Overwhelmed Portland police haven’t done comprehensive review of force used during protests, outside monitors say

The city-hired consultants said the Police Bureau continues to be out of compliance with a federal settlement agreement, particularly regarding their reporting and review of how officers use force.Dave Killen/The Oregonian

Even though the size and frequency of Portland protests have significantly diminished, police still haven’t done a comprehensive review of their crowd control response to the civil unrest.
Outside consultants found that officers sometimes couldn’t explain why they used force or their supervisors didn’t adequately review officers’ force reports.
