Police: Boy, 14, turns himself in for shooting at 15th Street SEPTA station

According to Philadelphia police, a 14-year-old has turned himself in for the shooting of a 19-year-old man at the 15th Street SEPTA Station near City Hall. Authorities say he is "absolutely the one who fired the gun."
