Not enough votes in Texas Senate to pass permitless handgun carry, Lt. Gov Patrick says

After voicing concerns about bills allowing handgun carry without a license back in 2017, Lieutenant Gov. Dan Patrick - the presiding chair in the Texas Senate - is once again throwing cold water on a bill that would do this by stating the House bill that passed out of the lower chamber just days ago does not have enough votes in the upper chamber to pass.
All eyes have been on Patrick since the House passed HB 1927, which would allow anyone at least 21-years old to carry a handgun without a license as long as they're not prohibited by state or federal law from having firearms, because of his previous statements on the matter.
