Not so fast: Illegally modified e-bike rider is caught by cops hurtling down Blackpool Promenade at more than 40mph

Lancashire Road Police say officers attended the scene and seized the bike. The rider and his passenger managed to flee the scene, but not before the pair had been identified by the force.
