Even though the size and frequency of Portland protests have significantly diminished, police still haven’t done a comprehensive review of their crowd control response to the civil unrest.
Outside consultants found that officers sometimes couldn’t explain why they used force or their supervisors didn’t adequately review officers’ force reports.
