Opinion: Exodus of inner city Black residents can't all be laid at the feet of development

Fifty years ago, the thrust by Black Chattanooga activists was that the city put into practice the federal Fair Housing Act passed by Congress in 1968 and the open-housing ordinance passed by the then-Chattanooga City Commission in 1971.
