Opinion: Recovery services must be part of Metro’s solution for homelessness

Portland-area voters overwhelmingly approved a measure earlier this year that dedicates tax revenue to services for those who are homeless. But any solution must recognize the need to fund counseling and other addiction recovery support services for the long-term, the authors write.
