A Lancaster County breeder and his wife held down an English Bulldog puppy to perform a medical procedure with a hot kitchen knife last year, according to the Pennsylvania SPCA.
Ray Hoover Martin, of New Holland, was charged with two counts of animal cruelty, including a felony count of intentionally or knowingly torturing an animal and one misdemeanor count of failing to provide veterinary care to an animal at imminent risk of serious bodily injury, the SPCA reported.
Martin, 48, came under investigation after a veterinarian contacted the Pennsylvania SPCA’s Humane Law Enforcement Team on July 3, 2020, after an English Bulldog puppy was brought in for care.
