The pair were subsequently chased down by police and and arrested
They have been charged with arson conspiracy and attempting to damage or destroy law-enforcement vehicles; they face upwards of 45 years in jail
In February, prosecutors quietly offered Mattis and Rahman a plea deal; the details of the deal have not been disclosed
