the community to this is something that wasnt previously possible. This will supplement the oh and s. And c. Q. C. Weekly publication an all out to our understanding of how this virus is spreading day by day and it will help inform the judgments that we make as we work to keep people safe. Behind every single death is a familys heartbreak and we must do everything humanly possible to save as many lives as we can and we will not be changing the social distancing rules until our 5 tests have been met the n. H. S. Protected infection rates falling the number of deaths falling substantially the operational challenges around testing and p p addressed and no risk of a 2nd spike i want to update you on 2 other issues of major importance 1st on testing at the start of the month i set a goal of 100000 tests a day every day were ramping up this Testing Capacity on track to meet that goal were continuously opening new drive through centers there are now 41 with 48 going live this week for people who cant get to the tests were expanding home testing to bring the test to them were increasing the dispatch of home test kits from 5000 a day last friday 225008 day by the end of the week. And the weekend 17 mobile testing units manned by the army were operational by the end of the week we plan to have over 70 deployed with train crews right across the country all of this has led to an increase in daily Testing Capacity which now stands at 73400. 00 and this has allowed us progressively to expand access to testing. We started with hospital patients whove always had the access to task right away through ramping up to include symptomatic n. H. S. And social care colleagues and their households and then to all the central workers. Today because weve been able to expand capacity i can expand access further. Building on successful pilots will be rolling out testing of asymptomatic residents and staff in care homes in england and to patients and staff in the n. H. S. This will mean that anyone who is working or living in a care home will be able to get access to a test whether they have symptoms or not im determined to do everything i can to protect the most vulnerable and we now have the capacity to go further still so from now were making Testing Available to all over 60 fives and their households with symptoms and to all workers who would have to leave home in order to go to work and members of their households again who have symptoms so from construction workers to emergency plumbers from Research Scientists to those in manufacturing the expansion of access to testing will protect the most vulnerable and help keep people safe and its possible because weve expanded capacity for testing thus far. Next i want to update you on our coven 906 work this is research to understand whether existing drugs could be used to treat people more effectively once theyve developed the disease currently no drugs in the world have been clinically proven to treat covert 19 but are Therapeutics Task forces identified a number of promising candidates currently 6 different treatments have been entered into National Clinical trials and the 1st is ready to enter the next stage a new early phase Clinical Trial platform that were launching today weve been listening to the Health Secretary matt hank talk giving a daily coronaviruses press briefing and he said that from now on and care home address would be included in the daily thing ends and that the government was on track to meet his target of 100000 daily tests by this coming thursday and also said that all over 65000 and those who had to leave home to go to work could access them a lot to and he is still with me and. It seems that theres still nothing from westminster about ending lockdown scotland wales could go their own way. It appears that as far as westminster are concerned they still feel its too early to put forward any type of indication as to a way out of this lot but as you mentioned weve seen scotland and wales already Going Forward with their own exit plans and also in the case of scotland theyve to they publish the dates on the use of Face Coverings where it would be difficult to socially distance now the scottish minister because they didnt say that years of face last isnt an alternative to social distancing that could perhaps be just a small hint that the Scottish Government are exploring different ways forward for an exit strong block the measures. Im talking here about feces coverings made of cloth or other textiles such as a scarf im not talking about medical greed facemask that you would see health and social care at work as we are at the gate is also made clear that the evidence on the use of Face Coverings is Still Limited however it recognizes that there may be some benefit in waiting a Face Covering if you leave the house and into an enclosed space where you will come into contact with multiple people and see if social distancing is difficult for example on public transport or in shops of course just no more shops are closed so rate no at this would apply in particular to food shops now as d wales minister mark straight shooter has indicated that his coaching will be willing to lift looked on measures if the rest of the United Kingdom doesnt anyway but to stress in the wider world you would like to do so hand in hand with the rest of the country we have the power to do it definitely id rather we did it together if we can get to that point and we think there are things that are right to do for wales and we will go ahead and do that for my ambition is that we do things still together across the United Kingdom the coronavirus act does respect devolution if the solution in our hands and we have already done things differently in a range of different matters where that has been right for us. Welsh. Drake. Is a thankyou very much indeed for all of that r. T. Case correspondent is there. We were all the british are the at least inclined to want businesses to reopen if the virus hasnt been totally contained if so is more analyzed data from 14 countries and information from more than 28000 people 70 percent of britons are against the reopening of the economy if the virus isnt fully contained caliber is the same while just over 60 percent in spain agree as do 59 percent of americans in terms of those wanting to reopen the economy 60 percent of russians will be in favor with the same number in china 53 percent of talons and half of germans in the survey also asked whether people would be nervous to leave home after the economy opens just over 70 percent of britons said yes to their own 70 percent of the chinese whereas over half of germans said that they would be scared just under 40 percent of russians but discuss this further im not joined by an expert in risk and disaster reduction professor David Alexander david really good of you to join us today now a recent poll as well as weve seen suggest that britains would welcome a more cautious approach to easing lock down is that the way to do it i think they are right about that but lets move one thing clear well 2 things look close to the rid of lockdown does not mean that we suddenly stop lockdown and it means that certain measures will be relaxed slowly one by one. We would go simply from being fully locked down to being fully free to move around and associate and the 2nd is the minister said the aim was to prevent any chance of there being a 2nd worry leave i think that is impossible there is a chance that there will be a 2nd wave that cannot be prevented and therefore we have to bear in mind the lockdown could be reimposed for a 2nd when it starts to occur and if that is likely that it would be likely in the autumn rather than in the summer i think so how do we minimize the impact of a 2nd wave by a. Gradual lockdown what what we do if we know the threat is still less yet we still want to get the country back on its fate where weve had some experience with lock down weve had enough experience to be able to reimpose it i think rather quickly yes we do want to get the country back on its feet we start with measures opening the kinds of shops and businesses and they destroy a way of physical distancing can be maintained and this probably wont house much impact on the infection rate it probably wont increase the infection rate significantly as the minister noted this has to be. Very closely with improved testing and tracing need to mention tracing but that also is important people have got it who they are associated with who could be getting it from them tracing is also very important and that goes closely with testing but other moment and in the recent past they demand for testing has been far greater than the supply and that will continue to be so for a while and what do you make of the fact that parts of the u. K. Are looking at it differently the implications for the rest of the population a bailout damages if we see the likes of wales perhaps relaxing their measures before anybody else well this is the evolution i think the germans have a much bigger problem with this because they are a federal republic and the states in germany have the right to determine these things and so a coordinated process the whole job it is very difficult and there and elements are echoes of this in new york. I do know that the welsh minister wants to be as close to the general gist of things in the u. K. As possible as to whether there are special conditions in scotland or wales id rather doubt it except the rural areas might have a rather different risks are urban areas we know the difference between london and certain large cities and the rest of the country in terms of infection rate. The question really is how easy is it to. Discipline and shes equal distance see possibly easier in rural areas that it is in the big cities really good to talk to you today thank you so much for joining us professor David Alexander thank you thank you well still to come to know this the russian president announces an extension to the measures imposed on the government to come up with a place to plan to end them will be getting a lot of reaction from moscow. And Domestic Violence is predicted to soar by 20 percent across the world as a result of the Global Crisis politicians say safe spaces should be set up in Grocery Stores to help the victims to escape abuses we hear from a family lore barrister. Seemed wrong wrong wrong. And. Yet to stamp out just to become educated and gain from it equals betrayal. When somebody find themselves worlds apart we choose to look for common ground. Going out on fascinated by bad Consumer Protection labels that you find out cigarettes are you find on household cleaning substances dont apply to Financial Products even now they should because many of them are hazardous to your health because theyre called a constructed and theyre full of toxic. The russian president Vladimir Putin has announced that measures will be extended until may 11th and says the government needs a plan for coming out of lockdown by next week the Senior Correspondent against him joins me now with the latest so bring this up to speed with whats going on in russia. Well the gist of the line to me of putins latest speech was that unfortunately the was may yet be to come he says the situation is developing incredibly quickly that because of advances in medicine and in the way the quote a virus works the government is having to redo its clout so rewrite it and rewrite he says the plan you make up to date will be outdated tomorrow so its no surprise really russians that the. Self Isolation National locked out has been extended up until may and then but the reason the light at the end of the tague. Im instructing the government and the federal agency for rights protections and human well being to come up with a plan by may the 5th go to this plan will encompass all of the criteria and parameters for the steps to be taken in order to lift the restriction rules and the lockdown and rules this will be a phased plan and will be implemented and of course you governors of russias regions should be flexible because you should decide which measures to introduce and which should not be introduced an issue that decision should be made to get a view with the accident if you do that and look this is an incredibly difficult situation theres been a huge spike in the number of confirmed cases in russia there are up to 93000 russians now eights in the world by kept the by the confirmed case of scout so blood may have putin told medics and the government to prepare for a situation where people who have Underlying Health conditions are just diabetes cancer where we dont reach a point like in new york where they turned away from hospitals he said we must add more intensive care units we must increase production of mosques and then the latest p p and on that note russia has increased from the beginning of the year production of mas for example they were making 800008 month now theyre making 8000000. 00 previously they were making 60 ventilators a month now theyre making 2000 then delayed as a month and he says that we shouldnt we shouldnt rest that the situation could could grow dramatically worse and we should be prepared. The rod thank you very much indeed for that update from moscow. Domestic violence cases are predicted to soar across the world of the result of the global lockdown according to the United NationsPopulation Fund theres been a 20 percent increase in Domestic Violence during a 3 month lockdown in all Member States for every 3 months the lockdown continues 15000000. 00 additional cases of Domestic Violence are expected to stop sions by the 3 months locked down would result in 44000000. 00 women will be unable to access contraception and due to pandemic related disruptions and prevention programs 2000000. 00 cases of female genital mutilation could occur over the next decade as well as an additional 13000000. 00 that child marriages. Mean one in the u. K. Calls to the police by Domestic Abuse victims have increased by 30 percent in the lockdown as charities also report a sharp rise in these of helplines and websites the former Prime Minister to resign may has more than a prolonged lockdown could cause untold damage done and must also think about the impact of lockdown on our Overall Health and wellbeing as a nation that of course includes the economy but it must also include the impact on Domestic Abuse and Mental Health we cannot have a situation where the cure awful a disease does more damage the disease itself. That is politicians call on the British Government to follow the example of france and set up safe spaces in supermarkets to help victims who struggle to escape their abuses journal of them charities also suggest Grocery Stores staff could be trained to respond to a code word from a victim and taken to a safe place in the store to call the police in france spain and in some parts of colombia victims of Domestic Abuse already can seek help from shops and pharmacies as part of a new Campaign Launched to tackle the rise in violence under the lockdown for more on this im now joined by family law barrister paula road Adrian Porter thank you for being with us now why has this become such a problem during the lockdown which is being to one last thing for just a few weeks now its become such a problem beeches 1st of all you have to understand that Domestic Abuse is a hidden crime its underreported that accepted that when you factor in all the stress that we are currently under and you place into a bubble that is a 24 hour handle where you cannot escape where there is no release where there is no way that you can turn to that or at least you believe that theres no way you can turn to in across a situation is going to escalate and i just Say Something this is going to come as no surprise to the government they will it and know that these tragedies was coming that this National Crisis was going to build a watch of a government be doing what they should have a strategy in place they should have a plan in place and i dont understand why they didnt quite frankly because the fact that we have now seen a doubling in optimistic of these killings suits lockdowns be because he place is an absolute shock and the government should be ashamed of themselves they really really should they should have put in Place Community humps the type of hubs that the french government put in place so that people who are out shopping and access that help in the supermarket you know some are innocuous like the pharmacy exception like they do. Range so that people know that there is somewhere where they can go you cant always access your phone you cant always access the t. V. To watch and program about and Domestic Abuse you can always go or lying because you are beautiful hes watching your every move he goes for help who helps him is a Police Matter is it is it a charity is metal so what will happen is that if you go to a pharmacy if you go to a library if you go to e. G. If you go to hospital if you go to police they will also magically be able to put you in touch with a refuge the refuge links to solicitors the refuge have links to the police the police have links to the lawyers to the courts all of this will come into action all of that action will then protect the Vulnerable Person and the vulnerable child you talk about hidden crimes that is also told about violence and also killings but again can you give an idea of how other people are suffering from abuse but there is question crucial which is a massive massive misunderstanding for people because of course when people talk about Domestic Abuse they think about a broken arm or a vocal leg and what they dont understand is that there is also millions will abuse the absolute wearing down of the pests and the internet the psychological damage that you do to a person the fact that you make that person retreat from family and friends that you make that person cut themselves off from their finances from his normal day to day life they turn that person into somebody thats unrecognizable that is full of question control and that is against the law this isnt a new problem of course is it if weve had existing in society for for years and here is could now what is happening highlight the issue and help in a way. Bill i absolutely hope so i dont know what else it is going to take if the government is can tell us in 2017 that Domestic Abuse costs the nation 66000000000. Pounds and yet today there aquanauts a further 2000000 pounds for us to make some phone calls what on earth is going to change that one is going to kick them into action to start pushing the place to release to contact the people to go out and seek help get the hubs in place get the hotel places available so that people have somewhere to go to take it but just quickly paula you say get those hubs in place then a lot of the moment by the looks of things people are locked down whats your advice to somebody whos really going through a very difficult time for them just briefly my advice very briefly stay safe stay at home if you need to leave then you leave and if you need to go somewhere if you go to your g. P. You go to the pharmacy you go to 8 you go to police and you make contact there but otherwise stay home stay safe and planned not abstractions will be lifted and be ready or not run a drink thank you very much indeed for being with us live here not ek and thats it for the moment more news in half an hour. So what weve got to do is identify the threats that we have its crazy Going Foundation let it be an arms race off and spearing Dramatic Development the only posts really im going to resist i dont see how that strategy will be successful very critical time time to sit down and talk. The world is driven by shaped by one person. Who dares thinks. We dare to ask. Me. I am max kaiser this is the
