NSW Labor's transport spokesman Chris Minns has announced his resignation
The incident comes after Treasury spokesman Walt Secord resigned on Tuesday 
Mr Secord said he could no longer worker under NSW Labor leader Jodi McKay
Ms Mckay's camp has been accused of distributing a 'dirt file' on Mr Minns 
Mr Minns, the MP for Kogarah, is tipped to be her biggest leadership rival
