Psychiatrist: suspect of fatal shooting outside downtown Champaign bar was insane

A psychiatrist's evaluation has opened the possibility that Fidele G. Tshimanga, 25, will be found not guilty by reason of insanity for the alleged murder of Brandon Hardway in February.
