BATANES -- The National Power Corporation (Napocor) started implementing a ‘power curtailment’ or shortening of operations in this archipelagic province on Saturday, Sept. 3.
This was the latest public advisory from the office of Governor Marilou H. Cayco who was informed through a letter by the S
