Last month, the province released the commission’s final report, which addresses subjects ranging from school governance to grade retention.
"Parents and others expressed concerns during our consultations that ‘no fail,’ ‘no zero,’ and ‘grade inflation’ practices are prevalent in the province. They were also troubled that students were promoted through the system without achieving grade-related expectations," states a section on flunking.
