Ottawa Paramedic Service declares 'Level Zero' for a second straight night

Paramedic Chief Pierre Poirier confirms to CTV News Ottawa the service was at Level Zero due to pressures caused by COVID-19 in the early morning hours of December 28 and Dec. 29.
