Opinion: Clean drinking water is a human right. Why are so many California communities without it?

Five years ago, Gov. Newsom allocated $1.3 billion to fix the state's "pathetic" clean water crisis. But in towns like Parlier, Tooleville and Tombstone, you still can't turn on the tap and drink.
