NYC thief's long arrest history exposes bail reform issues

Navindra Morrison, 25, has been arrested a dozen times this year, mostly for shoplifting but also for allegedly beating and robbing his mother. His mother and criminal justice advocates say the system needs to deal with his mental illness and drug abuse problems.
