Obituary: Norma Hertzog, Costa Mesa's first woman mayor, dies at 94

City officials announced Thursday that Hertzog, who left a deep legacy from years as a member of the City Council and counseled women who, like her, faced breast cancer, died at her New Jersey residence on Aug. 21.
