Proposal aims to bring grocery store back to St. Paul's in Norfolk

The City Council on Tuesday authorized the city to apply for a $5 million grant to help transform the shopping center, which previously housed a Save A Lot grocery store and a Family Dollar. The roughly 5-acre site is being purchased by the Hampton Roads Urban League, which has it under contract for $3.2 million.
