NYC Council bill aims to offer thousands of public restrooms

Brooklyn City Councilmember Sandy Nurse on Thursday introduced a plan to add thousands of new public bathrooms to NYC within the next 12 years — and pooh-poohed critics who fear they'd only become overrun with junkies.
