LITTLE ROCK -- The Pulaski County sheriff's office has struggled to retain deputies for a number of years due to a lack of funding, comprehensive benefits and pay, as well as less-than-stellar working conditions -- but those who remain say that the culture of relationship-building within the agency makes them want to stick it out.
