Police use of force should be limited, Eugene committee finds

EUGENE, Ore. – After much deliberation following protests for racial justice over the summer of 2020, a city committee on police policies has submitted its report to the Eugene City Council.
Among many other changes being recommended are limits to use of force by officers, including new restrictions on the use of force and munitions to disperse protests. Police would have to prove criminal activity is taking place and take several outlined de-escalation steps.
The committee’s recommendations begin on page 48 of the document, attached below.
