Previous managers of Tri-Cities Animal Shelter facing 48 charges of animal cruelty

PASCO, Wash. -- The Attorney General's Office has filed 48 criminal charges of animal cruelty against two previous managers of the Tri-Cities Animal Shelter on Friday.
