NSCDC officer famous for 'oga at the top' phrase promoted to deputy CG

An official of the Nigeria Security and Civil Defence Corps , Shem Obafiaye, who became popular because of the 'Oga At The Top' phrase in 2013, has attained the rank of Deputy Commandant General.
