Rahul Gandhi is not Congress president but he takes all decisions, says Kapil Sibal

Kapil Sibal said that Rahul Gandhi takes all the decisions in the Congress party even though he is not the president. Further, he said that the Gandhis should now make way for new leadership, following the party's performance in the Assembly polls.
