Ontario's budget forecasts $19B deficit, even with little COVID-19 spending

The worst of the pandemic spending is behind us. Inflation is high and unemployment is low. So why then is the Progressive Conservative government forecasting a $19-billion deficit, far above what it was during the height of the COVID-19 crisis?
