Plea in HC seeks access to publicly available Wi-Fi when govt suspends mobile Internet

The petitioner says that mobile Internet services suspension only have an adverse, disproportionate, and discriminatory impact on a particular section citizenry whose sole means to access the Internet is through mobile.
